Conservation of brood fish in Ohchrau by Kampong Krasaing CFi, Borei Chulsar district, Takeo province
Kampong Krasaing CFi occupies over 3 former fishing lots, 2,812 ha, assigned to it from Takeo FiA Cantonment through an agreement dated 24 May 2012. The area is located southeast of the province and is bordered with Vietnam. An area 13 ha, former lot #2, within the CFi is assigned for brood fish conservation to benefit people from within and outside of the CFi.
Currently the CFi area is under threat to their destruction due to illegal fishing and weak capacity of the CFiMC, poor understanding among members of the need for protection of the fish resources, poor participation in protection of the resource, and lack of facility to define area for conservation. Lack of collaboration from border agencies and authority is another issues leaving the resource under sever threat. These have caused substantial decline in the fisheries resource. The main intervention proposed under the project include building a dike surrounding the conservation area, planting trees on the dike, maintain water level in the area between 0.5m and 1.50m, strengthening effective management through regular patrol. Training is to be provided to the CFiMC (30% women), and raising awareness to promote participation through information campaign in villages and posting sign boards. Livelihood support through provision of credit to women groups to diversify income generation activity such as livestock farming will also form part of the project. Collaboration and partnership with FiA, relevant border authorities and agencies will be sought to promote effective conservation of the area along with livelihood improvement of the participating communities.
Project objective
Improve livelihood of members of Kampong Krasaing CFi and promote their participation in sustainable use and management of natural resources in the area.
Objective 1: By the end of the project in March 2015 the 13 ha brood fish conservation area within the Kampong Krasaing CFi, participated by 6 villages, is effectively protected.
Objective 2: By the end of the project in March 2015 the CFiMC consisting of 20 members, 4 women, has the necessary capacity to manage the community effectively.
Objective 3: By the end of the project in March 2015, out of 208 participating households in women groups in Kampong Krasaing CFi, 80HHs have capital to diversify their livelihood, 64 HHs - raise livestock, with additional 64HHs - share the same practices in the second cycle, and all with 25% raise in annual HH income will be achieved.
Expected outputs:
1.1 CFi members in the four villages surrounding the conservation area, local authority and other stakeholders increased their awareness and participated in project implementation;
1.2 A dike 2,116m long is built surrounding the conservation area, (Base width, height and top width: 4mx1.5mx1.5m);
1.3 1,000 trees of flooded forest species (Raing, Kdol, Thnann, Smahj, Sangke) are planted and growing well on the dike;
1.4 A CFi office is built, 4mx6m, concrete pillars, wooden wall, and tin roof;
1.5 5 billboards and sign boards are built in the target villages and at the CFi office to raise awareness on rule for fishing;
2.1 30 member of CFiMC, 6 women, have understandings of the provisions of the fisheries law, and their role and responsibility, and attain 70% improvement in their performance;
2.2 The project successfully implemented and information and lessons shared and solutions sought with local authority and relevant stakeholders;
2.3 Credit management committee, 32 members with 60% women, attain 60% performance;
3.1 Four women credit groups have improved and strengthened their operation;
3.2 Animal bank in four villages, Sangkum Meanchey, Kdol Chrum, Borei Chulsar, and Kampong Krasaing) established and effectively functioned.
Activities
1. Building a dike surrounding the conservation area, 2,116m long, (Base width, height, top width: 4mx1.5mx1.5m)
2. Planting 1,000 saplings of flooded forest tree species (Raing, Kdol, Thnan, Smach, Sangke) on the dike surrounding the conservation area;
3. Fixing planted area with 300 saplings to be done by CFiMC and members of the CFi;
4. Building an outpost, 4mx6m, with concrete pillars, wooden wall and tin roof, for patrolling and guarding the conservation area;
5. Implementing patrol plan, 5 patrol team members/day, and display of 5 posters within the participating villages and at the outpost to make local people aware and comply with rule/restriction by community;
6. Provision of training on role and responsibility, fisheries law, CFi management plan and use of natural resources;
7. Study visit to Vigelance in Kampong Cham;
8. Strengthening existing women credit group and selecting women to add to the existing management committee to improve the group performance;
9. Provision of training on livestock farming for 64 members;
10. Meeting with women group to raise awareness on the internal rule for the group and financial and loan procedure;
11. Meeting with women group to raise awareness on the benefits of animal bank, selection of recipients of swine, chicken, and share document on animal bank process and procedure;
12. Forming a livestock farming group and processing request for permission from local authority, purchase of animals by commune and district; and
