Promotion of sustainable management and conservation of community fisheries areas to ensure local food security, wellbeing, and reduction of vulnerability to climate change project
The project on promotion of sustainable management and conservation of community fisheries areas to ensure local food security, wellbeing, and reduction of vulnerability to climate change was developed following Vulnerability Reduction Assessments conducted in 5 communities within 7 communes between 06 and 22 April 2011, and the following needs were identified:
- Awareness and education on climate change;
- Rehabilitation of Kai Ta canal and repair of the damaged dike;
- Strengthening of the water user community committee and fisheries community committees;
- Better agriculture technique for rice growing, vegetable and animal production and knowledge on production of bio-pesticide;
- Repair of the damaged dike at Oh Kra Nhak reservoir for dry season rice irrigation and planting of trees on the dike to protect it from erosion;
- Development of saving groups to help generate revenue for adaptation to climate change in target 17 villages, 7 communes, in 3 districts and covering five community fisheries, i.e., Boeng Rumpe, Boeung Banti, Boeung Tuk, Boeung Kouy, Boeung Char, Boeung Pram and Boeung Kra Nhak. These community fisheries consist of 1,188 members in total and of them 753 are women. There are 51 committee members, 9 women, who engage actively in leading the communities, patrol, protection of the lakes, and raising awareness on the significance of fisheries resources. The community committees had received support for capacity improvement through projects by PIU and COWS on project management, but more capacity is needed particularly on planning for boeung (lake) conservation, livelihood improvement, and adaptation to climate change.
The communities do not have the necessary capacity to develop a proposal thus requested Khmer Support Organisation to help facilitate the submission of the application to access support from CBA. The project proposal aims to enhance resources, strengthen capacity to adapt to climate change, promote sustainable fisheries resource management and improve local livelihood. The objectives of the project are as follows:
- By the end of the project, members and committees of the 5 Community Fisheries develop their capacity to manage and utilise 395.62 ha community area and protect existing 117 ha flooded forest on a sustainable manner;
- Livelihood of the vulnerable people is improved so that they are able to adapt to climate change and reduce their vulnerability through enhanced agriculture production via repair existing reservoirs and canals between 2011 and 2012 in Prasat commune, Santuk district, and repair of a dike at Mean Rit commune, Sandann district; and
- By the end of June 2012, 255 women increase their income by USD 76,500.00 a year through saving groups, reduce their fishing pressure in the natural lakes and reduce cutting down flooded forests in the communities, and are able to prepare for risks of climate change.
1.2 Goal
To enhance resources and community?s capacity to adapt to climate change, promote sustainable fisheries resources management and conservation, and improvement of local livelihood.

Specific objectives:
Objective 1: by the end of the project, members and committees of the 5 community fisheries develop their capacity to manage and utilise 395.62 ha community area and protect existing 117 ha flooded forest on a sustainable manner;
Objective 2: livelihood of the vulnerable people is improved so that they are able to adapt to climate change and reduce their vulnerability through enhanced agriculture production via repair existing reservoirs and canals between 2011 and 2012 in Prasat commune, Santuk district, and repair of a dike at Mean Rit commune, Sandann district; and

Objective 3: by the end of June 2012, 255 women increase their income by USD 76,500.00 a year through saving groups, reduce their fishing pressure in the natural lakes and reduce cutting down flooded forests in the communities, and are able to prepare for risks of climate change.

1.3 Project outcome
Outcome 1.1 (Objective 1): management plan developed, and formally adopted by committees and members of 3 Community Fisheries (Boeng Rumpe, Boeung Ban Ti, and Boeng Tuk-Boeung Kuy) in 10 villages, 4 communes, in Santuk district;
Outcome 1.2 (Objective 1): five Community Fisheries Committees gained adequate project management skills including those on report writing, financial management and CDP/ CIP and ability to solve problems in the communities effectively;
Outcome 2.1 (Objective 2): 1,020 people from 17 villages (60 people from each village) participate in initiatives to adapt to climate change;
Outcome 2.2 (Objective 2): 2,229 households improve their food production through repair of 2 dikes, 3,020 m long, and rehabilitate 1 damaged canal, 2,500 m long, running across 2 communes; and
Outcome 3.1 (Objective 3): 255 households gained knowledge and access to improved agricultural techniques for household agricultural production to improve their income and enhance their food security.

1.4 Expected outputs and main activities
Output 1.1.1 (Outcome 1.1, Objective 1): A three year community management plans (2012 ? 2014) is developed and adopted, each for 3 community fisheries.

Activities:
- Coordinate with the fisheries administration to facilitate the review and development of new management plans;
- Convene meetings of the communities fisheries committees and local authorities to review existing management plans and draft a new ones; and
- Conduct meetings to adopt the management plan.

Output 1.1.2 (Outcome 1.1, Objective 1): 1,188 community members from 10 villages gained an understanding of the 3 year community management plan and participate in the protection of flooded forest and lake;

Activities:
- Liaise with local authority to mobilise local people to participate in training and awareness raising events;
- Coordinate with the fisheries administration to organize training and awareness raising; and
- Deliver training and awareness raising activities;

Output 1.2.1 (Outcome 1.2, Objective 1): 51 community fisheries committee members, and 9 village and commune chiefs received training on project management, report writing, financial management and mainstreaming project activities in CDP/ CIP.

