Development of Damar (Shorea javanica) ?Community Forestry Programme? as an effort to improve the local community?s economic and environment?s conditions in Ngaras, Lampung.
Project goals or objective (including GEF problem area addressed by project) :
1. To strengthen the local community?s capacity on technical skills in managing traditional yet environmentally friendly Damar cultivation system (including harvest and post harvest handling techniques),
2. To provide and develop a sustainable Damar marketing system,
3. To provide institutional strengthening activities for the local co-operative units,
4. To provide training opportunities to develop sustainable small scale business for the local community.
5. To gradually lift the government forest product tax currently levied on Damar.
Activities to be carried out under project :
1. Preparation.
a) Basic preliminary research activities to assess local resources (human as well as natural) which are potentially viable to be developed,
b) Mobilizing the local community to actively embark on a participatory activities which include dialogues with local government officials.
2. Local Training and education in the field.
a) Cultivation harvesting, and post-harvesting handling of damar techniques,
b) Community organization management skills training.
c) Advocacy on the government?s law and regulations relevant to their
community forest gathering practices
3. Outreach Approach.
a) Seedlings - establishing nursery for seedlings/saplings to be distributed,
b) Office equipment - provided for 5 local cooperative units in the area,
c) Revolving fund - each of the 5 cooperative unit shall receive Rp.2,000,000 to start their business (within three years this shall be returned to be given to other units)
4. Technical Assistance.
a) Cultivation harvesting, and post-harvesting handling of damar techniques,
b) Community organization management skills training.
c) Direct marketing development for the local community.
d) Lifting of tax levied on damar advocacy.
5. Evaluation and Reporting.
