Improve Water Resource Access and Management for Better Farming in Drought Prone Communities (IWRAM) Project
Project is aiming to reduce vulnerability and increase adaptive capacity to climate change, including drought, in 7 villages of Chantrea district Svay Rieng, by building the capacity of communities to manage available water resources and irrigation systems for agricultural production, conservation of natural ecosystems and strengthen communities. According to the community, and supported by research conducted using a VRA, water is the main priority need for people and animals in the target areas, which due to climate change seems to be coming in smaller quantities each year as drought increases. The project will construct a water dam wall with overflow at Bathou Lake in place of the faulty Watergate and set up 2 Water Use Committees to be trained to be key resources on climate change information, to manage the use of the water dam and community reservoirs, how to raise any future infrastructure problems to the local authorities and to find a solution together. The project will plant trees in target family homes and villages to enhance the biodiversity of the ecosystems surrounding the community, making them more resilient to the effects of climate change. At the same, the project will help to improve the health of the lake and reservoirs by increasing fish stocks, which will also provide more reliable food source for local people. The project will build the communities capacity in sustainable vegetable growing and integrated farming techniques by providing training with the PDOAFF. This will help to increase family?s incomes by increasing the yield and diversify crops, and also have less of an impact on the surrounding environment enabling it to cope better with the increased pressures of climate change. They will also receive coaching on growing sustainable home gardens and fish rising. The project will then also identify existing or set up new Self Help Groups (SHG) who will set up a Seed Bank and be able to identify markets for selling local produce and work together to sell the produce as a community group, helping them to get a better prices.

1)Reduce drought vulnerability by working with CC's and development partners to reconstruct the current Watergate into a dam at Bathou Lake and manage existing irrigation systems to adapt with recent climate change impacts, resulting in increasing rice yield by 20-40% in the first year.
2) To build the adaptive capacity of communities, CBOs, NGOs and CC?s on climate change issues by getting them involved in activities (individual and community) such as tree planting , water use management and diversify crops/integrated farming.
Expected outcomes and outputs:
Outcome 1.1: Communities have enough access to water for farming and be able to increase their rice yield by 20-40% in the first year after dam construction.

Project Characteristics and Results
Notable Community Participation
As WP has been working closely with Chantrea?s district?s authorities and CC?s on other programs, WP?s project staff were requested by those local authorities to assist their villagers to improve their lives through agricultural techniques and better water use. Based on prior experience in working on community development, WP met with commune chiefs and district governor to learn about the details and needs of the real situation in the purpose of studying and looking for ability to assist the community people. Through these discussions WP identified that climate change was having effects on the agriculture and livelihoods of the communities, which resulted in families migrating and children not being able to continue with their schooling. Additionally, Tuol Sdei and Chantrea commune areas were without a water conversation and management plan for the local Bathou lake, resulting in water flowing away from the rice farming areas which were then damaged by drought in extended dry seasons.
With support from the Planning grants UNDP, WP developed a proposal for a research phase to be conducted to assess the specific needs and vulnerability of the communities. UNDP approved and suggested to conduct a Vulnerability Reduction Assessment (VRA) at community target areas, while also providing technical support on the procedure of VRA by coaching WP staff before running the process with target beneficiaries in both communes.
The VRA was then conducted in village level focussing on small group discussions of women, men, CBOs, and local authorities, using H-forms as the main tool. Among the 7 villages in both communes, WP selected only 3 villages according to timeframe, budget, human resources, and the similarly in locations situation.
Results of VRA discussion was drafted into a report by WP staff, and then presented at commune level with participants from villagers of the 7 target villages and CC?s in both communes in order to get feedback and have the opportunity to add more information into the report. The final report and key information was then formulated into this proposal of Reducing Communities Vulnerability to Drought (IWRAM) to run in the community.
The IWRAM?s draft full proposal was then presented back to the district level with participants from district governor, officials from relevant offices in district, CC?s, village chiefs, deputy village chiefs, Village Development Committee (VDC), official from PDOWRAM and PLAU. The presentation was focused on highlighting the projects main activities related to real need of community people as raised in the VRA and discussing the potential of co-funding in the proposal.
As discussed above, WP had involved the whole community from the initial idea to full project proposal stage. After having initially conducted many meetings and discussions with community members, community based organisations and authorities; the idea for the project was already forming. WP was then able to conduct further enquiries including running a VRA in the target communities, to gain a full understanding of the real situation. This was a valuable process as WP leant from community people more specific problems relating to the climate situation at the target areas, such as the rainfall patterns, how severe the lack of water was, the lack of water management and the need to diversify agricultural products. At the same time, WP also leant about need for further community development as there is a high rate of migration of the villagers here.
During these discussions the beneficiaries have also made the commitment to contribute some of their own funds and time to share in the development and implementation process.
Policy Impact
During the project WP will provide capacity to WUC & SHG members on planning for long term use of dam for sustainable environments. They will also receive capacity building on good governance, social accountability and operational procedures, thus creating sustainable committees. The committee will also be encouraged to run active handovers when any member resigns, where the existing members train the new committee member to have enough capacity to carry the work on.
Information and issues on climate change from the WUC?s will then be raised for contribution to the Commune Development Plan in the aim of creating long term sustainability of water uses in communities. WP also works with the CC?s to strengthen their institutions so they can run well long term with good governance.
By setting up networks within the community, the WUC?s will also have the long term support, partnership and expertise of the PDOWRAM, PDOAFF and the PMOECCD.
Self Help Groups will initially receive training at the beginning of the program on community selling and seed banks and then will operate with the support WP while the program is running, which will ensure they have the capacity to continue operating after the project. WP will introduce the SHG to other networks of NGO and institutions in the area, ensuring if further investment in the area is undertaken they will work in collaboration with these already established SHG?s.
