Community capacity enhancement to develop and implement the commune forest development and protection plan in Ta Ngai Cho commune, Muong Khuong district, Lao Cai province contributing to the sustainable forest management and REDD+ readiness at the provincical level
Contributing to the implementation of the Plan for Forest Protection and Development, the National Action Plan on Initiatives for reducing emissions from deforestation and forest degradation, conservation and sustainable management of forest resources, increasing forest carbon reserves (hereinafter abbreviated as ?Viet Nam?s REDD+ Action Programme?), the National Strategy for Climate Change Response, the National Green Growth Strategy and other sustainable development orientations, policies, the project is designed to implement in Ta Ngai Cho commune, Muong Khuong district, Lao Cai province. Ta Ngai Cho commune is a highly mountainous terrain of Muong Khuong district and is located at 15km to the northeast of the district.Ta Ngai Cho commune possesses relatively rich forest resources whereby valuable genetic resources of sub-tropical fauna and flora are maintained and reserved.
It has a total forest area of 1074 hectares with a 47.37 per cent coverage. The natural watershed area upstream of the Chay river is 816.4 hectares and the natural forest area for productive activity is 257.7 hectares. Planted forests are 497 hectares, including 324.5 hectares of protected forests and 172.2 hectares of productive forests. There remain 139.8 hectares of unafforested land, including 119 hectares without protected forests and 20.8 hectares without productive forests. Residential and agricultural land is 923.1 hectares which are mainly for shifting farming. Ta Ngai Cho remains purely an agricultural commune, with age-old traditions in agricultural production that rely on outdated extensive farming methods, the access to and application of scientific and technical advances into productive activity is very limited, public intellect is low while professional, technical, organizational capacities, skills are low as well. Therefore, Ta Ngai Cho is still a poor commune and a beneficiary of the Government?s 30a wellfare policy.All the villages of Ta Ngai Cho commune have internal Memorandum of Understanding (MoU) which have been endorsed by district-level authorities. Its protected forests are mainly degraded natural forests. Protected forests have been contracted by the Forest Management Board of Muong Khuong district to villages for the latter?s management and protection with a remuneration rate of 200,000 VND/ha/year. Village heads are the persons who assume the main responsibility for organizing and managing forest protection forces. The villages have set up their Funds for Forest Protection and Development (FFPD) but have not received payments for environmental service fees. Although illegal forest exploitation is not too serious, forest resources have become seriously depleted. Inhabitants continue to rely on forests as the source of their construction wood, firewood and medicinal herbs.
The project is aimed at strengthening the capacity of local officials and people in formulating and implementing the Plan for Forest Protection and Development (whose plan?) towards the successful implementation of the REDD+ Programme. This would include the following specific objectives:
(i) Improving the awareness of communities at Ta Ngai Cho commune and relevant stakeholder groups of the roles, benefits and obligations of all the parties, particularly of the communities, in the formulation and implementation of the Plan for Forest Protection and Development;
(ii) Formulating and implementing the Plan for Forest Protection and Development that will contribute to minimizing deforestation and forest degradation at Ta Ngai Cho commune;
(iii) Developing, operating and transferring a model on the ?Fund for Community Livelihoods Development? (FCLD) that will contribute to the sustainable, effective implementation of the Plan for Forest Protection and Development;
(iv): Developing and testing a Monitoring and Feedback Mechanism for project activities.
(v): Drawing lessons learnt from the project implementation and for the replication
The project has also supported by Transparency International (TI) on the recourse mechanism. Thanks to the effort/support of SGP, the grantee partner has signed the MOA with TI Berlin, TI support follow SGP operation guideline. The project attracts the strong participation of local PMU UN-REDD and also provincial forest protection and development fund where the later has committed to contribute finance resource annually to local community to protect the forest.

Project sustainability
- The FPDP was developed and implemented with the direct participation of the local people; all results are theirs, so they contribute voluntarily, with a high degree of enthusiasm and responsibility?an important factor in ensuring the sustainability of the project.
- The livelihood development models are maintained and expanded by village communities. After the project?s completion, a second crop of maize was planted; pig raising increased from 10 pigs in 10 households increased to 137 pigs in 50 households; chicken raising has gradually stabilized (using local chickens and an incubator in the village works well). The need to expand planting of anise and
medicinal plants are being discussed with the related organisations for support and implementation.
- Community livelihood development funds have been transferred to the villages for direct management, with rotating leadership following project completion.
- The CLDF has mobilized the contributions of many parties, creating a sense of coherence, sustainability and increased responsibility for all. In the long term, the fund will mobilize funds from the budget for forest protection and development,
as well as annual payments for environmental services and other sources to maintain and develop the fund on a sustainable basis.
