Developing an environmentally friendly slaughter house in Tuy Hòa City, Phu Yen Province
Tuy Hoa city, the capital city of Phu Yen province, is located near the provincial centre and highly influenced by the tropical monsoon zone. With an area of 107 km2, the city has a population of 150, 577 people. In agricultural production, animal husbandry occupies a relatively big proportion.
Most of the meat consumed in Tuy Hoa is currently provided by small-scaled slaughterhouses owned by individuals. However, only two slaughter houses are licensed to work. Numerous difficulties in quarantine and control of slaughtering practice cause serious environmental pollution. The amount of waste water discharged from cattle and poultry slaughtering practice is very big and it consists of waste water from the slaughtering process, animal dung and by-products such as fat, blood, furs or feathers, pieces of internals, etc. Also, cattle and poultry often carry with them many dangerous germs, such as hand and mouth disease, series of H1N1, H5N1 viruses, etc., which have caused serious epidemics, leading to severe economic losses and harms to people's health. Therefore, each slaughterhouse is a potential place for the outbreak of epidemics. Cleaning and washing liquid used in the slaughtering process mixed in the waste water is a possible cause of cancer. The private slaughterhouses are often small and they are inadequately equipped so the required food safety hygiene and safety in the slaughtering process is not ensured.
Therefore, the project is initiated with the general aim to organise and build a model slaughtering centre that can meet the required standards in veterinary hygiene and environment, and in waste treatment for slaughtering activities in order to help solving the problems of epidemics, food safety and environmental protections. The project?s specific objectives are: (i) to build a demonstrating model of a large-scale slaughtering centre that can meet the required standards in veterinary hygiene and environmental protection at Tuy Hoa slaughtering centre, (ii) to evaluate, draw learning lesson, to compile technical materials about the performance model of the project, and to make recommendations for policies in promoting environment management in slaughtering activities, supporting the slaughtering practice in large- scale centres, limiting and gradually abolishing small -scale slaughterhouses.

Emphasis on Sustainable Livelihoods
Tuy Hoa city located near the center of Phu Yen province. The city covers an area of 107 km2 and a population of 150.577 people.
In recent years, economic structure has shifted in the right direction, proportion of the economy's sectors in GDP (2009): Trade & services: 40.0%; industry and construction: 49.4%; agriculture: 10.6%; Average economic growth from 2006 to 2010: 21.82%; total investment development in the province in 2009 reached 1899 billion VND; The average GDP per capita reached 1193 USD.
In agriculture, livestock activity proportion is high, stable growth with the total number of pigs is 19 000 (up 5%); buffaloes and cows: 8,500 (up 2%), poultry: 150,000 (10%). The city has about 50 farms ( household concentrated livestock and family sized livestock), annually provides thousands of tons of meat for consumption demands of the people in the city and the neighborhoods.
