Promote Bio-diversity Conservation and Livelihood through Community Fishery and Sustainable Agriculture in Svay Rieng Province project
After getting a planning grant from UNDP, HBO conducted VRA with villagers, CBOs and local authorities in target area in order to find out the real issues of community related to climate change and the existing resources to adaptation. Through VRA, it showed that people in 7 villages were really affected by climate change impacts such as the decrease of agriculture production and lake of aquatic resource, and health problem of animal and human being.
Based on the real concerns of people which were identified during VRA, HBO has designed the project in order to address those issues and improve their living condition by setting out specific activities such as establish fishery communities with sustainable management plans, improve income generation and awareness raising on climate change and adaptation. The project aims to help members to develop reliable agricultural techniques to deal with the challenges caused by climate change. Women are particularly targeted by the project.
In order to implement the project effectively and efficiently, HBO will make close cooperation with project partners such as; (1)Svay Rieng Fishery Administration Cantonment: Memorandum of Understanding (MoU) on cooperation during the whole process of community fishery establishment will be developed and signed between HBO executive director and chief FiA cantonment.(2) Department of Agriculture, HBO will cooperate with relevant office of department in conducting training and formulating farmer groups. One agriculture technician will facilitate the training organized by HBO.
1.2 Project?s Objectives
The project goal is ?Community People in two communes, Svay Tayean and Kampong Cham Long commune, in Svay Rieng province are Empowered in managing and improving their livelihood through fishery resources and integrated farming and marketing system in Svay Rieng province?.
Objective 1: The diversification of fishery resources in 2 existing Community Fisheries (CFi) in Svay Chrum and Kampong Ro District of Svay Rieng Province are improved.
Objective 2: 444 poor household farmers (1850 beneficiaries in total, at least 50% women) in the project area increased at least 20% of food availability and agriculture income through integrated farming and marketing systems in the climate change context and 7 Self-Help-Groups with 210 HHs (840 beneficiaries in total, at least 50% women) improved their accesses to the financial capital through self-help group .
Objective 3: CFi members, community people and Commune Counselors increase the awareness of the climate change and adaptation and the project was integrated into CDP/CIP.
1.3 Outcomes
Outcome1.1: The structure of 2 CFi with 22 committee members were organised and performed
Outcome 1.2: The document of 2 CFi were legally recognized by FiA cantonment of Svay Rieng
Outcome 1.3: The fishery resources in 2 CFi target areas were improved and managed effectively and poor households in project target areas have improved access to water for life and livelihood
Outcome 2.1: 444 poor households of 7 target villages increase food availability in the end of 2012 through rice, home gardening, aquaculture and livestock production and 01 pond (1800m3) and small canal (650m x2m) base in pagoda was rehabilitated for water and wild fish conservation.
Outcome2.2 : 7 new SHG were operated their financial resources for the agriculture production
Outcome 3.1: 500 Community people and Commune Counselors, at least 200 women, are aware of the impact of climate change through photo story and video documentary showing and forum.
Outcome3.2: Project and its activities identified during VRA will be integrated into CDP/CIP.

1.4 Outputs and Activities
Output 1.1.1: the potential of 2 existing CFi (Boeng Khvang and Prek Osmach community fishery )were need assessment and re-structured.
Activities
? Conduct 01 meeting (1days) to design the assessment form to find out existing resource and need improved points of 02 existing CFi.
? Conduct 02 meetings (02days) with 28 participants (18 men and 10 women) to assess the current status of the functional implementation of the 2 existing CFi
? Organize 02 meetings (1day for each meeting) with 90participants in total at least 50% women to vote for new committee of CFi
? Hold 01 meeting (1days ) to re-structure 2 CFi and form 02 working groups
? Conduct 02 meetings (day for each meeting ) to review existing rules and regulation, responsibility and action plan with 28 participants from 06 CFi committee members, 11 CFi members, 1FiA, 1PDA, 02CC, and 07 Village chiefs (in total 56 participants, at least 50% women).
Outputs 1.2.1: the capacity to develop the formal documents of 2CFi were strengthened by FiA and those documents were approved by FiA cantonment of Svay Rieng Province .

? Conduct 01 meeting to develop 02 MOU, one with FiA and another one with PDA to get cooperation in implementing the project.
? Facilitate the FiA cantonment of Svay Rieng for conducting GIS mapping to demarcate 2 CFi boundaries
? Conduct 02 workshops (02 days) with 45 participants for each workshop in total 90 participants, at least 40% women) to review all existing legal documents of CFi (by-low, policy, regulation and management plan)
? Conduct 02 meetings (01day for each meeting) to present the result of legal document such as regulation, map and action plan for feedbacks and recommendation with 29 participants (in total 58 participants, at least 50% women)
Outputs 1.3.1: community in the project target are understand on law of Fishery resources, regulation, policy and management plan of CFi to CFi members and community people.

