The Protection of Important fish species to Building the utilization Model of Kampar’s Watershed, Riau in Sustainability
The Protection of Important fish species to Building the utilization Model of Kampar’s Watershed, Riau in Sustainability
GOAL
A model of Kampar watershed utilization as form of biodiversity conservation is established.

OBJECTIVES
Objective 1 : To do conservation measures of important fish species (rare, endemic, endangered species, has an economic value)
Indicators :
1. Catalog availability on important fish of Kampar watershed (type, abundance, supporting factors and threats, the location and utilization).
2. Culture of 10 important fish species (ex-situ and in-situ).
3. Enrichment of 10 important fish species
Activities :
1. Identification of important fish species (First ? Second Month)
Covering the type, abundance, supporting factors and threats, the location, current utilization, needs, and potential added value. These activities will be conducted in the early stages of the project, together with Department of Fisheries & Marine (provincial and district), community, and universities. Method that will be used include direct data collection, interviews and desk studies.
2. Culture of important fish species (Third to Fourth Month)
Culture activities for species that are endangered/extint , has economic value (ornamental, for consumption), and endemic (see the table of fish species that have been identified in previous activity). The selection of the species will consider the supporting factors and the importance aspects of the species to the ecological functions and the economic of community. Farming activities will be performed in-situ (on site: rivers, villages) and ex-situ (off-site, for example in the laboratory). Faculty of Fisheries, University of Riau will become partner for the implementation of this activity. Fish from the culture later will be released to the nature and some can also be sold.
3. Enrichment of important fish species (Fifth to Sixth Month).
This activity is a continuation of culture activities that has been generated. Enrichment will be done through the stocking of fish species in the location/ watershed according to the needs. Fish stocking will be carried out through traditional ceremonial/ritual, in expectation for media cover thus can be used as campaign tools.
Objective 2 : Advocate the issuance of rules and policies for the protection of Kampar watershed ecosystems
Indicators :
1. Two (2) village regulations facilitated by the Water Resources Board are produced.
2. One (1) customary regulation facilitated by the Water Resources Board is produced
3. Initiation process (in draft form) of 1 (one) local regulation facilitated by Water Resources Board
Activities :
1. Village discussion on village regulations drafting for the protection of river ecosystems (Sixth to Seventh Month).
This discussion will take place in two villages (Langgam-Pelalawan and Teluk Binjai-Pelalawan Villages). Mitra Insani Foundation will work together with the Regional Water Resources Council of Riau for the facilitation process. Village Regulation that has been generated will be brought to the regency (Bureau of Law) to obtain approval. This effort is expected to ease local regulations drafting of a similar theme at regency level.
2. Village discussions on the drafting of customary regulations for the protection of river ecosystems (Eighth Month).
This discussion will take place in a village (Batu Songgan-Kampar village). Mitra Insani Foundation will work with the Regional Water Resources Council of Riau for the facilitation. Customary Regulation that has been generated will be brought to the regency (Bureau of Law) to obtain approval. This is very plausible because Kampar regency has had legislation on indigenous peoples/ customary lands. This effort is expected to ease local regulations drafting of a similar theme at regency level.
3. Series of discussion on local regulations drafting for the protection of river ecosystems (Ninth to Twelfth Month).
Regional Water Resources Council of Riau will be the main actor in this activity (suits to its competence). Together with Faculty of Fisheries and Marine, University of Riau, we expect this draft of local regulations can be produced to be submitted to Pelalawan Regent. We believe this effort is possible due to our close relationship with Pelalawan Regent through collaborative environmentally activities and ecoturism that has been running so far. The manifestation of this local regulation is expected to go through Regent initiative
Objective 3 : Develop information systems to support the conservation of river ecosystems
Indicators : 1. The availability of data and a comprehensive and current information related to Kampar watershed.
2. The interaction of the parties in the provision of data and information related to Kampar watershed.
Activities : 1. Website creation and development (First to Third Month and the Twelfth Month).
The website will be developed based on data and information that are available and collected. This website will become a center of complete, accurate, and up to date information related to Kampar watershed. The main material of this website is the result of this project activity, added with other publicly available information. Also in the development, this website will accommodate the information that are submitted by other parties.
Objective 4 : Develop market of products (ornamental fish and fish for consumption) and eco-tourism to support conservation of river ecosystems
Indicators : 1. Availability of economically valuable fish display (ornamental fish and fish for consumption).
2. Mapping on channels and initiatives of ornamental fish marketing at local level
Activities : 1. The provision of economically valuable fish display (Fourth to Sixth Month).
Display of ornamental will be built in several aquarium containing some ornamental fish which have been successfully cultivated. This display is intended to provide a living example of ornamental fishes that have been successfully bred. Display will be placed in YMI office so that the management can be well ensured and to ease other parties who are interested to see.
2. Mapping on market channel of ornamental fish (Eigth to Twelfth Month).
At this stage, we've just targeted to do mapping (more in-depth) on the potential market of ornamental fish at local level. Some of those who have successfully done, are mapped and will become the main contact, beside of the other new traders. Completion of information on the market potential is expected to be generated, which includes: the type of fish, price, buyer, qualification of fish, and mechanisms of delivery.
3. Initiation of ornamental fish marketing (Seventh to Twelfth Month).
As a continuation of market mapping on ornamental fish, this initiation is aimed to prove that the utilization of natural resources in term of economic value can be done while maintaining the aspects of biodiversity conservation. This initiative will determine the continuation and sustainability of the business / ornamental fish business. In the future, we hope this marketing efforts later on can be carried out directly at the community/village level.

EXPECTED OUTPUT
1. Document of a model of sustainable utilization of Kampar watershed.
2. Catalog on important fish of Kampar watershed.
3. Culture of important fish of Kampar watershed.
4. Two village Regulation, One Customary Regulation and a draft law related to protection of the river.
5. A comprehensive website of Kampar watershed.
6. Display of ornamental fish of Kampar watershed.
7. Map and initiative of ornamental fish market.
