Developing a Productivity Model of Local Responsible in Sociological and Ecological in Kotawaringin East, Central Kalimantan
GOAL
Community self-reliance to take part in the development of ecosystem restoration plans and REDD + project is formed thus able to optimize the benefits for communities and other local stakeholders in Kotawaringin Timur, Central Kalimantan Prov.
OBJECTIVES
Objective 1 : Increase community bargaining position in managing natural resources as well as contributing in the planning process of Katingan Project.
Indicator : Identification of community claims in natural resource management.
Activities : 1. Dissemination- Building support
Puter Indonesia will conduct dissemination of program plans and common rules of the program to all stakeholders, both local government and prospective beneficiaries, especially those whose livelihoods depend on restoration plan and REDD schemes. In addition to use formal meetings, project staff will use intense personal approach to build commitment and support of the prospective beneficiaries while this project being implemented.
Specific activity : Dissemination and building support program
Output : Existing program beneficiaries
Indicators of success : Enthusiasm of the beneficiaries to be involved in the program
2. Participatory Mapping
Puter Indonesia facilitate a community meeting to conduct participatory mapping with thematic maps: land use and land ownership, the history of catastrophic fires, public facilities, the village administrative boundaries, in the area of Terantang and Terantang Hilir Village, Seranau District, Kotawaringin Timur Regency, Central Kalimantan Province.
Phases of activities, among others are; identification and discussion of natural resources potential with community, setting up of socio-economic and historical village with the help of base map and then with community delegations, Puter Indonesia will do field verification by transect method and input all of the data to the Global Positioning System (GPS). GPS data will be processed by a software to produce digital maps. The event will be held for 10 days.
Specific activities : a. Workshop on administration mapping planning and land use; b. Training of technical mapping; c. Survey and retrieval of data maps; d. Digitized maps; e. Verification of map and f. Ratification of community version map
Output : Two maps of land use

3. Village Asset Analysis and Village Planning
Puter facilitate meetings of selected community (20 representatives from the village) to analyze village assets, production resources and history of disaster (fire) and then being layered with land use maps as part of the preparation of the village future plans. All activities are carried out in total 3 effective days in Terantang and Terantang Hilir village, Kotawaringin Timur, Central Kalimantan Province.
Specific activity : Workshop of village planning
Output : Three years village plan
Indicator of success : Village plan is made as village development guide
4. Community Mapping
Community map version is one of the early form of community claims to their governing territory, a resistance from "power" or intervention from outside to be able to survive. Certainty to manage the environment for a livelihood becomes a NECESSITY and rights of the people when the land they are using is in "state-owned" status. Support of land use stipulation from village level to a higher level is needed.
Scenarios in order for community map to be in line with government's version is to make the terminology and map-making mechanisms that are aligned with the Circular Letter of the Ministry of Home Affairs number 140/162/SJ dated January 27, 2004: Guidelines for Village Boundary Determination and Confirmation. The map being produced will be pushed to be within Village Regulations, thus have strong position. In addition, Puter Indonesia will facilitate the creation of map of village land-use and the governing area to be included in the map of Katingan project plan by using Law number 24/1992: Spatial Planning and Government Regulation number 10/2000: The level of maps accuracy for Spatial Planning Areas.

Objective 2 : Building a community-based resource management plan as a form of adaptation of ecosystem restoration plan and the design of REDD projects.
Indicators :
1. Increased community knowledge in the preparation of plans and options for natural resources management in accordance with Katingan Project;
2. Existing of alternative livelihood in line with the plan of Katingan project.
Activities :
1. Training of Business Planning and Entrepreneurship
Training needs assessment instrument of prospective beneficiaries will be prepared by Puter core staff to be used as a resource in setting up a specially designed training curriculum with the primary material of entrepreneurship and business planning that is in accordance with ecosystem restoration and REDD + scheme.
During training, participants will be given the opportunity to provide feedback to curriculum. Participants will assess the practicality and relevance of the material. Based on the input and results of evaluation process, the project team will revise the curriculum according to the need and it will become part of development?s lesson learned.
Specific activity: Instrument preparation of a training needs assessment; Setting up training curriculum/modules on entrepreneurship and business planning; Conduct training on entrepreneurship and business plan; Revise and improve training curriculum/ modules

2. Development of Individuals Alternative Business Planning
Assessment instrument to facilitate the feasibility of community business plans to compliment with REDD+ schemes and ecosystem restoration will be developed by Puter Indonesia core staff and consultant, if it is necessary. The project team will work with community to identify components of business plan that will be implemented by using instruments that have been made. For example, community who earn a living by collecting wood may get a clear picture on what to do if they convert into aquaculture or fish trading business. Indirectly, the analysis carried out with the people will enhance the ability of the business plan to be developed.
Specific activities: Dev. of assessment instrument to facilitate business feasibility; Development of community business planning; Revision and improvement of business assessment instruments

