Community-Based Coastal Ecosystem Protection and Biodiversity Conservation – Badian Bay
Badian Bay is part of the Tanon Strait Protected Seascape, covering three provinces (Cebu, Negros Oriental and Negros Occidental). Although there is a PAMB for this protected area, there is no functional relationship between and among the PAMB, the LGUs and other stakeholders.
Similarly, there is no clear protected area management plan from where the community CRM plans can be drawn up. A problem also lies on the absence of a clear policy with regards to what to follow whether the municipal waters or the protected area delineation in as much as Tanon Strait is within the jurisdiction of 3 provinces (Negros Oriental, Negros Occidental and Cebu) and several municipalities. Currently, the LGUs of the province of Negros Oriental rely on the rule of the Special Use Agreement in Protected Areas (SAPA), hence programs are approved and undertaken thru SAPA.
From the 1960?s to 70?s, Badian Bay was one of the major suppliers of fish in the province of Cebu because of its existing rich natural habitats like mangroves, corals and seagrasses. It is a common fishing ground of the Municipality of Badian (Brgys. Poblacion, Malhiao, Zaragosa, Manduyong, Bugas and Lambug ) and the Municipality of Moalboal (Brgys. Balabagon, Tomonoy, Poblacion East , Poblacion West and Bas Diot).
However, because of illegal human activities, like cutting of mangroves for firewood in salt ? making, illegal fishing activities, improper waste disposal, siltation and poor management practices of coastal resources, contributed to the decline in fish catch and rural poverty among coastal communities.
Generail Objective:
improve biodiversity and fisheries productivity of Badian Bay through the rehabilitation of denuded mangrove areas and by strengthening the protection and conservation of the coastal habitats through community-managed and LGU-supported coastal habitat development, management and protection
Specific Objectives:
1. To reforest and rehabilitate at least ten (10) hectares of denuded mangrove areas in Barangay Zaragosa;
2. To establish diversity monitoring schemes in the three coastal habitats.
3. To establish a community ? managed mangrove nursery of at least five endemic / local species of mangroves in barangay Zaragosa.
4. To improve the condition of the coral and seagrass beds and mangroves in Badian bay.
5. To strengthen the Cooperative, Partner PO (Campagong Fishermen Association) and the MFARMCs for effective coastal habitat protection and fisheries management.
6. To develop additional livelihood activities suitable in the coastal areas (such as the Badian Bay ecotour and mangroves/coral reef and organic fish culture) and to generate socio-economic impact data of the project.
Expected Outputs:
a) At least 10 hectares of denuded mangrove areas in barangay Zaragosa shall be reforested and planted with at least 5 different species of mangroves. It is projected that the survival rate shall be at least 80%.
b) Conduct of capability building trainings for PO partners on mangroves and fisheries management. It shall be measured by the number of training workshops and the actual mangroves reforestation, development and management plans formulated.
c) Establishment of at biodiversity monitoring plot in each of the reforestation site that shall monitor the growth and development of planted mangroves as well as the degree of effectiveness of the project in terms of recruitment of macro-invertebrates, fishes and birds. It shall be measured by the number of actual monitoring plots established.
d) A 2,000 square meters mangroves nursery for endemic / local species established by the cooperative that is managed and operated by the cooperative, through the assistance of the proponent, and capable of producing the target number seedlings to be planted of at least 5 local mangrove species. This is measurable by the actual number of seedlings produced by the nursery.
e) Members of partner PO are equipped with knowledge and skills in proper care and maintenance of mangroves nursery. This output is measurable by the number of training workshops on nursery operations and management conducted and the actual nursery development and management plans formulated.
f) MFARMC is functional as the local management body in coastal resources management, wherein its members from the partner POs and the local government (Municipal Agriculture Office, Sangguniang Bayan and PNP) are actively involved especially in Bantay Dagat operations. Measuring the success of this output shall be done determining the number of trainings/workshops on MFARMC mandates, functions, tasks and responsibilities conducted; the number of MFARMC meetings done; number of resolutions/agreements formulated; and MFARMC activities conducted.
g) LGU support to mangroves rehabilitation and management secured, through the institutionalization and implementation of the Coastal Resource Management Plan and enforcement of the Comprehensive Municipal Fishery Ordinance. This shall be measured by allocating the appropriate funds for its development.
h) Viable mangroves-friendly livelihood projects are identified and adopted/ supported by the Badian LGU through its MFARMCs, including the identification of best options for managing and judiciously sharing the benefits of the same. This output, which shall be pursued along with the implementation of the project as the proponent?s counterpart project, shall be measured by the feasibility studies conducted; project proposals formulated; and the conduct of training workshops on cooperatives management, project proposal making, accountability mechanisms and monitoring systems.
i) Coastal Zoning is approved and adapted. This will be measured by the approved ordinance and actual implementation of the zonation.
j) Fisherfolk registration conducted to determine the users of the municipal water in coordination with BFAR. This will be measured by the consultations / campaign on the registration of fisherfolk and the list of registered fisherfolk or the registration documents filed in the Office of the Municipal Agriculture.
k. Tenurial agreement on the mangrove areas reforested and protected secured with DENR. This will be measured by the documents on process and the activities conducted in processing the application for tenurial agreement or by the issuance of appropriate tenurial agreement with DENR.
