Mainstreaming Climate Change Adaptation?s Strategy into Community Livelihood and Development (MCCASIC-LiD) is a project developed in a participatory manner by community people and relevant local government agencies with the purpose of assisting the target communes of CTO to adapt and contribute to reducing their climate change vulnerability. From the VRA exercise, in order to enable community people to adapt to climate change, four important factors must be considered and included in the project:
(1)-Awareness Raining on Climate Change and Adaptation
(2)-Adaptive agriculture practices
(3)-Management of adaptation-enabling natural resources
(4)-Reduction of vulnerability and rehabilitation of infrastructures
Based on the agreed findings and analysis conducted with villagers, Commune Council and local government agencies, the project will provide awareness raising on climate change causes, impact and adaptation to villagers including commune councillors . Understanding that community should have relevant, effective and capable local institutions to coordinate collective actions, provide information on climate change to villagers, the project will train commune committee for disaster risk management, Farmer Water User Committee (FWUC), community fishery committee and community based cow bank committee to deal with a number of issues which will help them to adapt to climate change.

The project will assist villagers financially and technically in order for them to be able to practice adaptive agriculture by introducing water effective irrigation system (drip-system) which are ideal for women and disable people for vegetable gardening, rehabilitating a 2000m canal to increase rice yield by enabling 225 farmer to do two time a year of rice farming and improving rice yield from 1100 kgs to 2500kgs per hectare. The VRA found that natural resources are second most important sources of livelihood for villagers; therefore, the project will assist villagers and commune councilors to manage natural resources that enable to adapt to climate change. This project will assist the communities to manage water resource and fishery resources. The project will work cooperatively and actively with key stakeholders such as Council Councillors, commune committee for disaster management (CCDM), provincial department of water resources (PDOWRAM), Provincial Department of Environment (DOE), Provincial Department of Women?s Affair (PDOWA) and Provincial Department of Agriculture, Forestry and Fishery (PDOAFF), Provincial Committee for Disasters Management (PCDM) and University of Build Bright (BBU). The main goal of the project is to ensure that the communities have sustainable and effective capacity to adapt to climate change and to reduce vulnerability dramatically caused by climate change.

1.2 Objectives

The project goal is ?increased adaptive capacity and reducing vulnerability of 14225 people (including 8014 women and 125 disable people in the target communities) from climate change impacts by piloting Community Based Adaptation initiatives to improve their livelihood and mainstreaming climate change adaptation priorities into Commune Development Plan?.

Specific objectives are as follows:
Objective 1 : Awareness Raising
At the end of the project, at least 14,225 people including 125 disable people and 24 Commune Council members from 14 villages in 2 communes will be aware of climate change and its impact through education and awareness campaigns about cause and impact of climate change and adaptation.

Objective 2: Institutions Development and Capacity Building
At the end of the project 5 community based committees, Commune committee for disaster management (CCDM), FWUC (FWUC), Community fish hatchery station, community fishery committee and a cow bank committee will be established, reorganized and well function.

Objective 3: Adaptive Agriculture (diversification) and Natural Resources Management
At the end of the project, vulnerability to livelihood and socio-economic impacts caused by climate change will be reduced by increasing water access for 225 families (Canal construction), rice yield improvement (2 times a year for 225 families), aquaculture productions (for 50 families), vegetable gardening (125 women headed households and disable people), and increasing natural fish stock by community fishery for 2331 families.

Objective 4: Lesson Learnt Documentation and Sharing
At the end of the project, the two targeted communes have mainstreamed climate change adaptation priorities into Commune Development Plans and Commune Investment plans, lesson learn and good practices from project implementation will be documented and share with wilder stakeholders.

1.3 Outcomes

Outcome 1.1:the target families will be prepared and apply Community Based adaptive initiatives effectively to reduce vulnerability to climate change

Outcome 2.1: all Organized Committees (5 community based committees, Commune committee for disaster management (CCDM), FWUC (FWUC), Community fish hatchery station, community fishery committee and a cow bank committee) are able to provide better services to the target community members.

Outcome3.1: the most vulnerable people will have better adaptive capacity to climate change by increasing agricultural yield from multiple farming through practicing adaptive farming techniques.

