GOALS
? Capacity of communities and local organizations is built, in addition to develop policies and supportive institution, as well as to stop the expansion of oil palm plantation in mangrove forest in the western coast of Natal;
? Strengthening of women important role in order to increase welfare level of vulnerable families as well as strategies of community's livelihoods to support habitat conservation of endemic or migratory birds and turtles on the coast west coast of Natal; and
? To implement technical approach that would directly answer and based on several effectively-proven methodologies through a combination of group learning approach for Biodiversity Conservation, which also build social capital through group study to support the implementation of conservation actions;

OBJECTIVES
Objective 1 : Study Group Program for Sustainable Livelihood and Habitat/Biodiversity Conservation
Indicators : 1. TOT curriculum and the Study Group for the Habitat Conservation of Birds and Sea Turtle in the Coastal of West Coast Natal
2. Four village facilitators and 8 Community Organizer are trained
3. Pioneer Study Group is conducted in 4 villages involving about 120 members of the community
4. Field day is held for wider community, village government and other stakeholders and involving about 500 people from 4 villages
5. Reports of training program and documentation of Field Day
Activities : 1. Curriculum Development, Training of Trainers (TOT) for study groups Facilitator at the village level, for community organizer, and the pioneer study groups: one of the key lessons learned from the experience of many years having study groups is the importance of having a real trained and Village Facilitators that master processes. Part of the curriculum, quite emphasizing in the techniques of Sustainable Livelihood Analysis such as mapping, transects, analysis of resource/capital; practical techniques (composting, trees nursery, buds oculation or grafting), participatory planning methods ('problem tree' analysis, Jembatan Bambu method (method to identify gap between real and ideal condition), etc.), and group development skills; will be very relevant to the development of Village Conservation.
2. Training of Trainers for Study Group Facilitators and Community Organizer will be carried out intensively for field staffs of Yayasan Indonesia Pekat who are assigned for a long term project in the target villages. Training will take place in place. The initial part of the training will prioritize topics on building team work and strengthening their facilitating skills that is needed in organizing and conducting study group. After the initial training period (2 weeks), each of the work team (in pair) of village facilitators will begin to organize and carry out Pioneer Study Group in target villages which runs in parallel with TOT activities for village facilitators. In this way, study groups organized as part of initial training is managed within a robust quality control system. Besides creating a real and direct useful training pattern, the approach of 'field laboratory' bring in additional resources for the selected villages (the facilitators, resource person from outside parties, etc.) which also saves the time. Through this approach, training resources will 'build the system in location directly' and reduce 'lost in the transition process "that often occurs between training and the implementation in the field.
3. 'Field Day' for community dialogue will be conducted when the study group has completed a Conservation Action Plan. During Field Day, wider community will be invited while in the same time also seeking support from local government and other stakeholders. It often happens that the participants of the study groups from other villages would join in to exchange experiences and ideas and to begin building networks among villages.
Time: 3 months, including curriculum development conducted in parallel and Field Day, not including the implementation of Conservation Action Plan.
Objective 2 : Implementation of the Biodiversity Conservation Action Plan by Community
Indicator : A set of plans, special concrete efforts, depending on specific actions, ranging from reforestation, erosion control, trees nursery by community, the planning of beach tourist area, the implementation of folks theater, participatory agricultural demonstration plot, to the preparation of village regulation draft, that all depends on the needs of the community
Activities : 1. The action plan was developed by Study Group and disseminated through Field Day. As the plan is implemented, follow up support is attempted by bringing in other stakeholders and providing additional technical training through village facilitators who are also citizens of the village and resides with the people in the village.
2. Village facilitators will also ask help from local informants, short-term consultants, other related experts, such as people from Batang Gadis National Park (BGNP), Marine and Fisheries Office of Madina Regency, the Department of Tourism, Body of Community Empowerment Service (PMD), and others. These plans can be a mix of direct actions. Based on experience, the programs at the village level could include the development of trees nursery by community, boundaries mapping and advocacy to the government, composting as part of organic/ecological agroforestry, biodiversity mapping by community, garden in community?s yard, erosion control efforts, house/environment sanitation, land rehabilitation, natural beach tourist area, patrols/security forces formation in protected area, community media, advocacy activities, field study, follow-up of study groups on particular topics, the public water distribution systems, resources water protection, and so on.
3. Richness and diversity of different types of action plans reflect current and future threats towards efforts of habitat conservation for birds and turtles
Objective 3 : Enabling environment
Indicator : Workshop Report, media (CD, brochures, presentations)
Activities : 1. Develop Inter-Parties Forum, within and inter villages.
2. Formation of Local Policy and Governance.
3. Community media, Advocacy and Documentation:
Objective 4 : Capacity building through inter-community Study Visit
Indicator : At least 20 people (5 from each of 4 villages) participated in the Study Visit
Activities : One of the relevant learning outcomes is the activities of Fishermen Farmers to Fishermen Farmers that are very effective in strengthening community initiatives, build capacity, contributing new ideas and additional concepts program. In order to strengthen and support the formulation and implementation of Conservation Action Plan by Community, Yayasan Pekat Indonesia will use community-based programs that already exist and reach 4 target villages, while building community capacity in program management and monitoring. Yayasan Pekat Indonesia has information on a variety of successful community-based program developed in North Sumatra and their locations are within the range. Some possibilities included are Wadah Belajar Petani working in the development of organic agriculture in Deli Serdang, a multi-parties community forum in watershed management in Karo and Deli Serdang, Field Stations of NGOs, Conservation and Tree Nursery by the community in Langkat, etc. There are enough sites so that each Study Group can conduct at least one study visit (2-4 days at one location).

EXPECTED OUTPUT
1. The profiles of four chosen villages are composed with maps that are developed along with the community and existing
'social contract' between Pekat Indonesia Foundation and community
2. Curriculum on exercise of Village Facilitators and on Community Study Group for Conservation of bird and turtles
habitat are developed, tested and refined
3. Four village facilitators and 8 community facilitators are trained
4. Discussion Learning Group is held on 4 Village/Community Groups and involving 80 members of the community
5. Green Festival for community members and stakeholders is held by involving more than 500 people in four villages
6. Conservation Action Plan for Mangrove Forest and Coastal of West Coast of Natal Community is developed and
implemented in four villages with support from local governments and other stakeholders
7. Conservation Monitoring Team of Inter-village Community are trained and functioning and producing reports on
the development of action plans and the experience obtained
8. Study visit carried out in four locations with a minimum of 20 participants
9. Inter-village network and multi-stakeholder forum are formed including the implementation of local media campaigns
and policy advocacy
