In July 2013,the Minister of Finance signed a fund order to authorizing the DNPW to establish treasury funds in its Five national parks, including Liwonde, which would enable DNPW to share revenue generated from the parks to the surrounding communities.However there is need for USACOL to strengthen its capacity in areas such as financial management,micro-project planning and appraisal and restating the 31 Village Natural Resources Committees (VNRCs) that sooround Liwonde National Park.Efficient and equitable reutilization of the revenue accruing from the park is critical to building trust between USACOL and the wider communities around the park .

This project is aligned to both national and international policies and conventions to which Malawi has subscribed. The Wildlife policy (2000) and amended act of 2004, promotes participation of local communities in sustainable wildlife conservation and benefits sharing to the communities accruing thereof for poverty reduction. Strengthening of USACOL as grass root organization contributes to strengthening of democratic governance within the wildlife sector