Outcome 3.2: Villagers will be able to access water for farming year round and community will be better protected from mini scale flood.

Outcome 4.1: strength, weakness, lessons learnt and recommendation for improvements for the project will be analysed, documented, published and shared among stakeholders and public

Outcome 4.2: At least # 162 women get direct benefit from the project (21 of women become leader or committee members and 141 women applied Climate Change resilience techniques)

1.4 Outputs and Activities

Outputs 1.1.1: 3633 families in the two target communes will have better access to Climatic information to prepare for and cope with natural disaster and climate change events.

Activities
? Based on VRA result, support CCDM to conduct outreach education , raising awareness on climate change and its impact affecting their livelihoods and brainstorm how they can adapt to and mitigate climate change ( 4 times x 2 communes)
? Develop, print and install educational poster on climate change impact, adaptation and villagers? mitigation due to climate change impacts ( 8 bill boards x 2 communes + 200 posters + 10 long flyers ) , Billboards will be installed at most viewable public areas and poster will be posted at key social locations so that they are visible and learnable for villagers
? Support university students (Volunteers) to conduct additional refresher education campaign to villagers on climate change (10 students x 14 villages)
? Work with department of water resources and meteorology and FM Radio of Siem Reap 95.50 FM to broadcast weather forecast and climate information to target communes and in Siem Reap at large and villagers educated on climate change impacts and adaptation ( 30 minutes a day x 80 days)

Outputs 2.1.1: two Commune Committee for Disaster Management (CCDM) are organized and well function,

Activities
? Conduct consultation and orientation sessions with villagers and most vulnerable group on CCDM in 2 communes- Selection criteria should be presented for this consultation meeting
? Support community to organize CCDM and elected CCDM members ( 2 times / one time per commune)
? Support CCDM committees to develop Rules and Regulations for CCDM ? ( 7 days)
? Support CCDM to work with most vulnerable group of climate change to integrate their adaptation plan into commune plan ( 14 villages )
? Support to CCDM members to be able to communicate and coordinate with villagers

Output 2.1.2: CCDM members (12 persons / 5 women ) get trainings on Disaster Risk Management and planning,

Activities
? Develop training subjects, tools and manual for training to CCDM ( 1 session x 1 day) by cooperatively work with provincial committee for disaster risk management (PCDM), department of water resources, department of environment, department of women?s affair
? Provide capacity building to commune committee for disaster risk management (CCDM) ( 2 trainings x 2 days) by cooperating with provincial committee for disaster risk management (PCDM), department of water resources, department of environment, department of women?s affair , university of Build Bright in Siem Reap
? Support CCDM members and Commune Councils to discuss / debate on integrating climate change adaptation plan into commune development plan (4 times)

Output 2.1.3: Two commune disaster risk management plan were recognized by District Disaster Risk Management Committee and received its support from CCDM to get approval (DEKA) from commune councils ( 2 days x 2 communes),

Activities
? Work with CCDM to prepare disaster risk management plan, send to district disaster risk management committee for approval , * this is important for future resources flow from district fund or Cambodian Red Cross ( 3 days x 2 communes)
? Coordinate and support meeting / discussion between CCDM and DCDM and PCDM to discuss frame works of cooperation and work flow ( 2 times x 2 days )
? Support PCDM/DCDM/CCDM to conduct ongoing support to CCDM, monitoring and evaluation ( 4 times ) of awareness, adaptation, and mitigation level and practice by villagers
? Support discussion sessions between CCDM and Commune Ccouncil on climate change adaptation and mitigation priority actions and integration into commune development plan (CDP)

Output 2.1.4: Villagers, CCDM and Commune Council members discuss and agree on priorities on climate change adaptation activities. Adaptation activity is officially integrated into commune development plan,

Activities
? Provide capacity building to 12 commune council Members ( 2 trainings x 2 days) in cooperation with provincial committee for disaster risk management (PCDM), department of water resources, department of environment, department of women?s affair, and build bright university in Siem Reap
? Conduct follow up support to CC on climate change adaptation and mitigation planning and integration into commune development plan ( 4 times x 2 communes) , in which PCDM/DCDM/CCDM participate
? Support discussion sessions between CCDM and CC on climate change adaptation and mitigation priority actions and integration of actions into commune development plan. ( 3 times x 2 communes)
? Participatory verification to make sure that women and disable people are included and benefit from commune climate change adaptation plan ( 2 times)

