The project proponent, KCA is the community level operation. There is no available audit of district level finances. While a financial statement for the KCA could be provided it has no relevance in relation to the financial management of the project. A separate and independent bank account has been opened for the project funds and this will be managed independently. A Finance Committee who is responsible for the management funds in accordance to the proposed project budget. The members of this committee are drawn from the project proponent with a representative from each of the three target villages.

The project was initially formulated by a number of village elders from the 1 village and representatives of mass organisations who work in the community. These members of the community were concerned with the increasing vulnerability of the community to climate variability and the pressure this is placing on the natural environments in the vicinity of the village. Subsequent to the acceptance of the Project Concept Note by SGP/MAP-CBA for funding, the project proponents received a grant to formulate the full project proposal. A series of village meeting have been held to discuss the project with other three neighboring villages and to carry out the initial VRAs. A project management structure has been formulated encompassing prominent members from one of the four village communities and District government officials. The proposed project management structure draws together prominent member from each village and each co-operating organization at village and district level. Each village will be represented on the Project Executive Committee and on each of the three committees organizing the project activities, Fisheries Management, Sustainable Agriculture and Forestry Management. Participants on each of the training courses proposed will include participants from each of the three villages. It will be a condition of attending the training that the participants disseminate what they have learned to other members of their village. The project relies on the participation of all the villagers to cooperate with the formulation and implementation of both the fisheries and forestry management plan and with the preparation, planting and protection of the tree seedlings/saplings. While most of the sustainable agriculture activities will benefit those villagers that own land, the project Executive Committee and each of the village committees will ensure that villagers without land are included in training activities such as growing vegetable seeds in gardens, raising frogs etc and will have an opportunity to sell their labor to implement new activities or processing village products. Furthermore, those villagers without land will have an opportunity to benefit from the community revolving fund.

The project will be implemented directly by the community and will be implement at full scale rather than pilot scale from the outset. The project will commence with awareness raising of the importance of ecosystems to community livelihoods and the potential impact of climate change. It is also proposed to build networks with other projects addressing climate change adaption in the province thus disseminating positive outcomes from the project and learning from the successes of other projects. In addition, the project intends to include district staff in training courses attended by the community to ensure that knowledge of techniques and methodologies can be passed onto other communities in the district.

The project will give priority to capacity building of community leaders and awareness raising of the population as well as strengthening of management committees to ensure sustainable project interventions when the project is phased out

The success of the project depends on community participation in the development and implementation of environmental protection and climate adaptation strategies. A number of safeguards have been included in the development of the project to minimize this risk; ? The project proponents and implementing partners are imbedded in the community and thus have direct access to each of the village communities. ? The management structure of the project includes members from each village on the Executive Committee and on each of the Output committees ? Awareness raising has been included as an initial project activity to reinforce the need for the project and get people involved. Networks will be built with other similar projects to inspire participation in the project.