Activities:
- Deliver training for the community committee members on project management, report writing, financial management (community income and expenses), and mainstreaming project activities into the CDP (5 year Commune Development Plan), ICP (Annual Commune Investment Plan); and
- Monitor the implementation by community committee through the review of monthly report and financial report.

Output 1.2.2 (Outcome 1.2, Objective 1): Regular meeting is convened in the fourth week every month between local authorities and community committees to address issues facing the communities;

Activities:
- Monthly meetings between community fisheries committee, village disaster management committee, water user committee, and village gender focal point person;
- Monthly meetings between commune authority, relevant sectoral departments, and community committees; and
- Planning for field visits and assessment of progress semi-annually with the participation of relevant stakeholders and local authorities.

Output 2.1.1 (Outcome 2.1, Objective 2): 1,020 people from 17 villages (60 per each village, 40% women) gain knowledge on climate change impacts and adaptation;

Activities:
- Liaise with local authorities to mobilise participation of local people in the training and awareness raising; and
- Conduct training and awareness raising events.

Output 2.2.1 (Outcome 2.2, Objective 2): a 3000 m long stretch of a damaged dike Oh Kra Nhak is rehabilitated and used for dry season rice farming benefiting 402 households; and another 20 m long stretch of dike and a canal of 2,500 m in length at Kai Ta rehabilitated and used for wet season irrigation benefiting 1,827 households.

Activities:
- Coordinate with Department of Water Resource and Meteorology to get permission for repairing the canals;
- Convene meetings with local authorities and Department of Water Resources and Meteorology to discuss procurement procedure;
- Undertake procurement process (to be facilitated by local authority);
- Repair 14 damaged parts along the dike, 3,000 m long, 4m bottom width, 1m height at Oh Kra Nhak;
- Repair damaged dike at Kai Ta, 20 m long, 7 m bottom width, 3 m top width, and 1.5 m height;
- Repair the damaged canal, 2,500 m long, 2.5 m top width, 1.5 m bottom width, and 0.5 m depth; and
- Monitoring and assessment of the repair work by local authorities and Department of Water Resources and Meteorology

Output 2.2.2 (Outcome 2.2, Objective 2): two water user committees, 14 members (out of whom 4 are women. A committee consists of 7 members) organised and have the capacity to lead the management of water and the reservoir.

Activities:
- Develop criteria and by-laws for selection of water user committee members with commune authority and Department of Water Resources and Meteorology; and
- Organize an election to select water management committee and secure recognition by the Department of Water Resources and Meteorology.

Output 3.1.1 (Outcome 3.1, Objective 3): 17 saving groups with 255 members developed with management teams of 3 people established.

Activities:
- Raise awareness on the concept of saving groups; and
- Establish saving groups with the participation of local authorities.

Output 3.1.2 (Outcome 3.1, Objective 3): 51 saving groups committee members and 9 Community Fisheries committee members have adequate capacity to register members.

Activities:
- Coordinate with the group management to mobilise members for training;
- Conduct training on registering saving group members; and
- Conduct regular monitoring through monthly review of the record and transaction report.

Output 3.1.3 (Outcome 3.1, Objective 3): 255 group members gained knowledge and skills on integrated agriculture practices (vegetable-chicken-pig and rice farming) to improve livelihood.

Activities:
- Coordinate with the groups to mobilise participants for the training;
- Liaise with Department of Agriculture to secure trainers;
- Conduct trainings on integrated agriculture (vegetable-chicken-pig and rice farming); and
- Conduct monitoring and evaluation on a regular basis.

Output 3.1.4 (Outcome 3.1, Objective 3): The groups received additional fund to expand their livelihood activities and reduce their dependency to take out loans from money lender;

Activities:
- Review activities of the saving groups to assess strengths and weaknesses;
- Provide selected well-functioning groups with USD300 additional funding from UNDP-CBA to each group and monitor the use of the fund.

Output 3.1.5 (Outcome 3.1, Objective 3): Report on VRA findings for comparison with baseline and to improve future actions.

Activities:
- Conduct VRA;
- Coordinate with village focal point person and village head to mobilise villagers in the community to discuss climate change issues;
- Introduce and share preliminary data related to climate change to 5 communities from 7 communes with the analysis of VRA;
- Meet with relevant stakeholders including Department of Water Resources and Meteorology, Rural Development, and Environment, to collect information and clarify climate change issues;
- Categorise key issues and analyse the data using H-Form as required under the project;
- Organise meeting to reflect the findings from VRA and draft proposal to beneficiaries and communicate with line departments, commune councillors and village authorities;
- Collect all relevant secondary data to compare with primary data received from villages for consolidation;
- Coordinate with technical staff from Department of Water Resources and Meteorology to rehabilitate the canals for irrigation after sluice gates are installed at the target communes; and
- Coordinate with commune and district councils and other partners to seek support for the project.
