Pech Sar Community Based Adaptation Project, Takeo Province (PCBAP) project
The project will be conducted in 5 target villages of Pech Sar commune, Koh Andet district, Takeo province. The targeted villages are Trapang Krasang, Tamouk, Pou, Prey Bay and Pech Sar. According to Pech Sar commune data, the 5 villages are populated by 532 families ( a total population of 2625 including 1380 females). According to VRA results, farmers have not grown rice effectively because of droughts, infertile soil and irregular rainfalls. To respond with these constrains, the project will improve family income of vulnerable 254 small scale farming households (a total population of 762 person including 458 females and 250 children). They will access to water source for farming and financial source to make alternative incomes. Adaptation related training offered to farmers will be on chicken/pig raising, fish pond/plastic fishing, vegetable farming, rice growing demonstration, natural fertilizer and pesticide making, and money saving group. Moreover, the best practices of climate change adaptation will be shared among stakeholders both inside and outside of the target project villages.
The project will span over 15 months (September 2011 to November 2012) with requested budget $40,831.60 USD. The total project cost is $52,051.60 USD including community contribution. The project methods are: 1) to rehabilitated canals to get farmers access to water source for farming crops, to form canal committees to manage water usage and to provide rice seeds to adapt to climate change. 2) to provide agricultural technical and financial support to farmers and saving group. 3) to promote awareness on adaptation to climate change to community and integrate it into commune development plan. Vulnerable small farmers, women and children will be involved in all stages of the project implementation.
Project?s Goal and Objectives
Goal: Enhance capacity of 254 farmers with 50% females to adapt to climate change in 5 target villages (Trapang Krasang, Tamouk, Phom Pou, Pech Sar and Prey Bay) of Pech Sar commune, Koh Andet district, Takeo province.
Project Objectives
i) Increase annual income of 134 farmers (360 hechtares of rice fields) through an increase crop production cycle from 1 time up to 2 times per year at the end of 2012.
ii) Increase annual income of 120 farmers (at least 50% of females) of 5 target village through application of integrated farming system (IFS).
iii) Promote awareness on climate change adaptation to 150 people (50% females) at community and local authorities so that theses isses are integrated into the commune development plan.
Outcomes
Outcome 1.1: Rice farming conducted 2 times per year on 360 hectares of paddy field after canal rehabilitation.
Outcome 1.2: Farmer Water User Group (FWUG), formed by provincial/district technical and commune authorities and facilitated by project, functions effectively in the communities.
Outcome 2.1: At least 130 farmers of 5 villages have capacity of agricultural techniques to adapt climage change through conducting alternative activities (IFS) of vegetable growing, animal raising and fish rising.
Outcome 2.2: At least 130 famers are saving group members and increased income through applying and demonstrating skills obtained from the project to make extra income.
Outcome 3.1: At least 150 people (50% females) from the communities and local authorities are aware of climate change concept, adaptation and are able to define issues and select possible intervention activities for climate change in their community.
Outputs and activities
Output 1.1.1: One main canal (7m wide, 870m long and 1.5m deep) and one sub-canal (3m wide, 4130m long and 1.2m deep) rehabilitated to provide access to water for 360 hectors of paddy fields.
Activities
i) Coopperate with PDOWRAM/district to get permision for canal rehabilitations and organize village meeting to disseminate information about the canal rehabilitation
ii) Cooperate with the commune procurment commitee to organize bidding for the selection of a contractor and the rehabilitation of canal.
iii) Rehabilitate one main canal (7m wide, 870m long and 1.5m deep) and one sub-canal (3m wide, 4130m long and 1.2m deep) , install a 2-ring cultvert and provide pumping machines.
iv) Coperate with PDOWRAM/district to monitor and evaluate the quality of canal rehabilitation
v) Loan 750 kilograms of new effectice rice seeds recieved from saving group was applied by 150 farmers, 50% of females with access to water from the rehabilitated canals.
vi) Two Farmer Field Day prepared for farmers to visit rice production from new rice seed application.
Output 1.2.1: One canal rehabilitation, 4 Farmer Water User Group (FWUG) and one Farmer Water User Committee (FWUC) formed to oversee and manage water use in target villages.
Activities
i) Cooperate with PDOWRAM/district and commune authority to estblish the canal rhabilitation plan, FWUG and select members of FWUG
ii) Support the communities to develop rules and regulation of FWUG
iii) Provide capacity building to FWUC on report writing, management, accounting, etc.
Output 2.1.1: 130 farmers from 5 target villages provided with 7 trainings on agricultural adaptation techniques, vegetable growing, chicken/pig raising, fish raising and SRI.
Activities
i) Organize village meetings to establish criteria for selecting famers to attend training
ii) Conduct 7 trainings to 130 farmers in 5 target villages on agricultural adaptaion techniques of:
- 2 vegetable growing (10 farmers per training)
- 2 chicken/pig raising (40 farmers per taining)
- 2 fish pond/plastic raising (10 farmer per training)
- 1 SRI (10 farmers per training)
Output 2.2.1: 5 saving groups with 130 members (70% females) formed and capacity building, reporting, accounting and management training provided to group leaders, which is facilitated by local authority and project.
Activities
i) Cooperate with local authority to organize village meetings to desiminate saving groups and develop criteria for selecting saving group members
ii) cooperate with local authorities to organize village meetings to establish 5 saving ghroups (26 members with 70% females in each), develop rules and regulations for saving groups and saving group committees
iii) Provide capacity building to saving group committees on report writing, accounting, management, etc
iv) Organize saving group meetings to explain the process of saving group activities
v) provide capital support to 5 saving groups and 120 farmer members attending agriculture technicial training to apply and demonstrate skills obtained
Output 3.1.1: 3 workshop/campagns with at least 150 particiapant (50% females) on climate change concept, adaptation and 1 VRA conducted with communities and authorities to produce an effective responsive commune plan.
Activities
i) Conduct 3 workshop/campages with 50 participants (50% females) per time on climate change with communities and authorities to raise awarness and to get possible inteventions
ii) Plant 2500 trees along the sides of the rehabilitated canals
iii) Facilitate local authorities and villagers to conduct 2 VRA in 5 target villages to find issues and solution to be included in the commune development plan.
