Binh Dinh is located in South Central coast of Vietnam which is facing with increasing bad impacts of climate change. It's forcasted that climate change can much influence development of agriculture in the province in a way that average temperature based on emission scenarios tends to increase by 2,9 High) C; 2,3 C (medium) and 1,5C (low) at the end of 21st century; and rainfall will be decreased from East to West. Therefore in order to ensure sustainabinity of agricultural development, it's necessary to shift agricultural structure to mass production and choose to suit ecosystem of different areas. Casava is of the plants which is suitable for growing in the acid soil and poor nutrient like Binh Dinh. In addition, in recent years, casava product is of high demand in the market particularly for starch processing company in Binh Dinh. In 2013, the area to grow casava is 13.833ha and average productivity in the province is 24,1ha. The advocate policy on growing casava as well as high demand of market induce spontaneous planting expansion of farmers in some areas in the province which will affect development plan of other plants, contribute to land degradation, then probabaly cause to destroy forest to plant casava. The project funded by GEF SGP " Building policies for supporting sustainable development of cassava to contribute to limiting land degradation and wild land, increasing productivity, quality and increasing income for communities on poor gray land in Binh Dinh" period 2008-2011 addressed problem of land degradation and wild land in mountainous areas and to increase economic efficiency, improve living standards, reduce status of land degradation by planting cassava cultivation. However, this project remained limited in duplicating the model which is resulted from investment limitation of farmers household; their capacity in taking advantages of resources and cultivation technique.
The project is designed to follow up continued clear policy on casava in Binh Dinh and like to address limitations in phase 1. The project aims to target (i) to improve management capacity for local officers in implementing casava cultivation model and casava development policy (ii) to build up people credit fund managed by community to support cassava development. (iii) To set up sustainable casava intensive cultivation models suitable with area natural conditions in Phu Cat and Tay Son district (iv) To monitor, collecting data, efficiency assessemt, documentary on trainings docs and lesson learnt (v) To raise awareness for local authority and local community on climate change

Project Activities
(1) Sustainable cultivation model of community-based intensive cassava farming, through implementing intensive-farming policies in the project districts.
(2) Credit fund to support cassava cultivation, which is managed by the community based on relevant policies issued.
(3) Capacity building for local officials
(4) Development and implementation of information and communications activities, to build awareness and knowledge of climate change and adaptation for local government and people in the project areas.

Expected Results
(1) Sustainable cultivation model of community-based intensive cassava farming, through implementing intensive-farming policies in the project districts.
- Design sustainable cultivation model of cassava with specific farming techniques based on community participation.
- The model was demonstrated and evaluated on a land area of 42ha
+ From the project funding for the model development: 20 ha (year 1: 10 ha; year 2: 10 ha)
+ From loans from the project credit fund: 5.5 ha (year 2)
(2) Credit fund to support cassava cultivation, which is managed by the community based on relevant issued policies.
- Develop operation mechanism of the fund, with community consensus and approval by GEF SGP.
- The fund provides loans for households to implement intensive cultivation of cassava; the fund is managed by the commune Farmers? Union and the community on the basis of the policies issued.
- Establish the credit funds of VND 168 million in the 2 communes that implement intensive cassava cultivation, as well as intercropping of cassava and peanut.
- In addition, the project will coordinate with Farmers' Unions in the 2 communes to mobilize annual revolving loans for farmers, with a capital of VND 96 million, of which VND 63.2 million for Cat Hiep - Phu Cat, and VND 32.8 million for Binh Tan - Tay Son.
(3) Capacity building for local officials.
- Organize 8 training courses with 320 participants (40 people/class x 8 classes x 1 day/class), in cultivation techniques and processes, as well as climate change knowledge and adaptation measures in agriculture.
- Organize 8 training courses with 320 participants (40 people/class x 8 classes x 1 day/class), in training and communications skills for farmers.
(4) Development and implementation of information and communications activities, to build awareness and knowledge of climate change and adaptation for local government and people in the project area.
- Awareness and understanding of stakeholders on climate change and adaptation measures were enhanced.
- Information on the model was widely disseminated for further replication in cassava cultivation areas of Binh Dinh.
- Knowledge of development policy of intensive cassava farming was advocated to local authorities and farmers.

Project Characteristics and Results
Project sustainability
? The local farmers now are aware of the need for sustainable and effective cassava cultivation and want to change their behavior. They had chances to directly discuss technical process, exchange ideas and experience, form a key farmers? group to facilitate the technology transfer and model implementation. Local farmers were trained on teamwork skills, they were more pro-active and able to spread the known technical advances in the form of training of trainers, and become the masters of technology. ? Revolving Fund: The project has successfully run a revolving fund (25% of project budget) (revolving two times (one cycle/year), about 70 households) solved the capital demand for production. The fund will be continue revolving to help the local farmers to boost production. ? Market: The market for cassava is very large, in eight provinces from Da Nang to Binh Thuan, each province has at least one cassava starch processing plant for exportation (only in Binh Dinh province, there are three plants in operation, Quang Ngai and Phu Yen have two plants/provinces), one ethanol plant in Dung Quat - Quang Ngai (under the Vietnam Oil and Gas Corporation) processing biodiesel. Peanut is an export product. To date, the prices of cassava and peanut have been stable and have brought about high economic efficiency; simple application techniques, high net profits, low adverse impacts on the environment, low investment level, ect.; all these characteristics are suitable for poor farmer households to replicate the models. ? Supports of the local authorities and other stakeholders: The province has issued the policies for the cassava sustainable development in Binh Dinh province and provided co financiaing for this project. Project technical documents have been adopted and disseminated through the agro-extension channel. In addition, the Binh Dinh cassava starch processing company for exportation is reviewing and supplementing a planning of raw material areas, adopting policies to encourage cassava plantation in the different crops, use new cassava varieties and has signed business contracts with cassava growers.
Replication of project activities
? The provincial sustainable cassava development policy has come to effect and being implemented by localities in the province; the province has set targets to develop sustainable cassava development models by the districts in the annual agricultural extension plans. ? In 2015-2017, the replication area of the peanut and cassava intercropping model is 2,200 ha. Moreover, the local government policy is to encourage intensive farming, not expansion of cassava area. The project intensive solutions are easily accepted by the local people for replication and scale up. Through piloting result in two communes, two districts, the project have been proven its social, economic and environmental impact and replicable to other communes and districts of Binh Dinh Province as well as other provinces with similar conditions in the South Central Coast.
