The project was completed. The community increased their capacity through the workshop to set-up their local organization (CBOs). The process lead to community capacity building and understanding on the community based forestry especially in managing the Damar properly. The community felt great impact directly through their increased income-generating and indigenous rights. The community also could expand their work while at the same time continue the conservation effort.
Even if the actual activities carried out by the community have deviated from the original proposal the program has been successful not only in assisting the Ngaras community in increasing their environmental awareness, but also forcing the government to recognize their legal land tenurial rights. They also formed local task force to address various sensitive and critical issues, such as tax, consent to leased their land to plantation owners and concessionaires, etc. They designed meetings or public hearings with government and parliament members in province level.
Difficulties occurs: facilitating meeting between government with community; lifting the tax on dammar resin; unclear land boundaries due to inadequate mapping of the area; community dependency on dammar resin as income; inadequate management skills at the local cooperative units.

While traditional land ownership and land rights are recognized by the government, legal certification is the only official proof of land ownership to date in Indonesia. Therefore, when the private sector starts entering the area and clearing lands and forests to make way for a monoculture practice (e.g. palm plantations), local communities face a dilemma that are not easy to solve.
The programme has been successful not only in assisting the local community of Ngaras in increasing their environmental awareness, but also on their legal rights to their lands. This was indicated by their insistence on forming their ?community groups? or task force groups to address various sensitive and critical issues such as tax on damar, consent to lease their land to plantation owners and concessionaires, etc. These groups then requests WATALA to arrange for a public hearing with government officials and local legislative members in Lampung.