? Coordinate FiA to organize 07 meetings (02day for each training) to disseminate for 07 target villages (in total 210 participants, at least 50% of women) on fishery resources law, new rules and regulations, policy and management plan of CFi
? Disseminate map boundary, and action plan of CFi to 60 CFi members and 40 of other community people (in total100 people, at least 50% women).
Outputs 1.3.2: 2000 Fingerling were released in the 02 lakes of CFi and 20,000 flood tolerant tree seedling were planted in 2ha of land in 2 CFi locations

? Conduct 01 day meeting with working groups (2HBO, 1FiA, 1PDA, 2CC and 12CFi) to arrange the fish releasing day and the tree planting day.

? Conduct procurement of 20,000 flood tolerant tree to plant in 02 ha of 2 CFi

? Follow up, monitor and coach the CFi in writing report, preparing monthly plan and managing 2CFi committee members to protect the lake area.
? Co-operate with local authorities, CC and CFi to protect the lake area by sharing information and taking actions to deal with any activities damaging fishery resource.
? Establish patrol groups to protect fisheries in CFi

Outputs 2.1.1: 150 vegetable producers was improved technical cultivation to adapt the climate change.

? Cooperate with Commune Council to target and select poor households based on ID poor of 150 for vegetable, 120 for rice farming, 114 for chicken raising and 60 for aquaculture production training,
? Conduct 04 trainings (03 days for each training) to participants selected through the above activities (02 training for 75 HH in Svay Tayean and other 02 trainings for 75 HH in Cham Lorng district=640 beneficiaries in total, at least 50% women ) on techniques of vegetable cultivations to adapt the climate change.
? Conduct exchange market visit for farmer producer groups
? Support seed varieties to 80 demonstration farmers through SHG for vegetable production
Outputs 2.1.2 (outcome 2.1, objective 2): 120 rice producers (= 450 beneficiaries in total, at least 50% women) were improved techniques of rice cultivation through rice demonstration to adapt the climate change.

? Organize 7days in 7 villages to target the 120HH to be the rice producers by co-operating with CC to select suitable participants based on ID poor.
? Organize 04 trainings (02 days for each training) to participants selected based on ID poor (02 trainings for 60 HHs from Svay Tayean and other 02 trainings for 60 HHs from Cham Lorng district, 450 beneficiaries in total, at least 50% women) on rice production techniques to adapt to the climate change.
? Conduct regular coaching, advice, follow up, and monitor, coach and collect data from 60 HHs along the rice production period
Outputs 2.1.3: 114 chicken producers (= in estimated total number 450ps, at least 50% women) were improved techniques of chicken raising to adapt the climate change.

? Conduct 04 trainings (01 day for each training) for 114 participants (02 trainings for 57HHs from Svay Tayean and other 02 training for 57 HHs from Cham Lorng district; 460 beneficiaries in total, at least 50% women) on techniques of chicken raising to adapt to the climate change.
? Provide chicken to 114 farmers to conduct chicken raising through SHG
Outputs 2.1.4: 60 fish raisers was improved techniques of fish raising to adapt the climate change and improved access to water for irrigation and fish production through 50 family based ponds rehabilitated, then mainstreamed into commune development plan

? Conduct 02 trainings (1 day for each training) for 60 participants (1 training for 30 HH from Svay Tayean and another for 30 HH from Cham Lorng=350 beneficiaries in total, at least 50% women) on techniques of fish raising to adapt to the climate change.
? Work with Commune Procurement Committee which consist of 2CC, 07 Village chiefs, and 2HBO staffs to assess and identify family based pond and pagoda based pond and small canal.
? Support 25 poor farmers to rehabilitate the family based pond (10m x 8m, Depth:2.5) by contributing 40% of rehabilitation cost from poor farmers and provide finglerlings to 30 poor farmers to conduct fish raising based on the assessment of the committee through SHG (in total 55 poor farmers, at least 50% women headed households whose estimated number is 250ps)
? Support 5 poor families to conduct integrated farming system (fish raising in family based pond relating to rice field, vegetable and chicken )for demonstration
Outputs 2.1.5: 2400m3 of pagoda pond (Tnoat Chrum pagoda, 30m x 40m, existing depth: 1.5m, rehabilitated dept: 2m) in Ruessei Prey village, Kampong Chamlorng commune and 2800m3 of Community pond (35m x 40m, existing depth: 1.5m, rehabilitated dept:2m) in Sek Chrum village, Svay Tayean commune were rehabilitated and increased 30% of wild-fish and target groups improved access to water for irrigation.