Output 2.1.5: FWUC have capacity and ability to implement and manage water resource effectively and equitably among all farmer members,

Activities
? Provide training and support to existing farmers water user committee members (11 persons) to implement their roles in maintaining, repairing and distribute water to farmers to assure sustainability (16 times), accounting, developing management plan and irrigation schedule of water distribution, and canal maintenance plan
? Organize village meeting to disseminate rules and regulation of FWUG and discuss the cost of water use for rice irrigation (water price collection, and irrigation schedule)

Output 2.1.6: Community Fisheries Ta Neav Lake (400ha) will be established and managed by the community and 2331 families (a population of 7900 people including 4112 women) can catch more fishes to improve their livelihood,

Activities
? Conduct consultations with 6 villages in Preah Dak commune on community fishery site and seek their participation and support ( 7 times = one village one time + commune level one time)
? Define community fishery site and demarcation in a participatory way with Commune Council, fishery authority of Siem Reap ( 1 times = 2 days)
? Prepare and register members of community fishery in all 6 villages of Preah Dak commune ( 7 times = one village one time + commune level one time)
? Conduct election to select community fishery site committee members and chairman , at least 7 women stand for the election and 3 are elected ( 1 time)
? Coordinate and assist the communities to submit the request to fishery administration for approval on establishment of community fishery (3 times = at commune level / at district level and at provincial level)
? Coordinate and assist the committee to develop community fishery management plan with support from fishery authority of Siem Rep ( 1 time = 3 days)
? Support the committee to implement the plan on community fishery management ( 12 times)

Output 2.1.7: Community fishery committee will have capacity to manage Ta Neav community fishery site effectively

Activities
? Conduct Study tour to existing Trav Kod community fishery in Ballang commune (1 time) for CFi Committee
? Provide training to the committee on by-law/regulation/ and implementation of guideline and job description for the committee ( 3 trainings x 2 days)

Output 2.1.8: A villagers initiated cow bank is established and recognized by commune councils and department of agriculture. The cow bank will be provided with 10 starting up cows to bank members in Ballangk commune.

Activities
? Develop criteria for participation among villagers ( female headed households, disable people, poor families that has no cow or no money or wealth to buy good cows) and with village chiefs and commune council members ( 1 time = 1 day) )
? Coordinate among selected and qualified participants of the cow bank to select Cow bank management committee and chairman , village veterinarian recognized by department of agriculture will be included into the committee, village chiefs and commune council will attend ( 1 times)
? Develop a cow bank operation manual, regulation and conditions, make it informative to all members. Village chiefs and commune council will attend ( 7 days )

Output 2.1.9: The community based cow bank committee will have capacity on cow bank management and livestock management

Activities
? Provide training on cow bank management, live stock management & development, Gender leadership to 5 cow bank committee members ( 3 female) , (1 course = 3 days)
? Provide education on animal housing to all members
? Facilitate to purchase start up cows for the banks, villagers are encourage to participate in the purchasing ( 1 time)
? Support existing village animal health agent (veterinarian) to provide animal veterinary service to cow bank and its members ( 25 families) as first priority and to other villagers ( 4 days a month x 24 months) = 96 days
? Conduct monitoring and evaluation to cow bank operation and management participated by veterinary officer from department of agriculture (3 time a month x 16 months)

Output 2.1.10: One community based fish hatchery station will be constructed, equipped and capacitated to supply fingerling to 3633 households in the two communes

Activities
? Coordinate a meeting with CC and disable solders representative on land allocation for the hatchery station , official letter of land allocation from CC of Ballangk and disable solder center are obtained
? Work with fishery authority to plan and design the facility (3 days)
? Construct fish hatchery station and its facilities (90 days for the construction) by following procurement procedure of commune council through open bidding
? Monitoring and evaluation of the construction ( 3 times = 30% / 70% / 100%)
? Coordinate training to local key farmers on fish hatchery techniques ( 1 training = 7 days )
? Facilitate to establish management committee for the fish hatchery station ( 5 committee members / 3 women) ( 1 time)
? Work with the committee to develop by-law, regulation
? Support the fish hatchery implementation ( 12 times)


