Protection and conservation of coastal fisheries to improve community fisheries livelihood
Angkol CFi is located in Angkol village, Angkol commune, Angol district, Kep province. Hundred hectares of seagrass beds and 46.41 ha mangrove forest and other coastal fisheries resources play important role in supporting local livelihood of the CFi members and neighbouring villagers. Kampot Fisheries Administration Cantonment reported 63 HHs of the CFi have fish and swimming crab fishing as their primary occupation. The primary gears used include gill net, crab trap, hand push net, hooks and line, cash net, and other manual fishing gears. Boats used in fishing include 20 manual rowing boats, 58 long tail boats. Some of the HH members also engage in other subsistent livelihoods including manual fishing, farming and in petty businesses.
Project objective
Enhance, protect and manage coastal fisheries resources including seagrasses, mangroves, and fisheries resources to ensure sustainable use and to contribute to improvement of livelihood of coastal fishers.
Objective 1: Fish catch in target area increased as a result of the designation and protection of 100 ha seagrass protection area, replanting of 4,000 mangrove trees over 3 ha coastal flat and establishment of a crab bank.
Objective 2: Community participated more actively in protection and conservation of and resource pressure on fisheries resources through development of complementing livelihood.
Expected outputs
? 100 ha seagrass protection area established with 90 concrete boundary post markers planted and 90 cement rings placed in designated locations recorded using GPS and formally recognised by competent agencies and local authorities;
? 4,000 mangrove trees planted over 3 ha coastal mud flat;
? a crab bank organised and a credit scheme established under the management of the CFiMC to provide free interest loan to the CFi members;
? CFi members, local authorities and relevant stakeholders are aware of activities, the importance of seagrass, mangrove, coral reef, and project concept;
? 160 CFi members and relevant stakeholders increased awareness of regulations relevant to fisheries, natural resource management, and climate change;
? Training provided to 20 HHs of the CFi on appropriate farming techniques to develop livelihood options and establish small credit scheme to support poor community members;
? Study visits to other communities with regards small credit and resource management such as seagrass, mangroves organised for 15 participants;
? Two billboards, 2mx3m, on mangroves and seagrass built to raise public awareness among the community and other stakeholders;
? Two patrol teams established and training on patrol protocols provided;
? At least 20 CFiMC members and local authority received training on management, report writing, and public relation with relevant agencies; and
? Patrol outpost/ecotourism facility provided to the community for use by the community particularly for patrol and management of the community resources.
Activities
? Meetings with communities, local authority and relevant stakeholders to raise awareness on the project concept and activities to be implemented to achieve the expected outputs;
? Training for CFiMC and local authority on management, report writing, and public relations with relevant agencies;
? Consultation meetings and taking GPS locations of seagrass beds, producing and planting concrete markers and cement rings at designated locations, reviewing and revision of seagrass maps at securing their endorsement from local authorities;
? Planting 4,000 mangrove saplings in designated location within 10 ha land with the participation of CFi members, fishers, authority, line agencies, and school children;
? Awareness meeting on crab bank, establishment of crab bank management committee and fund, development of relevant regulation (internal rule and by-law), building crab cages, and putting into operation the crab bank scheme;
? Organising events to raise awareness with the community on fisheries related regulation, natural resource management, and climate change;
? Provision of trainings to CFi members on appropriate farming techniques to develop livelihood options and establishment of small credit scheme to support poor members of the community;
? Study visit to other communities to learn from their experiences on small credit and resource management, seagrass and mangrove;
? Building billboards for public awareness within the community;
? Establishment of ecotourism sub-committee via election of member from within the community, development of by-law and internal rule, and provision of trainings on ecotourism management and visitor reception;
? Establishing patrol teams and provision of trainings on patrol protocols;
? Building of patrol outposts for community use in patrolling and as visitor centre; and
? Building billboards and awareness materials to raise community ecotourism profile.