There are at least 75 business plan proposals from beneficiaries.
Objective 3 : Improving institutional capacity to manage natural resources, thus can provide economic benefits for members
Indicator : 1. Existing independent, local business institution that has good managerial and financial system.
2. Existing business institution plan that is consistent with ecosystem restoration plan and the design of REDD projects.
Activities : 1. Preparation of Business Institution
Needs of local business institution to facilitate local productivity is required to guarantee the protection of its members productivity, particularly to increase bargaining position against the price of the products. It will also provide easy access to capital and markets. By using "from, by and for members' managerial approach, Puter Indonesia will facilitate the development of financial managerial rules, administration, control, function, communication protocols, staff and services of the institution. While the form of the institution can be in form of cooperatives, associations or other kind of forms as needed.
Specific activities : Establish a program implementing institution (eg, the development of institutional components; preparation of management and structure; set up work plan)
Output : The establishment of program implementing institution and its management members
Indicators of success: The functioning of institution?s activities in accordance with the intention of the founding
2. Training of Institution Managerial
Puter Indonesia will develop a training need assessment instruments for prospective beneficiaries to be used as the material in the making of specially designed training curriculum. The primary materials are financial management, organizational management and programming. The training will be followed by management members of the prospective business institution in particular and program beneficiaries in general.
Specific activity : Develop training need assessment instrument; Set up curriculum/training modules of financial management, organizational management, and programming; Training on financial management, organizational management, and programming; Revise and improve the curriculum/modules training
Output : Realistic and practical curriculum/training modules; 70 people being trained
Indicators of success: management members may execute functions of institutions in accordance with modern management
3. Development of Institution?s Business Planning
Prospective beneficiary location in Terantang and Terantan Hilir has Rotan Taman/ Segi (Calamus Caesius) and Rotan Irit (Calamus Trachycoleus) production. Therefore Puter Indonesia encourages initiative of community empowerment in rattan product innovation in a sustainable manner by developing and increasing the capacity of local communities to produce rattan-based end products for sustainable economic improvement.
Assessment instrument to facilitate the feasibility of the institutions? proposed business in line with REDD + scheme and ecosystems restoration made by Puter Indonesia becomes a guide to facilitate the types of business organizations to assess the feasibility of a business plan and ensure the plan can be implemented in accordance with the principles of business and assessment instruments.
The project team will work with community to identify the components of business plan and it will be implemented by using instruments that have been made including the component of financing and licensing. For example, the institution will analyze business opportunity that may be carried out in both scheme of ecosystem restoration and REDD + in business of endemic trees breeding. The seedling can be use to supply the restoration or the business concept of Community Forestry (HKM), which will provide immediate benefits for the institution. While institutional services that will be encouraged in accordance with the productivity and the potential of the village being intervened are as set forth in Figure 1: a. rattan craft, b. rattan buyer from farmers, c. rattan drying process and, d. savings and loans.
The expected outcome of this activity is the formation of rattan farmers? institution and the established partnerships with related agencies such as the Creative Enterprises and SMEs Agency and Tourism Agency or private parties.

4. Technical Training on Business Chosen by the Group
Training needs assessment instruments for prospective beneficiaries will be used as material in making specially designed training curriculum. The primary material is technical skills on production or cultivation that are tailored to the type of business group and individual choice. The materials will be prepared by technical consultant based on the information of training needs analysis. Training will be conducted in two villages in the area of this project.
Specific activity : Develop training needs assessment instrument; Set up technical training curriculum/modules of cultivation or business; Implement technical training on cultivation or business; Revise and improve training curriculum/modules
Outputs : Existing realistic and practical training curriculum/modules

Business choices of people and institutions/collective that have been analyzed from the feasibility and business plans aspects are then implemented by setting up production means such as construction of production infrastructure, location, labor, including capital (seed money). The whole process will be facilitated by technical consultant and Puter Indonesia, including in ensuring that all business plans that have been prepared by individuals and institution are implemented according to plan.
Specific activities: Preparation of production means (eg disbursement of business funds, location, labor, production facilities etc.); monitoring the preparation of production means, production processes and marketing.

2. Book on dissemination of REDD + and the power of the people
Establishing the book as a reference in REDD + issues.
Documenting a community organizing experience in the context of ecosystem restoration and REDD + implementation is necessary because it is a new approach. The entrepreneurs/project developers always look for profit, and on the other hand, maintain environmental services. REDD + implementation is a new thing in Indonesia and also for international community. Documentation in a book format will review different perspectives; the project developer, the people and government/state as well as from the point of the organizers.
Puter Indonesia team will determine the theme, writing structure, a team of writers, editors and layout to produce a book on organizing experience in the context of REDD+. The contents of the book will plan to review about:
1. Community organizing: What and why organizing; what is being organized; issues being managed;
2. The phenomenon of REDD + issues from the perspective of international community, Indonesian government, project developers and the people;
3. Empirical experience of the field; a case in Central Kalimantan
The target groups of this book, among others are governments, project developers and non-governmental organizations.
Specific activity: Set up the writing structure, writers, editing, printing and distribution.
Output : 200 copies of the book, reviewing issues of community organizing and REDD +
