Enhancing and Strengthening Capacity of Communities and Civil Society to Address Global Environmental Challenges
PROJECT OBJECTIVES AND EXPECTED RESULTS
The purpose of this capacity development project is to support the GEF SGP in its global effort to ?enhance and strengthen capacity of communities and civil society to address environmental challenges.?
This project is proposed to be implemented in collaboration with GEF SGP.

The GEF Small Grants Programme has identified weaknesses in the NGOs, CBOs and CSOs implementing community-based environmental projects. This stems from challenges with proposal writing in general and in particular, lack of experience with environmental projects and the infrequent adoption of participatory approach in project development, implementation and evaluation.

There is lack of adequate and appropriate monitoring and evaluation of projects. The timeline and quality of reports is compromised due to poor records and documentation.
Generally there are shortfalls in meeting objectives and completing projects satisfactorily as indicators are often not used. Also terms and conditions of the Memorandum of Agreement are not always adhered to.

The project will address the challenge related to of low capacity in NGOs, CBOs and CSOs. There is a need to build capacity among community based organizations, non-government organizations and other community support organizations. The main focus areas will be Proposal Writing, Project Management and Monitoring and Evaluation of projects with emphasis on environmental related projects in keeping with the GEF SGP requirements and focal areas. Through improved capacity these organizations will be equipped with the necessary techniques, and tool to prepare winning proposals to access grants through GEF Small Grant Programme and other agencies. They will also be better able to successfully implement and manage these environment related projects and other projects.

Specific Objectives of the Training:
At the end of the training participants will be able to:
? Write winning environmental related projects following GEF SGP guidelines.
? Will access funding from GEF SGP by submitting proposal that meets GEF standards.
? Utilized participatory methods in project identification and development.
? Utilized participatory methods in monitoring and evaluation of projects.
? Better develop project concepts reference to environmental challenges.
? Better understand GEF focal areas as they relate to project writing, monitoring and management.
? Develop a monitoring and evaluation plan for their projects.
? Complete an end of project study using SGP guide lines.
? Better able to implement and management a project successful throughout its cycle

1.4 DESCRIPTION OF PROJECT ACTIVITIES
In all three workshops emphasis will be on process formats and requirements relevant to the SGP.
In the area of monitoring and evaluation participatory M&E and identifications and use of indicators and reporting requirements of SGP will come into focus.

A pool of trainees and resource persons will be identified for the workshop and for post-workshop to follow up action. Already developed and tasked training programmes and learning materials will be used as a base. However these will be adjusted with inclusion of appropriate learning materials considering the SGP specific process and formats.

Organizing and implementing three (3) workshops focusing on the following areas:
? Proposal writing
? Project Management
? Monitoring and Evaluation with examples on environmental related projects.
