Gender Focus
An initial VRA was carried out in each of the four target villages during the development of this project proposal. As far as was possible a broad range of sub-groups were included in the VRA and each different sub group was given the opportunity to express their opinion of their current vulnerability to climate change. Approximately 20 to 40 people attended each of the 4 VRA sessions, the largest gathering being at Ban Kioukacham where four villages sit together and agreed upon the obstacles and solutions. There was a good gender balance at four villages. While young women were present at all the meetings, and particularly well represented at Ban Kioutaloun, young men were poorly represented at the 4 meetings.
Capacity - Building Component
The project proponent and its community based partners have not been involved in a project of this scale and diversity before. Their knowledge of potential adaptation strategies and the detail of proposed activities is somewhat limited.
A number of strategies are employed to overcome these constraints;
? The District Governors Office and Agriculture and Forestry will assist the project proponent with the financial and project management;
? A sum has been included in the budget for employing a consultant to assist the project Executive Committee with the management of the project should the need arise;
? The project will build networks with other Climate Change Adaption project and community fisheries and forestry projects in the province to exchange ideas on climate change strategies;
? A visit to a ?model farm? has been included as one of the initial activities to show the communities the opportunities and techniques of ecological agriculture and crop/livestock diversification;
The project proponents have not previously managed a project of this scale or budget. Consequently, an agreement has been made with the district Governor?s office to assist KCA in the management of the project. In addition, a sum has been reserved in the budget for employing a consultant, on a part time basis, to assist with the management of the project should the need arise.
The project implementing initially lead by Agriculture and Forestry Office, the Lao Front for National Construction in Xieng Gneun District as implementing support agency to Kioutaloun Community-based Authorities (KCA). KCA will represent active members/influential figures in the 4 target villages selected from local mass organizations including the Lao Front for National Construction (LFNC), the Lao Women Union (LWU), the Lao Youth Union (LYU) and village authorities along with partnering organizations including the Xieng Gneun District Governor?s office, the District Agriculture and Forestry Office and the District Planning Office.
