GOAL
Facilitation of community-based planning process in "strategy of climate change adaptation through ecosystem- ecological-economics based rural development in Kulati village" program
OBJECTIVE
Objective 1 : Availability of data on resources, economic and social information of Kulati villages
Indicators : 1. Existing data and information of natural resources in Kulati village
2. Identification of stakeholders (key stakeholders) that are potential to carry out and to support the program.
Activities : 1. Observations of natural resources
Observation is an activity that aims to collect data and information of natural resources in Kulati village, carried out together with Kulati people. The activity is conducted through interviews and focus group facilitated by Komunto and also through the study of literature for secondary data. By knowing the quantification of data and information, hopefully they can act as indicator of program implementation and they may become one of targets of program implementation. The event was held in the first and second month.
2. Participatory assessment
Participatory assessment aims to extract information along with community related to social economic and mapping of potential stakeholders (actors) to support the program; explore the needs of the stakeholders, especially the Indigenous Institute, Village officials, local government, NGOs, universities and communities. The event was held on the first month until the third month.
3. Implementation of Mapping
It is important to know the potential of the village, the extents of damaged potential and the ones that are still good. Community groups and government that have been trained will carry out tracking around Kulati village as well as water bodies of the the village from each boundary to the others to take the location of potential sites, document the width of the area, and create path ways with the facilitation from Komunto trained personnel in the second to third month of the program.
Objective 2 : A joint work plan for strategy of climate change adaptation program through the ecosystem-economic-ecological based rural development in Kulati village is formulated
Indicators : 1. A design of work plan of Kulati Tourism Village development based on community participation is existed.
2. Availability of development proposal on strategies program of climate change adaptation through ecosystem-ecological-economics-based rural development in Kulati village.
Activities : 1. Collaboration of needs-based planning
This activity is conducted through a workshop to do a participatory planning of joint activities of Kulati people. The expected results of this activity are: clarification of the findings generated in the assessment process, exploration of various potentials as well as problems being faced by rural communities and development of joint work planning to address the existing problems. The event is held in the third and fourth months of the program.
2. Writing a proposal
This activity is to write a proposal of work plan generated by the participatory workshop planning along with the community, in a narrative form, including budget activity, work mechanism, and schedule. The event is held in the fourth month of the program.
EXPECTED OUTPUT
1. Availability of data and resources information of Kulati village
2. Identification of community actors, civil society organizations and local governments that are potential to carry out and will support the program.
3. The Participatory Joint Work Plan is developed.
4. Existing development proposal for adaptation strategies program to climate change through ecosystem- ecological- economics based rural development, in Kulati village
Participants and/or Project Beneficiaries
Direct : 220 households in Kulati village, with the ratio of 352 men and 365 women (2.04% : 1.96%).
Indirect : Eighteen neighboring villages of Kulati in Tomia island, two district government with a 8460 population of East Tomia District and 7059 people of Tomia District, government in regency level consisting of 12 offices, 7 bodies, an inspectorate, a Hospital, a police unit, 3 offices and a council of Indonesian civil cervant corps (Korpri) that has 3,132 employees. Wakatobi government has 92,995 people with an area of 1.39 million ha.
