Rescue Population of Jalak Bali (Leucopsar rothschildi) Through the Program Captive breeding of-Based Communities in Village Sumberklampok (Village Buffer National Parks Bali Barat)
GOAL
By the end of April 2015, community of Sumberklampok village who become members of KPCBS ?MANUK JEGEG? have succeeded in developing Bali Starling captivity and have released 2 pairs of adult Bali Starlings owned by the group.

OBJECTIVES
Objective 1 : To develop community-based Bali Starling captivity in Sumberklampok Village.
Indicators :
1. There are 20 skillful breeders in captivity techniques of Bali Starling.
2. The 8 breeders have structure and infrastructure of captivity (cages, captivity licenses, and adult Bali Starling birds).
3. The increase number of Bali Starling, from 53 starlings in May 2013 to 184 starlings in the end of April 2015.
4. There are distribution licenses to breed Bali Starling outside Sumberklampok Village.
5. Two pairs of Bali Starlings (4 birds) are released in the area of Sumberklampok Village in the end of April 2015.
Activities :
1. Routine Meeting
? Conducting twenty-four routine meetings with members of KPCBS MANUK JEGEG on the first week of each month for 24 months. The monthly meeting will be started in May 2013, also attended by TNBB, village government of Sumberklampok and Seka Foundation as the facilitator.
? The routine meeting will be held in member's houses alternately.
? In the routine meeting, the development of breeding activities will be discussed. It will cover: treatment systems, health handling, food management, pedigree recording, how to submit distribution license, habitat management plans and the release.
2. The first technical training of captivating Bali Starling
? Conducting the first training of captivating technique for Bali Starling breeders. The total of participants are 30 people, consisting of KPCBS MANUK JEGEG members, TNBB staffs (trainers) and SEKA Foundation (facilitators).
? The training will be conducted in the second week of May 2013 for 3 days in TNBB meeting room.
The training material is about birds captivating management which covers captivating system (structure and infrastructure, treatment, health handling), procedure and rules of breeding a bird which is protected by laws.
3. Apprenticeship
? Becoming apprentices to learn on how to breed Bali Starling in Bali Starling training center of TNBB. This activity will be participated by 20 members of MANUK JEGEG.
? The apprenticeship will be conducted in the fourth week of May 2013.
During the apprenticeship, the participants will get guidance from TNBB staff and learn daily breeding activities which cover: treatment systems, health handling, food management, pedigree recording, reporting and procedure of release.
4. The second technical training of breeding Bali Starling
? Conducting the second training of captivating technique for Bali Starling breeders. The total of participants is 30 people, consisting of KPCBS MANUK JEGEG members, TNBB staffs (trainers) and SEKA Foundation (facilitators).
? The training will be held in the second week of June 2013 for 3 days in Sumberklampok Village Hall.
The training material is about pedigree recording, identification and breeding monitoring procedure and reporting.
5. Comparative Study
? Conducting comparative study to Bali Starling breeding site which is managed by women in Kertosono District, Nganjuk Regency, East Java and in Klaten, Central Java. This activity will be participated by 40 members of MANUK JEGEG who are couples (husbands and wives) of breeders.
? The comparative study will be carried out in the fourth week of June 2013 for 3 days.
The comparative study is conducted by directly visiting Bali Starling breeding site in Nganjuk and Klaten. Aside from seeing the activities of breeding on the spot, the participants will also discuss with breeders who become the resource persons to gain some experience in breeding activity. The purposes of this comparative study are: 1) To improve the knowledge and skill of breeder families (husbands and wives) related to the breeding management in Klaten and Nganjuk. 2) To motivate and build confidence of breeder families (husbands and wives) so that the breeding activities in Sumberklampok will be succeeded.
6. Preparing the structure and infrastructure of breeding
? Making 8 breeding cages by 8 members of MANUK JEGEG which based-on the regulations.
? The making of breeding cage is planned to be started in July-August 2013 at each breeder's house with their own subsidies.
The purpose of constructing captivating cage is to make cages for Bali Starling and also to fulfill one of the requirements of getting breeding license.
7. Submitting a letter to borrow adult Bali Starling to Association of Starling Conservationists (APCB) in Bogor
? Borrowing 8 pairs of adult Bali Starlings for 8 breeders with borrowing period of 2 years.
? The letter of borrowing adult starlings will be sent in August 2013 after having had the recommendation from the Head of West Bali National Park.
It is to add the number of adult Bali Starling so that the population rate can be accelerated. The borrowing of adult starling is addressed to APCB because when the breeding activity was planned in November 2010, APCB has committed to help in the form of lending adult Bali Starlings. The first realization was in the form of lending 15 pairs of adult starlings to 12 members of MANUK JEGEG in May 2011.
8. Writing and submitting 8 proposals of breeding license
? The 8 proposals of breeding license for the members who have not had breeding licenses are submitted to Natural Resources Conservation Agency (BKSDA) of Bali Province. Each breeder will write the breeding license proposal with the help of West Bali National Park Office (BTNBB) and Seka Foundation.
? Proposals will be submitted in August-September 2013.
The submission of breeding license proposals will be facilitated by TNBB staff and SEKA Foundation.
9. Handover of Bali Starlings and breeding licenses
? Handover of 8 pairs of adult Bali Starlings from APCB and of 8 breeding licenses from BKSDA of Bali Province to 8 members of MANUK JEGEG.
? The starlings handover and breeding license is planned to be held in September 2013 in Sumberklampok Village Hall.
The activity will be attended by couples (husbands and wives) of breeders, Sumberklampok Village government, General Directorate of Forest Protection and Nature Conservation (Dirjen PHKA), West Bali NP, BKSDA of Bali, APCB, Bali Province government and Buleleng Regency government.
10. Bali Starling captivation
? The activity of Bali Starling breeding will be carried out by 8 members of MANUK JEGEG especially by those who have got the loan starlings from APCB.
The breeding activity will be conducted in each breeding cage owned by the members and will be started in October 2013.
11. Submitting distribution license
? Submitting distribution license for 12 breeders to BKSDA of Bali Province so that they can breed Bali Starling outside Sumberklampok Village. This activity is only for 12 breeders who have succeeded in breeding Bali Starling with help from West Bali National Park Office and Seka Foundation, while the other 8 breeders have not yet got the license.
The activity is planned to be carried out in December 2014.
12. Release of Bali Starling
? Releasing 2 pairs (4 starlings) of Bali Starlings in Sumberklampok Village area by KPCBS ?MANUK JEGEG.? This activity will be attended by Sumberklampok Village government, Dirjen PHKA, West Bali NP, BKSDA of Bali, APCB, Bali Province government and Buleleng Regency government.
The activity is planned to be carried out in the end of April 2015.

