CHEMICAL POLLUTANTS FROM SOLID WASTE LANDFILL AREA AND ITS MINIMIZATION BY ENGAGING THE LOCAL COMMUNITY IN 3R (REDUCE, REUSE AND RECYCLE) PROGRAM
The environmental issues on Pangkor island are of serious concern. These have been worsened by the introduction of municipal waste incinerators, power generation plants, iron ore refinery, and etc. on the island. The solid waste landfill site on Pangkor Island is located along the seashore which was reclaimed from the sea more than 10 years ago. Solid waste is usually improperly disposed in the landfill site. One of the municipal waste incinerators was in operation since 2013. It was reported by the Greenpeace that each tonne of waste burnt releases around 5000 m3 of polluted gases. The released gases usually contain very fine particles of dust. The situation becomes more deteriorated when heavy metals in the waste vaporize, as well as toxic persistent organic pollutants (POPs) are produced from combustion, and become attached to the dust particles. The pollutants are transported in the air and eventually deposited in water and soil. Some are removed by filters and become fly ash, others are washed out in the gas-cleaning unit and the rest are released into the ambient air from the chimney-stacks. The contaminated ashes are usually deposited in landfills and can leach out posing a more immediate threat to groundwater and rivers. The EU Commission has emphasized that this may be one of the most important sources of dioxins in the future. Numerous studies have confirmed that a typical incinerator releases a cocktail of toxic chemicals, including dioxins, furans, PCBs, PAHs, lead, cadmium, mercury and fine and ultrafine particles, into the atmosphere. This project aims to reduce the chemical pollutants through engaging the local community in waste reduction by introducing a proper 3R solid waste management system. Among the activities include 1) Awareness raising campaign on potential contamination of air, water and soil from current incinerator?s operation, 2) Engage business and policy makers for better waste management and collection system within the island, 3) Stimulate value chain of recycling solid waste, and 4) Introduce 3R (reduce, reuse and recycle) programme within the island.
