Management of water utilization and integrated farming in Kampong Thom province project.
Kampong Thom had been, until 1985, recognized to have endowed with rich natural resources, particularly forest resources. However, much of the resource has been loss or severely degraded between 1985 and 2011. Along with this CC has brings about drought, flooding and wind storm. As a result many small water holes such as ponds, wells, canal, and other small bodies of water drying out, cutting of access by livestock, and with the soil being infertile, people living in poverty, and vulnerable, particularly women, children and elders.
The project is formulated with the participation of community members, local authority, engaging in an VRA, on 4-5 October 2011, to identify issues and priority needs in addressing CC, with 46 participants, 16 women, 6 officials from local authority, and 2 commune councilors. VRA findings show lack of knowledge, lack of access to improved agricultural technologies and particularly the lack of knowledge and capacity to prevent and cope with CC as a major constraint in the community.
To respond to the issues identified under the VRA, the project seeks to find outputs as follows:
Output 1.1: A project review and water management committee established in early 2012;
Output 1.2: A canal management committee established to maintain long term use of canal;
Output 2.1: Knowledge built with 30 model farmers on integrated farming and ability to replicate with other farmers; and
Output 2.2: Monitoring and evaluation.
1.2 Project goal
To improve livelihood of local people in 3 target village through development of integrated farming and knowledge and practice on adaptation to CC.
1.3 Project outcomes
Outcome 1: A canal 3,053 m restored to ensure sufficient supply of water for irrigation of 2,670 ha; and
Outcome 2: Improvement of livelihood of 30 model farmers in 3 villages through application of integrated farming;
1.4 Expected output
Output 1.1 (Outcome 1): A canal 3,053 m in length rehabilitated with capacity to irrigate 2,670 ha and directly benefited by 3,640 villagers, 1,8798 women, from 730 households, plus 646 people, 389 women, from 116 households benefit indirectly from the canal;
Output 1.2 (Outcome 1): A canal management committee established to ensure maintenance for long term use of the canal;
Output 2.1 (Outcome 2): Training provided for 30 model farmers from 30 households on climate resistant rice and other crops farming; and
Output 2.2 (Outcome 2): Monitoring and evaluation.

Output 1.1 (Outcome 1)
Activities
- eeting with 100 participants, 60 women, to disseminate information on the project implementation and rehabilitation of the canal;
- eeting with 11 commune procurement committee members, 3 women, to plan for selection of qualified contractor;
- rganize, with 5 commune councilors, 1 officer from DoWRAM, 1 provincial official, and 1 district official, bidding and offering contract;
- ehabilitation of the canal by the contractor; and
- onitoring and evaluation in collaboration with 5 commune procurement committee members and 1 official from DoWRAM.
Output 1.2 (Outcome)
Activities
- eeting with 11 members to establish criteria in collaboration with DoWRAM for selection of members of canal management committee;
- eeting to select committee members participated by 30 members, 5 women, including local authority, DoWRAM, and beneficiaries; and
- rovision of training for the 10 selected canal management committee, 3 women.
Output 2.1 (Outcome 2)
Activities
- efining criteria, in collaboration with local authority and DoA, for selection of 10 volunteers, 3 women, to implement integrated agriculture development;
- eeting for 2 days in 3 villages to select 30 volunteers, 15 women, to implement integrated agriculture development;
- rovision of 2 training for 2 days for 30 participants, 15 women, on integrated rice and other crops farming;
- rovision of 3 days training with 30 model farmers, 15 women, though demonstration of improved agriculture;
- evelopment of guide on continuing use of seeds; and
- rovision of rice and other crops seeds.

Activities
- onduct monthly monitoring;
- onduct VRA at the end of the project;
- rganize a workshop to make a reflection of lessons from 1 year project implementation with 50 participants, 20 women; and
- ubmit reports and participate in training.
