Developing a model in sustainable management of the bird area of Hai Luu, Song Lo District, Vinh Phuc Province
Hai Luu Ward is next to Bach Luu Ward at the Northwest, Quang Yen Ward at the Northeast, Nhan Dao and Dong Nhan Ward at the Southeast and Phu Tho Province at the West, across the Lo River. It has an area of 1023,38 hectares with a population of 6400, 19 villages. Hai Luu Bird Reserve has an area of 5 hectares, including the forests that cover both sides of the hill and is adjacent to the hollow field of Hai Luu Ward. It is right inside of Dua Le, the northwest of Hai Luu ward.
Since the formation of the bird reserve, it has been owned by private individuals, not by any governmental office. The planning was not taken into consideration, therefore, the bird reserve?s area is decreasing and natural resources protection is ineffective. Bird reserve management and protection received little attention; methods are spontaneous since their formation. The manager does not have knowledge about natural resources management, especially those about organisms and birds in particular. This type of management has caused unsustainable protection and exploitation at many bird reserves, resulting in loss of biodiversity, under-developed values of the bird reserves in terms of ecological education to tourists, students and local community. On the other hand, due to the lack of a solidified management model, household-owned bird reserves have difficulty accessing funding from the government, international organizations and the local community. Meanwhile, the budget for constructing, managing and protecting the bird reserve is too much for the financial capability of households. Also, the number and existence of birds in the reserve are affected by the long-term threat from the shrinking size of surrounding food areas like Dong Dua, Go Hoi, Bo Duong. The chemicals used in agriculture in surrounding fields make the marine animals that are food for birds die or contaminated, directly affecting the number of birds in the reserve.
The main goal of this project is to conserve and expand the reserve, build infrastructure for bird eco-tourism.

- On 07/11/2008, Vinh Phuc Province issue decision no. 4062/QD-UBND on the approved project site for conservation, renovation, upgrading and expanding eco-tourism in bird garden in Hai Luu commune.
Capacity - Building Component
- Training on "Biodiversity conservation and sustainable development of bird garden in Hai Luu" for 85 people (2 classes), including officials of social departments, social organizations (women union, youth union), residents of Dua Le village, the host family of bird garden, manager and teachers of primary and secondary schools in Hai Luu commune
- 02 study tours to the model of biodiversity conservation in Chi Lang Nam Stork Island - Thanh Mien - Hai Duong province for the garden host, management team?s staff, CPC officials of Hai Luu commune and Dua le village and school representatives.
- Strengthen the propaganda, education on an environmental protection in schools and communities: Organize 02 trainings for teachers and management board (100 times of people visit / 2 x 2 day class);
- Training on "Eco-tourism Development in Hai Luu" for 80 people, including officials of social departments, social organizations (women union, youth union) , residents of Dua Le village, the host family of bird garden, manager and teachers of primary and secondary schools in Hai Luu commune.
- Implement pilot teaching materials in primary and secondary schools in Hai luu commune. Each school tested 10 lessons integrated Environment protection education and organized extracurricular activities themed EP (flower garden)
