This PG was approved to assist the Anse Kawèt Crafters to undertake the preliminary work associated with the establishment of a management area in Laborie Bay, which would ensure the protection and effective management of the coral reef systems, while allowing for the growth of small and medium enterprises.

During this phase, the grantee went on learning visits to the Soufriere Marine Management Area and Marigot Bay, both of which are famous for yachting. They also hired a marine expert who gave significant in-kind contributions to the project and produced a report titled Yachting in Laborie (by Marigot Sunshine Ltd). This report identified the many uses of the bay and made recommendations for:

(i) the precise location of marine buoys; and
(ii) the preparation of an environmental plan which will include recommendations for holding tanks within Laborie Bay; solid waste management; waste oil and battery disposal; public toilets; and identification of no anchoring zones.

The report also identified a strategy for marketing and promoting Laborie Bay as a yachting destination. Among the recommendations were:

(i) the development of a website;
(ii) the publication and wide circulation of leaflets;
(iii) the effective use of social media;
(iv) the establishment of a communication system which includes VHF Radios;
(v) press releases;
(vi) special events; and
(vii) advertising.

The report also listed the major infrastructural interventions such as (i) the establishment of navigation marks and marine buoys; (ii) pier lighting using solar lights; (iii) pier refurbishment and safety improvements; (iv) design and construction of new fishing jetties; (v) design and construction of park/plaza; and (vi) establishment of a marine VHF Station.

The report also identified the specific skills set required and the areas of training for community people.

During this phase there were community information sessions and meetings with several stakeholders. Digital Maps were prepared and a study of relevant legislation was completed.

Economic Impact: One person was employed as a marine advisor and he received a total contribution of XCD$5088 (US$1884.00) for his professional services.

Capacity Development: Eight women (8) and six men (6) were trained in the identification of environmental issues affecting reefs and links with Climate Change; Institutional issues; and legal framework for coastal marine management in Saint Lucia.

This phase ended with the preparation of a FG proposal which was submitted to the GEF SGP UNDP for consideration.
