Based on experiences in conservation and community development related activities, the project will be handled by Department of Natural Resource Management and Development (NRMD), RUPP in collaboration with Centre for Agricultural and Environmental Studies, Royal University of Agriculture, represented by Mr. Kim Soben. We will adopt the participatory CBR+ Country Plan development approach for this assignment. It is very beneficial that Dr. Seak Sophat and Mr. Kim Soben have been serving the members of Cambodia REDD+ Consultative Group and MRV Technical Team. Given rich experiences, they are more familiar with the REDD+ development processes in Cambodia. We will apply our existing network and approach to accomplish this assignment.

Proposed Methodology and Approach (2-4 pages)

As this assignment is participatory in nature, we first review and classify the targeted respondents and stakeholders into separate groups depending upon their interest and influence. They are include: 1) relevant government officials (involved in REDD+ Task Force), 2) CBR+ National Steering Committee, 3) SGP Team and UNREDD relevant Experts, 4) Cambodia REDD+ Consultative Groups, 5) NGOs (local and international, 6) Indigenous People, 7) Community Protected Areas, 8) Community Forestry, 9) Community Fisheries, and 10) Private Sector. To achieve the CBR+ program?s objectives and bestow deliverables as stringently highlighted in the ToR, the consultancy team will employ the following approaches