Output 2.1.11: 46 local committee members ( 12 from CCDM / 11 from FWUC/ 12 from Fihery Committtee / 6 from cow bank / 5 from Community Hatchery committee member) will be able to implement their roles actively with financial resources generated from Saving Group

Activities
? Conduct meeting with all local committee member about incentive and benefit from saving group formation, obtain an agreement to form Saving Group
? Select Savig Group Management Committee Members and develop by-law, and regulations ( 5 members )
? Provide Trainings to Saving Group committee on Loan management, interest management and book keeping
? Provide a start-up fund to Saving Group ( 43.47 USD x 46 persons ) = 2000 USD in a ceremony with participation from commune council / village chiefs and Saving Group Members


Output 3.1.1: At least 125 families of the most vulnerable people (disable people and poor families) including 80 women headed households have better access to climatic information and adaptive farming techniques (home gardening & cash crops) to improve their livelihood.

Activities
? Provide technical trainings and resources ( drip irrigation system) on adaptive agriculture (vegetable
Gardening) and to selected 50 disable villagers for distribute 50 sets of drip irrigations (4

? Conduct ongoing support / monitoring and evaluation of the results (4 times) ( disable person)
? Conduct dissemination of climate change negative impact on local farming / crops and address the needs to practice adaptive farming (4 times for 2 communes)
? Disseminate first among most vulnerable group such as poor women, female headed HH and disable people on support by the project on adaptive and diversified farming so they can reduce their vulnerability to climate change (4 times)
? Conduct participation registration among villagers and select qualified persons to access support (4
times)

Outputs 3.2.1: at least 2000 m of irrigation canal (also as flood protection canal) and mini concrete water gate ( 5 ) will be constructed and put into use (in Trach, Kouk Russey, and Takoy Village) 479 families will benefit from this irrigation system.

Activities
? Conduct participatory transact walk, canal line defining, land issues discussion and solution with department of water resources and meteorology of Siem Reap, CC, CCDM, villagers who have land along the intended canal line. ( 1 times x 3 days)
? CTO engineer and technical officer from the department of water resource and meteorology and
FWUC conduct canal survey (topography and design) (5 days)
? Submit the canal design to provincial department of water resources and meteorology for approval
(1 time)
? Form a construction management committee, Announce a call to bidding for the canal construction using commune procurement procedure (1 time)
? Select a qualified contractor through commune procurement committee, develop contract and start up the construction of the canal ( 2000m) , machinery based ( 1 time)
? Participatory monitoring and evaluation of the canal construction quality , participated by
PDOWRAM/FWUC/CC and CTO (3 times = 30% progress / 70% progress and after 100% completion)
? Mobilize villagers for grass planting work along the canal ( 7 days )
? Support farmer water user committee to implement their roles according rules, regulations and by-laws in maintaining, repairing and distributing water farmer to assure sustainability


Outputs 4.1.1: (1)- three photo stories (2)- One video documentary (3)- 2 Cases studies will be produced and shared

Activities
? Coordinate and support CCDM / CCs to conduct reflection workshop at village level on climate change adaptation practices by villagers, it results and SWOT analysis ( 14 times = one refection workshop for one villages )
? Conduct provincial level reflection workshop by finalizing the result from village based reflection workshop with input from relevant stakeholders and a summary of lessons learn agreed and documented. The workshop will be attended by department of environment, department of agriculture, department of water resources, department of women?s affair ( 1 workshop)
? Develop (1)- three photo stories (2)- One video documentary (3)- 2 Cases studies and share with relevant stakeholders and communities
? Work closely with Commune Council to mainstream adaptation priorities into CDP and CIP.


Outputs 4.2.1: Numbers of women get better understanding about gender concept and practicing their rights.

Activities:
? Conduct gender mainstreaming monitoring and evaluation for the above activities by interviewing participating and women beneficiaries (4 times)