Objective 2 : To develop food business of Bali Starling and captivating equipment.
Indicators :
1. There is fund managed by KPCBS ?MANUK JEGEG? for the business of Bali Starling food cultivation which are: mealworm and cricket which will be distributed to 20 households (40 people) or members of the group.
2. There is fund to start running a food store which supplies food for Bali Starling or other fowl and is professionally managed by KPCBS ?MANUK JEGEG.?
3. There is fund to start running a store which sells breeding equipments and is managed by KPCBS ?MANUK JEGEG.?
Activities :
1. The group?s business plans meeting
? Conducting a meeting twice with all breeder members/20 KK (husbands and wives) to discuss the formation of the group's business in the field of Bali Starling food cultivation, fowl food supply and breeding equipments. It will be facilitated by Indonesia Bird Association (PBI) Jembrana, West Bali NP, Agriculture and Farming Agency of Buleleng Regency, and Cooperation, Industry and Trade Department (Diskoperindag) of Buleleng Regency.
? The meeting will be held in the second and third week of July 2013 in Sumberklampok Village Hall.
? In the meeting, business form, business management, business locations and profit sharing system will be discussed.
2. The group?s business management training
? The training will be participated by 6 members of MANUK JEGEG who has been appointed to run the group businesses. The trainer is from Diskoperindag of Buleleng Regency.
? The training will be carried out for 3 days in the fourth week of July 2013 in Sumberklampok Village Hall.
The training materials are basic accounting, management strategy of collective business, and procedure of establishing collective business.
3. Training of Bali Starling food cultivation
? The training will be participated by 20 members of MANUK JEGEG. The trainers or resource persons are from TNBB and SEKA Foundation.
? The training will be carried out for 3 days in the second week of August 2013.
The training material is about basic cultivation of Bali Starling foods which are mealworm and cricket. The mealworm and crickets are obtained from Jembrana city, 30 km from Sumberklampok Village.
4. Pilot project of Bali Starling food cultivation (mealworm and cricket)
? The activity will be conducted by KPCBS ?MANUK JEGEG? under direct supervision of Seka Foundation
Pilot project will be carried out in the third week of August 2013
5. Running group?s businesses
? Preparing the structure and infrastructure of businesses that comprises of business locations and business equipment (display window, tables, chairs, books, calculators, weight scale and name tags).
? Provisioning the products to be marketed, which are animal foods and captivating equipments.
The businesses will be carried out in the first week of October 2013.

Objective 3 : To monitor and report the finance and the program activities.
Indicators :
1. There is a monitoring of program development every 3 month to see whether the activities are conducted according to the plan.
2. There is a routine evaluation of the on-going program every 6 month to see whether it has achieved the set target, and there is a solution to solve the problem which is faced in achieving the target.
3. There is a development report every 3 month, in the form of narration and financial report along with the supporting proof.
4. There is a final report (narration and financial) which contains complete and detailed explanation about the series of activities in achieving the set goal and also next program plan.
Activities :
1. Monitoring
The monitoring is conducted every 3 month to monitor the development of the ongoing activities. It will be carried out jointly between SEKA Foundation, TNBB, MANUK JEGEG and GEF. The activity will be started in July 2013.
2. Evaluation
The evaluation is conducted every 6 month to evaluate how far the activity has achieved the set target and to find solutions for problems that arise during the activities. It will be started in October 2013.
3. Development report
Development report is written every 3 month to give information regarding the ongoing program. The reporting of development will be started in July 2013.
4. Final report
Final report is written by the end of the program (end of July 2014) as a sort of complete accountability for the program that has been performed, also contains plans for the continuity of the program. Final report consists of narration and financial report.

EXPECTED OUTPUT
1. Twenty people from Sumberklampok Village community who become members of KPCBS ?MANUK JEGEG? succeed in captivating Bali Starling.
2. The population of Bali Starling in KPCBS ?MANUK JEGEG? is increased, from 53 starlings in April 2013 to 184 starlings in the end of April 2015.
3. Four Bali Starlings from the captivation site are released in the area of Sumberklampok Village in the end of April 2015.
4. There is an economy increase of 20 breeders by captivating Bali Starling outside Sumberklampok Village and by developing joint businesses.

Direct : 20 households or 40 people (husbands and wives) of Bali Starling breeders who become members of KPCBS ?MANUK JEGEG? in Sumberklampok Village.
Indirect : 3,184 people (869 households) in Sumberklampok Village with the ratio of 1,590 men and 1,594 women.
