Development of Sveang Khean Commune Investment Programme/ Commune Development Plan (CIP/CDP) 2015 incorporated climate change activities
Target community suffers from adverse impacts of climate change and other human activities including drought, increased use of chemicals such as pesticide, herbicide, chemical fertiliser, and lack knowledge by farmers on appropriate application of chemicals. This makes soil poorer and destroys biodiversity particularly those organises useful to crops. The issues are main contributors that minimise farmed products and increased needs for capital for such production and as a result people face with food insecurity. In addition past CDPs and CIPs have never given high priority on actions related to adaptation to climate change.
Need assessment of the commune council in the target area used to inform CDP/ CIP development practised so far has shown to contain gaps as many critical issues are not identified at the village level. The commune planning process and village meetings identified a set of issues different from what actually facing the community. In fact, commune council does not pay attention on the issues caused by climate change leaving a number of activities particularly agricultural dependent local livelihoods suffer from severe impacts of climate related effects recently.

Moreover the priority actions identified for the commune mainly focus on development or rehabilitation of road infrastructure in the commune at the expense of actions to improve agricultural productivity, the mainstay of local livelihood. After engagement with local authority recently it was found that gaps exist in current data collection in regards to climate change and all CDPs have never incorporated actions related to climate change.
To respond to the issues above the project seek to implement a number of activities as follows:


Overall objective: CIP 2015 has incorporated actions for adaptation to climate change and received support from relevant state holders in response to impacts of drought.
Outcome 1: By the end of 2014 Seang Kveang commune council has capacity to develop CIP with actions to adapt to climate change mainstreamed.
Output 1.1: Commune councillors and P&B Committee have capacity to apply VRA tools to consult with local people in identifying issues, needs and interventions for incorporation in the CIP development

Activity 1.1.1: Holding meeting with commune council, P&B committee and local police officers to disseminate the project objectives and develop a plan for training on VRA (half day at commune office) with 35 participants (7 commune councillors, 1 commune clerk, 1 local police officer, and 26 P&B committee members);
Activity 1.1.2: Provision of a three days training on how to conduct VRA for 34 particpants including commune councillors and P&B committee members (1 day to cover concept, 1 day for practical exercise, and 1 day for information analysis);

Activity 1.1.3: Cooperation with commune councils, P&B committee and relevant NGOs to conduct VRA in 13 target villages of Sang Kveang commune:
Activity 1.1.4: Coordination with commune council and relevant stakeholders to conduct an analysis of data collected through VRA (with 21 participants including 7 commune councillors, 1 commune clerk, and 13 P&B committee members); and
Activity 1.1.5: Holding meeting with commune council, P&B committee to reflect on lessons and good practices in VRA application in public consolation process.

Outputs 1.2: Draft CIP 2015 for Seang Kveang commune had incorporated climate change issues in sectoral situation analysis.
Activity 1.2.1: Holding of a meeting with commune council, P&B committee and relevant stakeholders to conduct an analysis of sectoral issues and needs (relevant NGOs should attend):
Activity 1.2.2: Drafting of a CIP document (with 8 participants: 7 commune councillors and 1 commune clerk);

Activity 1.2.3: Holding meeting with local people and relevant stakeholders to validate the CIP;

Activity 1.2.4: Collaboration with Seang Kveang commune council to participate in district integration workshop;
Activity 1.2.5: Submission of draft final of the CIP to the district council for review and adoption; and
Activity 1.2.6: Holding meeting with commune council and relevant stakeholders to reflect on lessons and good practices in CIP process.

Outcome 2: Contribute to enhance adaptation practices of Senag Kveang commune through support to adaptation actions stated in CIP 2015.
Output 2.1: Some climate change adaptation actions prescribed in the CIP 2015 are supported and implemented to contribute to adaptation by the community to climate change.
Activity 2.1.1 Holding meeting with procurement committee by type of supported activity to strengthen the role of members and fix schedule for bidding;

Activity 2.1.2: Organisation of bidding process for the supported projects and coordinate with a bank for opening a commune private account;
Activity 2.1.3: Organisation for signing an agreement with service provider; and
Activity 2.1.4: Holding meeting with commune council to transfer the fund to the commune.
Output 2.2: Lessons and good practices on mainstreaming climate change issues in CIP development process documented and shared with relevant stakeholders.

Activity 2.2.1: Holding meeting with beneficiaries such as commune council (P&B committee) and relevant stakeholders to identify lessons and good practices for sharing;
Activity 2.2.2: Documentation of case studies of project successes;
Activity 2.2.3: Production of video or digital stories on mainstreaming climate change issues in commune development planning process; and
Activity 2.2.4: Participation in workshops to share lessons and good practices on mainstreaming climate change in commune planning process.
