THE PREPARATION of ARRANGEMENT ASYLUM FISH in SURABAYA Upstream: The Conservation of Fisheries Resource Through Local Community Participation and Promotion of Local Fish For Climate Change Mitigation Efforts
Goal : Surabaya River is stipulated as fish sanctuary, given that in Surabaya River, in Wringinanom area, there is a fish species that is protected by government and that the preservation of Surabaya River?s native fish is endangered due to practice of fishing with electric schock and the declining habitat quality of the majority of fish. With the stipulation of Surabaya River upstream as fish sanctuaries, sustainable management of fisheries can be implemented and become a model for other areas to manage fisheries resources in the river in a sustainable manner by involving various stakeholders.
Objective 1 : Surabaya River banks as a floodplain where fish spawn, feed and forage as well as to prevent landslides is rehabilitated
Indicators :
1. A decrease of eroded cliffs
2. Communities earn extra income from the planted productive plants and from the seedlings purchased by investors
3. Survival rate of the planted productive plants reach to 50%
4. Twenty farmers in the banks are involved in this program
Activities :
1. Comparative study of fruit and productive plants. Through this activity, the group can gain additional knowledge on ways to propagate productive plants such as sengon (Paraserianthes falcataria) and fruit plants such as avocado, guava, juwet, etc
2. Constructing nursery where target group can propagate plants (productive and fruit ones) and sell them as reforestations seedlings or ornamental plants
3. SRAI (Surabaya Riverbank Adoption Initiatives) is an adoption program of the banks which calls for investors coming from companies or urban people to invest in form of trees along the riverbank as form of environmental services and their way to protect Surabaya River
Objective 2 : Sustainable and community-based management of fisheries resources
Indicators :
1. There are 10 members of the group owns hatchery for native species of fishes in Surabaya River
2. Members from groups that have hatchery are able to carry out 2 cycles of production and to breed the fishes independently
3. Target group is able to process the products of fish breeding or fish by-products
Activities :
1. Constructing hatchery center for native fish of Surabaya River. With the presence of hatchery, target groups and community can buy fish seedlings easily and cheap and the place can be a model and source of information for the cultivation of Brantas? native fish and alternative business
2. Comparative studies of fish hatcheries and rearing of river?s fishes. This activity will enrich the knowledge of target group in term of the cultivation of native fish of Surabaya River
3. Training of fish by-product production. The purpose of this training is to enable communities to process fishes not only in the form of dishes but also in other forms, such as sausage and meatballs.
Objective 3 : Protection of fisheries resources found in Surabaya River
Indicators :
1. Village Regulation of Fishes Protection of Surabaya
2. Information media such as posters, leaflets and information boards
3. There are 10 schools involved in the activities of Surabaya River eduturisme
Activities :
1. Developing Village Regulation on the protection of fisheries resources in Wringinanom area. The threat of industry and community in form of fishing using electric shock and waste dumping into the river affect the sustainability of existing fisheries resources. With Village Regulation, then management of fishery resources as well as sanctions for offenders are clear
2. Eduturism program, which is a river fringe program, aimed to get a closer look of the ecosystem of Surabaya River by involving schools and people in general in the conservation of Surabaya River
3. Developing informasi media as one of effective campaign methods to introduce Surabaya River to community

EXPECTED OUTPUT
1. Target group is able to carry out breeding of Surabaya River?s fish independently and earn additional income from these activities
2. There is a sustainable management of fisheries resources based on community participation
3. Revitalization of Surabaya River ecosystem for the sustainability of fisheries resources and for the availability of raw water for the people of Gresik, Sidoarjo and Surabaya with better water quality
4. Community knows Surabaya River ecosystem and its potential to increase their awareness and participation in conservation works
PARTICIPANTS AND / OR PROJECT BENEFICIARIES
Directly : 1. People who live on the banks of Surabaya River and target group in Wringinanom Sub-District through the activities of river fish hatchery
2. The village government became one of the participants and beneficiaries of the project, given that one of the programs launched is village development program, towards tourist village hence, there can be community economic development as a result of this activity
3. Jasa Tirta Corporation. Through the activities of hatchery and SRAI, Jasa Tirta is helped in the rehabilitation measures of Surabaya River and in the supervision measure in term of flood plains use
4. BLH Gresik District. Community involvement in biodiversity conservation becomes a big help in environmental conservation efforts in Gresik area, where river has became one focus of BLH Gresik programs
Indirectly : 1. Regional Water Company (PDAM) as raw drinking water consumer of Surabaya River indirectly benefited from this project. With the improvements carried out along the river banks then the water quality of Surabaya River will gradually become better. The improvement of water quality of Surabaya River will help to reduce the burden of PDAM water processing as clean water provider for the people in Surabaya, Sidoarjo dan Gresik
2. BLH Province as one government agency in charge of supervising and managing the environment is benefited by the activities carried out because the element of education in form of SRAI and eduturism that introduces the ecosystem of Surabaya River and the increase of community participation in river management or conservation to help reduce the burden of river monitoring
