Sustainable Utilization of Natural Resources and Community-Based Monitoring of Coastal and Marine Area in Wakatobi National Park
GOAL
In 2016, there will be no activity of natural resources destruction in coastal and marine area of Sombano Village and the improvement of marine natural resources to be used by the public in a sustainable manner.


OBJECTIVES
Objective 1 : By the end of 2014 there will be a decrease in the number of people who destruct natural resources in coastal and marine area of Sombano Village
Indicators : 1. The number of people who cut mangrove in coastal area of Sombano Village decreased by 60% from baseline data in 2012 which was around 600 people.
2. The number of people who carry out sand mining in coastal area of Sombano Village decreased by 40% from baseline data in 2012 which was around 50 people.
3. The number of people who perform coral mining in coastal area of Sombano Village decreased by 70% from baseline data in 2012 which was around 80 Head of Households.


Activities : 1. Village-Level Workshop on ?Community-based Sustainable Natural Resources Utilization?
This village-level workshop will be held on the second month of the ongoing program at the office of Sombano Village. The organizer of workshop will be One Moolu Group. The participants are the community of Sombano Village whose livelihoods is related to the natural resources of coastal area in Sombano Village. Resource persons will be invited to raise awareness action related to the existing condition of Sembano natural resources. In this workshop, a monitoring on the implementation of natural resources utilization will be designed by the community of Sombano Village.
2. Monitoring of natural resources in Sombano Village coastal area by the community of Sombano Village
Monitoring activities will be started on the third month of the ongoing program in the coastal area of Sombano Village. In the beginning it will be carried out by One Moolu Group, then Sombano Village community from 2 (two) sub villages will be involved. The monitoring will be performed by 5-10 persons using a stem body bodi batang surrounding the coastal area of Sombano Village, to prevent and reduce the destructive utilization of natural resources. The prevention is done by collecting data of natural resources users who are doing destructive activities and who are caught by the persons who monitor.
3. Island-level Workshop on ?Community-based Sustainable Natural Resources Utilization?.
The workshop will be held on the 12th month of the ongoing program in Sombano village and carried out by One Moolu Group. The participants in this workshop are resource users of Sombano Village marine area, Heads of Villages, Head of BPD of Kaledupa Island, Heads of Kaledupa Districts, Heads of South Kaledupa District, Head of SPTNW II Kaledupa, Heads of Community's Groups, People's Organizations, NGOs, Head of Wakatobi Marine and Fisheries Department and Head of Wakatobi National Park. The aims of the workshops are:
? To mobilize real support from institutions and related parties on natural resources monitoring program conducted by Sombano Village community.
? To disseminate monitoring practices of natural resources by Sombano Village community.
Objective 2 : By the end of 2014, the number of people doing destructive fishing activities (bombs, anesthetics and tuba root) in Sombano Village marine area decreases.
Indicators : 1. People who use bomb as fishing gear decreased by 70%.
2. People who use anesthetics and tuba root as fishing gear decreased by 40%.
3. People who use bomb as fishing gear decreased by 70% from baseline data in 2012 which was as many as 9 (nine) people.
4. People who use anesthetics and tuba root as means of catching fish decreased by 30% from basic data in 2012 which was as many as 5 (five) people.
The heterogenous community of Sombano Villager knew bomb as fishing gear since 1970's. This practice has decreased in 2005 ? 2011, with zero perpetrators from the village. In 2010 a training on the usage of kedo-kedo(traditional, environmentally friendly Bugis? fishing gear) as fishing gears for coral/reef fish and sea fish were carried out. Kedo kedo up till now is still being used as community's fishing gear. But the catching of fish using bomb and anesthetics around the reef of Sombano island occurred again in 2012 with perpetrators from outside the village. Based on local wisdom, the usage of bombs and anesthetics are not specifically the culture of Sembano and generally Wakatobi community. It's about the mindset that must be contextual to local condition as a society that upholds values.
Activities : 1. Training on techniques of natural resources monitoring by Sombano Village community
Training activities will be held in the 2nd month of the ongoing program in Sombano Village. It will be conducted by One Moolu Group by inviting facilitators who have expertise in the field of natural resources monitoring by community. The participants are members of One Moolu Group and representatives from Sombano Village community from each sub villages. Training materials includes Critical Legal Education, Technique of data collection and analysis of monitoring data, and Drafting of monitoring report.
2. Community Monitoring on fishing gear
The monitoring will be conducted on fishermen who catch fishes or other marine life in the coastal and marine area of Sombano Village. It will be carried out in the 3rd month of the ongoing program. The community monitoring will be aimed at fishermen who catch fish in the coastal and marine area of Sombano Village. It is carried out by collecting data of fishermen (name, village of origin, means of transportation) and catching activities that is being done (fishing gears and fishing results, etc).
3. Producing popular media (fact sheets, village newspaper, participatory video, etc)
Popular media production activities will be carried out in the 3rd till 6th month of the ongoing program and implemented by One Moolu Group involving Sombano village communities and in collaboration with the Media FORKANI. This activities is an outreach media, relating to the impact of destructive fishing practices, and it is to bring new awareness on methods of non-destructive fishing.
4. Reporting the result of natural resources monitoring
The activities of reporting the result of community?s monitoring on the fishermen and marine resources in Sombano village marine area will be carried out on the 4th month of the ongoing program. It will be held at the institutions? office that have main duties and functions of community development and marine and fisheries management. The monitoring result is in the form of recapitulation data which is delivered each month. It is collected by Sombano village community who get involved in the monitoring of fishermen who catch fish and other marine life. The data is provided to the government of Kaledupa District, Wakatobi Marine and Fisheries Agency, and Area II of Kaledupa National Park Management Section.
5. Stakeholder workshop on ?Implementation of Community-Based Sustainable Fisheries Concept?
This activity will be carried out on the 12th month of the ongoing program. The stakeholder workshop will be held by One Moolu Group, inviting fishermen representatives from each of village in Kaledupa island, Head of Village and Head of BPD from each village, District Government, Wakatobi National Park, Wakatobi Local Government, Community Groups, People's Organizations, NGOs and related organizations.
6. Training on processing marine and land products as a sustainable livelihood
Training activities will be carried out on the 14th month of the ongoing program by presenting a trainer who has expertise in business development of marine and land products, as one of the efforts to increase selling price of marine and land products. The participants of the training are One Moolu Group and Sombano Village community that are actively involved in monitoring natural resources.

EXPECTED OUTPUT
1. Activity of natural resources users in coastal and marine area of Sombano Village after the implementation of Sombano Village Regulation on Natural Resources Management.
2. The declining number of people who destruct natural resources in coastal area of Sombano Village and who carry out destructive fishing activities (bombs, anesthetics and tuba root) in marine area of Sombano village, so that:
A. Marine resources can be maintained for the benefit of present and future generations.
B. Intact ecological function of coral reefs and all important habitats in Wakatobi National Park area.

Direct One Moolu Group, Sombano Village communities and Kaledupa Island communities, with total population of 11,994 people, and an estimated population ratio of men and women of 1: 5.
Indirect Wakatobi Community, Wakatobi Government, Wakatobi National Park, and Consumers of Marine Resources at the regional, national and international level.
