Application of solar energy to the production and processing of fish sauce for poverty alleviation and sustainable development in Cam Nhuong commune, Cam Xuyen district, Ha Tinh

The primary aim of the planning proposal is to prepare input indicators for developing project proposal " Application of solar energy to the production and processing of fish sauce for povery alleviation and sustainable development in Cam Nhuong commune, Cam Xuyen district, Ha Tinh" and ensure the project running feasibly later. Specific objectives include (i) Conducting assessment and data collection (ii) Work with different stakeholders to mobilize cofinancing sources (iii) report writing and completed project proposal. Detailed activities include (i) Assessments are conducted including those in coastal areas where there are fish sauce processings in order to reach datas for project design and chosen project location; assessment on fish sauce processing with application of solar energy implemented in some districts Ky Anh, nghi Xuan, Thach Ha in the province to study on results, lesson-learnts as well as short-comings (ii) meetings with community to work out project management cycle, with local government at all level to mobilize cofinancing resources as well as transfering technology in the area, with technical experts to work out timeframe, workplan and fuctions assigned for each personel. (iii) Study on relative research topics and writing project proposal based on data collected.

Policy Influence

The initiative is meaningful for women in particular and for the local sustainable socio-economic development. The local government plan to adopt enabling policy for replication or upgraded models including preferential loans, support technique.

Replication of project activities

The project's model has been replicated in provinces of Nghe An (2 locations), Ha Tinh (4 districts), Quang Binh (4 models) and Ho Chi Minh city.

Project sustainability

Using solar energy in fish sauce production has reduced labor costs; increase economic efficiency and reduce environmental pollution, improve product quality. This help reduce labor costs by 70% resulting in the product reduction by 15%, the profits increase of 18% compared to the tradition method. With this achievement, the application of the model in the project will certainly help bring success to the livelihoods of the fish sauce producers increasingly towards stable quality, enhance economic efficiency, and reduce environmental pollution. The initiative is meaningful for women in particular and for the local sustainable socio-economic development. The local government plan to replicate models for households in the similar social condition communes and also adopt enabling policy for replication or upgraded models including preferential loans, support technique.

Project Results

The project was implemented from September, 2014 to September 2016. Application of solar energy for fish sauce production deployed in Cam nhuong commune, Ha Tinh province, a northern central coast. The solution of using solar energy in fish sauce production process is green innovation and very meaningful in terms of economic development and environment protection.

The project has achieved the following key results:

- Organized 20 vocational training courses for 500 workers on fish sauce production methods using solar energy. The project has provided training, technical transfer of fish sauce production procedure using solar heating system for nearly 500 workers in Cam Nhuong commune. 90% of them are women.
- Established a co-operative of fish sauce production using solar energy, promoting the model of linking co-operative economic entities in fish sauce production and consumption in the locality. The fish sauce cooperative, named Nam Hai, consists 20 members, of which 18 members are women.
- The project gave micro credit of USD 300 per household for production equipment. Loans proves really effective after two years. Households returned loans for further revolving
Fish sauce products were brought to market, registry for quality, branding for the product. The product have been appreciated by people and accepted by market.
- Developed 20 demonstration models of using solar energy in fish sauce production.
- Developed trademark and product quality registry for these 20 models.
