Project goal ? Elimination of stockpiles of waste products, containing polychlorinated biphenyls, in areas associated with production and processing of food or feed.
Project tasks:
1. On the basis of national legislation and provisions of the Stockholm Convention on Persistent Organic Pollutants and the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal ? determination of contractual framework, organizational and logistic schemes for the collection, packaging and disposal outside the Republic of Belarus of PCB-containing wastes.
2. Data collection from enterprises associated with the production and processing of food or feed, PCB-containing waste, their packaging, loading and transportation to the place of disposal in an environmentally safe manner in accordance with the requirements of the Stockholm Convention on Persistent Organic Pollutants and the Basel Convention on the Control of transboundary Movements of Hazardous wastes and their Disposal.
3. Ensuring the disposal of waste containing PCBs in environmentally friendly way outside the Republic of Belarus.
Expected long term results:
? Identifying the organizational and logistic schemes for the collection, packaging and disposal of PCB-containing waste outside the Republic of Belarus, operating based on the current distribution of PB-containing waste among enterprises owners of such wastes in the Republic of Belarus, as well as the requirements of national legislation and the provisions of the Stockholm Convention on Persistent organic Pollutants and the Basel Convention on the Control of transboundary Movements of Hazardous wastes and their Disposal.
? In accordance with certain schemes for collecting, packaging and disposal outside the Republic of Belarus of PCB-containing waste ? selection and signing of contracts with foreign companies specialized in the elimination of PCBs and with national company that will collect PCB-containing wastes from enterprises related to the production and processing of food or feed, for farher transfere for elimination outside of the Republic of Belarus.
? Making contracts by these companies necessary with owners of PCB-containing wastes on packaging, transport and disposal outside of the Republic of Belarus;
?Companies PCBs-owners allocated cofinancing for wastes disposal in the amount necessary to cover the costs of transport and packaging in containers suitable for the transportation of hazardous wastes;
? Elimination of PCB-containing wastes in areas associated with the production and processing of food or feed with the largest environmental risks and risks to human health, in quantities corresponding to the inventory data (according to the results of evaluation of tenders on collection, transportation and disposal must be disposed more than 200 PCB-containing capacitors and at least one transformer from at least 20 owners of such wastes throughout the Republic of Belarus).
