Biodiversity Conservation and Watershed Management for Community Sustainable Potable Water Supply Project
Biodiversity Conservation and Watershed Management for Community Sustainable Potable Water Supply Project
Project Description:
A Certificate of Ancestral Domain (CADC) R-IVB-027 was awarded to TICKA on 28 February 1996 by the Department of Environment and Natural Resources (DENR). Due to limited financial capability of the organization, various conservation activities were not implemented as planned. Hence, TIKCA cannot properly initiate appropriate protection and management conservation regime for the domain. The Water refilling project is a direct offshoot of effectively managing the watershed. Thus thru SGP funding, the PO will be able to implement activities for biodiversity conservation; strengthening watershed management and maximizing ecological services for profit by establishing a water refilling project; and packaging low-impact ecotourism activities such as bird watching, forest cruise and ecological camping.

Biodiversity characteristics/ value:
Approximately 1,860 hectares of CADC is a watershed including Mount Bloomfield and Bentuan Peak. These are the headwaters of two river systems within the watershed that supply water to agricultural areas of the whole Barangay and to the Underground River ending to the South China Sea. The CADC watershed is a large area which is not only referring to the river ecosystem itself but include forests, mountains, wildlife (flora and fauna) present in the area including man. This is also very significant to the Underground River because it is the life of the UR.

The ancestral domain and the PPSRNP are the habitat of the following endemic endangered, threatened or becoming extinct ave-fauna and mammals: Northern Palawan Tree Srew, Palawan Stink Badger, Clawless otter, Philippine Cockatoo, Chinese Egret, Palawan Peacock Pheasant, Grey Imperial Pegion, Palawan Hornbill, Palawan horned frog, Palawan Talking Mynah, Blue-naped parrot.

Proponent Qualification:
TIKCA was organized and awarded a Certificate of Ancestral Domain (CADC) no. R-IVB-027 on February 28, 1996 by the Department of Environment and Natural Resources (DENR) with an area of 5,091.00 hectares of terrestrial area, portion of which is within the Puerto Princesa Subterranean River National Park (PPSRNP). The organization is entrusted by the Indigenous Cultural Community (ICC) of CADC R-IVB-027 in the implementation of the 5-year Resource Use Plan (RUP) and its ADDPP. TIKCA also represents the Community in issues concerning community participation. It is also the PO partner of Tagbalay Foundation in the implementation of PHI/COMPACT OP3/07/02 ? Localization of Natural Resources Management through the acquisition of CADT which is now in its terminal stage.

General Objective:
Promotion of sustainable resource utilization, livelihood and income opportunities while conserving biodiversity, soil and water resources through community-based watershed management approach.

Specific Objective:
1. Establish a community based sustainable management of the watershed and biodiversity conservation;
2. Stronger community participation thru enhanced IEC, advocacy, and capability building
3. Provide sustainable livelihood and income opportunities for local community through various sustainable resource use activities;
4. Empower TIKCA members with technical know-how through the conduct of IEC, hands-on trainings, lectures, consultation meetings and workshop on sustainable watershed management, soil and biodiversity conservation;
5. Establish appropriate infrastructures and support facilities to improve crop productivity and farm income
6. Eco-tourism development and visitors' management within CADC-027
7. Stronger Community participation thru enhanced advocacy and capability building

Expected Outputs:
1.Contribute to poverty alleviation & improved living condition of TIKCA and the ICC
>Viable and sustainable livelihood opportunities created and operationalized
>increased incoe of members

2. Contribute to rehabilitation of degraded hilly lands and improved condition of affected ecosystem
>Degraded areas identified and mapped
>Permanent nursery and subsidiary nurseries in affected areas
>rehabilitation within the affected areas
>adoption of SLM technologies

3 Sustainable resource utilization in effect
>Policies for sustainable resource utilization formulated
>Enhanced physic-chemical and biological properties of specific affected lowland areas
>Improved cropping intensity by 50%
>Improved productivity of upland soils and
>Increased adoption of sustainable land management (SLM) technologies

4. Synergy with OGAs, institutions & other stakeholders
>Strengthened coordination (linkages and networking) for effective management.

>IEC campaigns conducted

6. Project management, monitoring and evaluation in effect
>Project management and monitoring Committee created and operationalized. Regular monitoring activities conducted within the CADC area

7. Conserve and protect habitat of wildlife species within the Mount Bloomfield
>Bantay CADC capacitated and operationalized; Indigenous agro-forestry species planted and maintained (Rambutan, palau, rattan and anibong ipil, apitong, etc)

8. Water supply sustained within the ICC including the whole community of Barangay Cabayugan
>Community watershed management policies implemented; Potable drinking water supplied through water bottling business

9. Eco-tourism projects operationalized
>Potential eco-tourism area identified. Sabang waterfalls developed for tourism
