Develop a community-based agricultural production model to effectively adapt to flooding in the low-lying areas of Ky Lo River, Xuan Quang 2 Commune, Dong Xuan District, Phu Yen Province
Xuan Quang 2 Commune of Dong Xuan District, Phu Yen Province is a commune to the northwest of Phu Yen Province. The commune is at 13o14? to 13o16? N and 108o43? to 109o12 W. Total natural area is 5082.9 hectares, in which agricultural land accounts for 4622 hectares. There are 1110 households with 4274 residents in the commune. Poor households account for 33.5% (at the end of 2009). Agriculture is the main economic activity and source of income of the community
Agricultural production in the commune is getting more risky due to the negative impacts of climate change like floods and droughts. Some villages are at Ky Lo Riverside, therefore have low and hollow terrain and are prone to floods during storms and heavy rains.... Also, important plants of the commune and district like sugar canes and corns are grown at the riverside. This makes agricultural production at the region unsustainable and seriously affects local people?s livelihood. Moreover, current cultivation methods at hilly area have exhausted the soil and bring about erosion. Unsustainable plant structures and the absence of suitable cultivation method lead to desertification and land degradation. The arising problem is the need of plants changing to adapt to droughts, suitable cultivation periods to avoid storms and floods, moving plants grown on both flooded normal land and hills with suitable and sustainable intensive farming techniques and structures
Given the aforementioned problems, the project generally aims at partly reducing the vulnerability and increase the adaptability to flooding of the agricultural production in case of more frequent and intense flooding due to climate change at the riverside of Ky Lo River, Xuan Quang 2 Commune, Dong Xuan District, Phu Yen Province.
The project?s approach is creating the adaptive capacity of the local community to reduce the negative impacts of climate change and increasing frequency of floods in riverside due to constant heavy rains, storms and flashfloods through (i)improving the community?s understanding and awareness of the importance and the capability to adapt to climate change, (ii) experimenting and demonstrating the cultivating methods on the basis of combining technological advances and community?s traditional experience to protect and sustainably use land and water, reduce negative impacts of storms, floods and droughts on agriculture production and farmers? livelihood.

Project Characteristics and Results
Capacity - Building Component
8-10 conferences, workshops were held to assess the results of the project and share the lessons learned.
8-10 training classes were held for the project's households, with the contents of he impact of climate change & measures for the farming techniques of the project model.
A community contest to learn about climate change issues was organized to raise understanding and awareness of climate change issues.
A field trip for learning experience to adapt to climate change in agricultural production was organized for 30-35 people.
Emphasis on Sustainable Livelihoods
? Agricultural production is the main economic activities of Quang Xuan 2, Dong Xuan district and the people's main income source.
? Ethnic minority Cham H'roi takes up 7% of the population (the rest are Kinh).
? Xuan Quang is a poor mountainous areas, the percentage of poor households is 33.5% (2009), people's living condition is low.
? The total natural area of the commune is 5082.9 ha, of which: Agricultural land: 4622.0 ha, comprising land for planting annual crops: 1820.2 ha, Paddy land: 133.7 ha, grass land used in breeding: 12.0 ha, other annual crop land: 1579.1 ha, land for perennial crops: 95.4 ha.
? The total cultivated area in the commune of Xuan Quang 2 is 690 ha. Of which:
? winter-spring rice area: 86ha, average yield 60-70 tons / ha.
? Maize Area: 25 ha, average yield from 5.5 to 6.0 t / ha (including maize model Dong Ha-Soi Sung over 8ha, yield 10.0 t / ha).
? Groundnut Area: 10 ha, average yield of 0.8 tons / ha, yield is very low because of using local varieties and cultivation techniques have not advanced.
? Cassava Area: 247 ha, average yield of 19.5 tons / ha.
? Sugarcane Area: 322 ha, yield 60-70 tons / ha.
? Cows are 1310 children, crossbred cattle accounted for 80% rate.
? Income per capita of Quang Xuan 2 is approximately 2,800,000 VND / person / year.
