Project Characteristics and Results

Policy Impact

As it was marked by the adviser of the Minister, and the vice-premier, GEF SGP projects are fully in line with the Strategy of Sustainable development of Kyrgyzstan, supporting country in strengthening legislative base for organic agriculture.

Capacity - Building Component

At least 4 expert reports were produced in order to support development of the Law on regulation of the GMO products in Kyrgyzstan. Analysis of the legislation was also provided.

Replication of project activities

Based on the new law a laboratory on analysis of the GMO clusters in products in going to be created by the Government of the KR.

Gender Focus

Both women and men took part in project activities equally, in positions of consultaints, trainers, participants of the events, etc.

Inovative Financial Mechanisms

Colourful poster about GMO was developed and published.

Project sustainability

Project is sustainable, as its results are fixed in the natinal legislation.

Policy Influence

The GEF SGP project on strengthening biosafety is also very actual in conditions of joining the country to the Customs Union. New law on regulation of the GMO products in Kyrgyzstan will create contitions for growing organic products and eco-sertification in Issyk-kul province.

Promoting Public Awareness of Global Environment

The project got good coverage in mass media. more then 500 young people and teachers from regional universities took part in information campaign and got education about GMO.

Planning non gef grant

The project was scaled up at the natinal level, as regulation of the GMO market (products, seeds, tec.) is important not only for Issyk-Kul province, but for all rgions of Kyrgyzstan.

Notable Community Participation

Youth was actively involved in this project, as wide information campaign was conducted in al lregions of Kyrgyzstan. In general more then 500 young people from Osh, Batken, Jalalabad, Naryn, Talas, Issyk-Kul State universities took part and got education about biosafety and GMO.

Project Results

1. The Project management committee consisting of representatives of the public ecological organizations, business, State Agency on Enviroment protection and Forestry under the Government of Kyrgyz Republic, mass media, etc. is created.
2. The work of the Counseling Center for Biosafety is organized.
3. Research of the international experience in the field of legislation concerning biosafety is conducted (experience of Russia, Tajikistan, Moldova, Belarus, etc.) and presented at an open meeting on exchange of experience.
4. Expertise of the law with the assistance of an ecologist, an expert on agricultural issues, a lawyer and economist.
5. Six informational meetings in regional higher education institutions of the Kyrgyz Republic on the issues of biological safety are held.
6. Coordination of the text of the law on biosafety with all relevant ministries and departments and regulatory impact analysis(???) is complete.
7. Information meeting with journalists concerning regulation of the market of GMO in Kyrgyzstan is organized.
8. Informational poster about the risks of GMO products in the Kyrgyz Republic in the Kyrgyz and Russian languages is published.
9. Preparation for a public hearing of the draft law "On Biological Safety" in Bishkek is conducted.
10. Carried out five information workshops for various groups in Bishkek on various aspects of biosafety (with representatives of the agricultural sector, with business representatives, environmental, legal and health organizations).
11. Preparation for a conference for representatives of the deputies (60 persons) to discuss the law "On Biosafety? is conducted.
12. The results of the project covered in the media and on-line resources. A special group and page on Facebook created.
