Improvement of local community livelihood at Sambuor and Thlork communes through adaptation to CC related irregular rainfall pattern project
CC has brought about increased heat wave and flood facing local communities (MoE?s Video Clip, 2006) and VRA conducted on 21 September 2011 on 5 communities of Rovieng and Tnot Chum, Sambuor commune, and Chen, Prey Veng and Kraing Dai villages with 58 participants, including 26 farmers with rice damaged from drought, irregular rainfall. The major constraints identified in VRA include irregular rainfall, lack of appropriate rice varieties resistant to current climate, lack of appropriate farming technologies, and lack of water for domestic use and for livestock in the drought period. To respond to the above need and issues, the community proposed to rehabilitate 3 canals at 6,000m with capacity to irrigate 475 ha rice, building of distribution channels, and installation of 4 culverts, planting 25,000 trees, provision of training on short term and climate resistant rice production techniques for farmers participating in the project. It is expected that the project will benefit about 5,944 local people, 3,432 female, from 1,077 households. According to the ID poor database (Takeo DoP, 2010), just 5 villages in the two communes, the poorest consist 353 households equivalent to 21.25% out of 1,077 households in total with 73.25% living above poverty line. The proposed dike rehabilitation will enable local farmers 1,077 households to expand their planting index to 2 or 3 time a year and the household income will improve and thus capacity to adapt to CC enhanced.
1.2 Project goal
To enhance rice production and improve quality of their products in the face of climate related irregular rainfall pattern.
1.3 Project outcome
Outcome 1.1: Sufficient water is provided for improvement of rice production;
Outcome 1.2 A rice bank with 1,500 kg capacity established.
1.4 Expected output
Output 1.1.1 (Outcome 1): Three canals, 3,000m long, 2 m deep, top width 6m, and bottom with 2m, in Thlonk village rehabilitated;
Output 1.1.2 (Outcome 1): Two water user management committees established;
Output 1.1.3 (Outcome 1): The dike planted with 25,000 acacia, including 10,000 in Sambuor, and 13,000 in Thlork, and 20 seedlings of fruit trees distributed to each of 100 households in the two communes;
Output 1.2.1 (Outcome 2): Training on improved planting techniques received by 100 participants; and
Output 1.2.2 (Outcome 2): A rice bank established to provide access to rice seed for farmers.

Activities
- Convening meeting with beneficiaries and relevant stakeholders to announce the project plan;
- Working with commune procurement committee to select qualified contractor for rehabilitating the canal;
- Organizing signing agreement with wining contractor;
- Implementation of canal rehabilitation; and
- Monitoring and Evaluation of the rehabilitation process.
Output 1.1.2 (Outcome 1)
Activities
- Meeting with 10 participants including beneficiaries, local authority and relevant sectoral departments to establish water user community, and development of criteria for selection of management committee members, and election of committee members;
- Development of by-law for the WUC and it dissemination;
- Provision of training for the WUC committees and rice bank committees on water management and rice bank management;
- Development of water allocation plan for community members; and
- Provision of training for WUC committee on reservoir maintenance/conservation project.
Output 1.1.3 (Outcome 1)
Activities
- Requesting for quotation on price for saplings;
- Purchase of tree saplings;
- Distribution of samplings to households and planting them on the dike; and
- Monitoring survival rate and their replenishment.
Output 1.2.1 (Outcome 2)
Activities
- Selection of 20 volunteers;
- Provision of 2 days training;
- Provision of rice credit; and
- Monitoring of rice growth.

- Establishment of villager rice bank;

- Provision of training to rice bank management committee; and
- Provision of capital for buying rice seed.
