Preventing Accidental POPs Releases through POPs prevention Partnerships (PPP) for E-waste.

Project goal- To manage e-waste well in order to ensure there are no POPs emissions from e-waste handled under this project and create livelihoods for the informal sector in the process.
Project objectives
? To set up a collection system for e waste in 30 collection points in Delhi, 5 in Gurgaon and 5 in Noida.
? To collect 2500 Kgs of e-waste monthly through innovative PPP model and preventing 40,000 kg of POPs being emitted.
? To train at least 200 waste pickers and itinerant buyers to transform into authorized e-waste collectors as part of Chintan?s team.
? To demonstrate a sustainable, replicable and scalable means of e-waste handling without POPs production.
Project Activities:
? Identify an advisory group for the project comprising specialists in e-waste, communications and business planning.
? Meet key partners for the project
? Set up a helpline.
? Identify the key collection sources and approach them for a POPs Prevention Partnership.
? Collect 4000 kg of e-waste by the end of the project and diverting e-waste out of the POPs pathway
? At least 100,000 persons reached out to for collection of their e-waste, per annum, directly and indirectly in Delhi, Gurgaon and NOIDA, of which at least 50% of them will be women or girls
? At least 200 waste pickers and itinerant buyers trained for last mile formalized collection of e-waste, for POPs-Free Recycling
? Social media to at least 1000 relevant persons and organizations. The manual will be the result of documentation.
? Two workshops (100-300 people per workshop) with multi stake holders to share skills and best practices of the project
? One closing workshop to share experiences and how to prevent POPs from e-waste to be released via a PPP model
? A project that will become self-sustainable, not requiring further financial inputs.
? Produce manual.

Project Characteristics and Results

Capacity - Building Component

An innovative, multi media awareness program will be undertaken to enable 100,000 e-waste generators to understand the POPs problem and participate in the solution to prevent POPs release via their local actions. 200 waste pickers and itinerant buyers will be trained to transform into authorized e-waste collectors. Training will be done to ensure that they do not burn waste, or allow its burning or even all it to reach landfills where it is burned as all these 3 methods leads to GHG emission. Train 50 of the original trainees to impart training to other members of Safai Sena in the future.

Inovative Financial Mechanisms

Awareness material such as posters, standees, stickers will be developed. Material will be updated on facebook and twitter and on other on-line sites. Media will be involved in sharing at least one story or radio interview on blog or 9 stories on e-waste.

Promoting Public Awareness of Global Environment

Demonstration on a sustainable means of e-waste handling without POPs production by implementing a viable business model will be done. The workshop conducted will act as a tool for knowledge management as it will transfer the knowledge to other centres of action. Constant meetings will be conducted in order to make the members understand the project in a better manner. Closing workshop will be organized to help others on how the project was undertaken and to enable further communications. A kick off meeting with the Safai Sena leaders will take place to explain them the activities to be conducted during the project.

Emphasis on Sustainable Livelihoods

The project?s aim is to combat the unintentional production (because of burning disposal system) of POPs chemical, especially dioxins and furans, as well as green house gases from e- waste, by setting up an alternative handling and recycling channels for e-waste through a POPs Prevention partnership (PPP). Collection system of E-waste will be set up in 30 collection points in Delhi, 5 in Gurgaon and 5 in Noida. The project will offer them alternative green jobs which even women in need of flexible working hours will do. There will be a big boost for the waste pickers who often earns less than minimum wages. To collect 250 kgs of e-waste monthly from schools, residents, offices etc through a scale up approach.

Gender Focus

The role of women waste pickers will be particularly focuses on flexible activities such as segregating e- waste, as they require this flexibility to look after their homes. Collection will be undertaken by 200 trained waste pickers, of who 50 will be women. Waste pickers both men and women and itinerant buyers, being trained, picking up e-waste and participating in many aspects of decision making.

There will be an involvement of Advisory board, the municipalities etc and also facilitates replication.

Project Results

? A total of 6142.06 kilo grams of e-waste collected from RWAs, Schools, College, Institutes and Development organizations. All the e-waste collected was transported to Chintan?s authorized collection centre located in the industrial area on GT Karnal Road, Delhi to be further sent to Attero, the formal recycling partner.
? A total of 126556 people reached through workshop, awareness drives. The awareness campaigns in schools and RWA?s positively impacted students, teachers, administrative staff, professionals and homemakers. Over 35,364 individuals out of whom 15,207 males and 20,157 females in the Delhi NCR region have been reached out through peer group and family interactions. The Target for reaching out 100,000 persons was already achieved in by the end of mid-term evaluation.
? Two video clips Citizens at Risk (produced by Chintan) and Story of Electronics (produced by The Story of Stuff and Electronics Take Back Coalition in November 2011) was used to provide general awareness on e-waste and its disposal. These movies emphasize the harmful effects of e-waste on human lives and its disposal mechanism in both the formal and informal sectors.
? A total 252 waste pickers and itinerants buyers were trained. Two trainings were conducted in Bhopura & Tila Mor, where a total of 100 waste pickers (including 52 women) were trained on e-waste and its toxicity. The training was based on the E-waste (Management) Rules 2015. It included concepts of e-waste collection, segregation, management and e-waste trading techniques. A total of 267 waste pickers received training by the end of the year 2015, among which 149 females (55.8 %) and 118 males.
? Chintan established temporary collection points during e-waste drives which are maintained by volunteers? onsite for the duration of the drives. Besides this, 5 collection points have been established from where e-waste is regularly collected. So the total number of established collection points
