Reducing Human Exposure to Chemical Herbicides in Laborie, Saint Lucia .

The group has observed the excessive use of chemicals in gardens, for clearing shrubs and even in school farms and have decided to implement a project which will reduce and even eliminate the use of such chemicals while creating employment. The project objectives are to: (i) increase awareness among residents and by extension Saint Lucians of the harmful effects of chemical herbicides; (ii) introduce an alternative technology to control weeds that will reduce exposure to chemical herbicides; (iii) train 15 persons in the use of the alternative technology and create employment for up to 15 persons through this technology; and (iii) document and disseminate lessons learnt from this project as part of environmental conservation and sustainable living awareness. The goal as stated in the project document is to create a safer environment through the reduction in the use of chemical herbicides and the project will contribute to the CPS outcome of significantly increasing awareness of chemical pollution and alternatives to agro-chemicals.

Project Characteristics and Results

Promoting Public Awareness of Global Environment

A significant component of the project is to use effective methods to increase public awareness of the impact of toxic chemicals on the environment. Appropriate indicators will measure change from a baseline. A case study on the process will be published.

Gender Focus

Attempts will be made to include at least four (4) women in the training and capacity development activities. Careful documentation of the relative participation of men and women in this project will be made.

Capacity - Building Component

The grantee will become trained in SGP approaches and methodology but will also act as a mentor to 15 small business enterprises which will be established. There are also many significant capacity development workshops which will be implemented.

Replication of project activities

The project was well documented and as such the lessons learned could be used to design a new project.

Emphasis on Sustainable Livelihoods

The project will result in the establishment of 15 micro enterprises (sole proprietors) who will be trained in an alternative way of managing weeds, grass, shrubs and in so doing reduce the use of toxic chemicals.

Notable Community Participation

The success of this project is based on designing and implementing an effective and an inclusive programme through a consultative and participatory process. There will be meetings, workshops, surveys and both formative and summative evaluation sessions.

Project sustainability

This project has a two-year post project monitoring clause which means that the grantee must report back to GEF SGP by March 2018 at the latest. We are currently in negotiations with the grantee on how to use the remaining funds.

Project Results

This project was developed to reduce the use of chemicals by householders and community organisations in the village of Laborie. The primary output results were as follows: (i) Significant awareness raising of various publics, namely the farmers, primary and secondary school students, and service organization on the negative impact of chemicals on the environment; (ii) Ten (10) persons (6 men and 4 women) trained in the use of weed whackers and also in the maintenance and repair of small engines as well as entrepreneurship and stewardship; and (iii) Ten persons (6 persons and 4 women) received equipment which has made them ready to establish micro enterprises to provide services to their community and beyond.

Other outputs include the employment of five (5) persons during project implementation, receiving total income of US$670.00.

Due to the two-year post project monitoring component, it is too early to distil lessons as the trained individuals are now out in the field contributing to the reduction in the use of toxic herbicides (Quantities are not yet available).
