Conservation of Protected Area (CPA) through strengthening management of Chaom Mrech Community Protected Area for Indigenous community livelihood improvement
Chaom Mrech CPA is participated by Kuoy indigenous people from 2 villages, Talek and Andas, in Salavisai commune, Prasat Balaing district, Kampong Thom Province. It is located 53 km north of Kampong Thom provincial town. The CFA was established through a facilitation support provided by MoE since 2003 and currently manages resources in 2,908 ha land aimed at preservation and sustainable utilisation of natural resources, particularly forest resources. Chaom Mrech CPA has 416 members and a management committee consisting of 11 members, 2 women. Among them 90% is Kuoy origin. The CPA has now developed its bylaw.
Regardless of its establishment and formal recognition by MoE its management committee capacity remains weak and most of the indigenous people have low education and are poor. As a result some issues persist such as conversion of land within the protected area for crop farming, illegal logging; there is lack of collaboration from relevant stakeholders; and participation of its own members to protect and conserve community forest remains limited.
In response to the stated issues the management committee has consulted with the provincial environmental officers, local authority and its community members to develop the proposal which emphasises on two main issues: 1) promotion of awareness of the importance for conserving forest within the CPA and of the REDD+ concept among the committee and members so they can participate fully in conserving forest within their CPA and also in REDD+ process at the national level; and 2) supporting the management committee and the CPA members at large to build their capacity to manage and use resources within the PA in a sustainable manner by providing assistance to develop a CPA forest management plan and community agreement with MoE and selected activities of the management plan such as fixing 25 boundary posts and 100 markers including a budget package to support forest patrolling activity.
To implement the activities successfully the CPA management committee will collaborate closely with local authority at village, commune and district levels, line provincial department ? the provincial department of Environment and Boeng Paer Wildlife Sanctuary management, relevant stakeholders and partner organisations in the area and all its CPA members. If needed the CPA will seek to sign an MoU with environmental officials to ensure all the project activities are implemented successfully and timely.
a. Goal:
To conserve 2,908 ha Chaom Mrech CPA forest to promote livelihood of the indigenous people and prepare them for future REDD+ implementation.

Objective 1: By 2017, the management committee, relevant stakeholders and 60% of its CPA members have understanding of REDD+ concept and participate more effectively in the CPA forest conservation.

Objective 2: By 2017 Chaom Mrech CPA management committee are legally recognised and have full right to managing and utilisation of the 2,908 ha CPA forest through improvement of capacity of the management committee and members in development and implementation of PA management plan.

c. Expected outputs:
1.1 Three trainers ? a project staff, a CPA management committee representative, and a provincial DoE official have their capacity strengthened and understanding of REDD+ concept built and are able to use REDD+ IEC materials and are also able to make use of the materials to raise awareness further with the CPA members at large;
1.2 At least 60% of all members (319 HHs) of the CPA and relevant stakeholders have an understanding of the REDD+ concept and participate in protecting and conserving forest within the CPA;
2.1 A management plan for the CPA is developed; a community agreement with MoE signed and selected activities in its management plan implemented successfully;
2.2 100 boundary markers and 25 posts will have been placed on the boundary; and
2.3 11 CPA Management committee members have capacity to protect their CPA forest.
Project activities:
1.1.1 Sending 3 participant ? 1 project staff, 1 CPA management committee member and 1 DoE Official to join in a training of trainer workshop on national REDD+ concept and how to use REDD+ IEC materials produced by UN-REDD;
1.1.2 Producing training materials on REDD+ for 10 CPA management committee members and local authority of the REDD+ concept;
1.1.3 Delivering training for 10 CPA management committee members and 2 commune councillors on REDD+ concept, PA law and community by-law;
1.1.4 Leading 15 participants who had engaged in REDD project previously to a study tour at Buddhist CF in Uddor Meanchey;
1.2.1 Conducting 2 village meetings each with 100 participants to disseminate the concept on REDD+, PA law and community by-law, land law, and adverse impacts from deforestation and distribute IEC materials on REDD+ produced by national REDD+ programme to community members;
1.2.2 Providing financial support to the management committee and the CPA members to participate in lessons sharing meeting on REDD+ at the national level;
1.2.3 Producing a video clip on success story and project achievements to share success of CBR+ SGP/UNDP to relevant stakeholders at the provincial level;
1.2.4 Disseminating to CPA members success story of the REDD+ project through video screening at the village;
2.1.1 Convening a meeting with community management committee, commune council and DoE officials to review community bylaw and develop a draft CPA agreement;
2.1.2 Convening a meeting with the CPA members to validate the community by-law and draft CPA agreement, once for each village;
2.1.3 Conducting a one day identification of Chaom Mrech CPA plots on the map and their verification with 11 CPA committee members, 2 commune councillors, and 2 DoE officials;
2.1.4 Conducting 3 three days field surveys, each with 7 participants to identify CPA plots on the ground;
2.1.5 Conducting CPA forest inventories, 10 times for 10 days with 7 participants;
2.1.6 Holding 2 meetings to present results from 2 CPA forest inventories with 50 participants from 2 villages in each meeting;
2.1.7 Organising a 2 days CPA forest management planning session with 5 participants from each commune and its submission to Kampong Thom FA;
2.18 Developing draft final agreement and its submission to commune, district and provincial authorities for perusal and further to MoE for approval;
2.1.9 Following-up the agreement and CPA management plan processes to ensure the CPA agreement is secured during the project implementation;
2.2.1 Informing to community members the village boundary posts and 100 sign marks and a billboard on the project;
2.2.2 Implementing procurement procedure to select contractor to plant 100 boundary markers and 25 boundary posts including 100 sing marks and a billboard.
2.2.3 Planting of 100 boundary markers and 25 boundary posts for 10 days and with 15 participants;
2.2.4 Conducting 2 oversight visits to the planting of 100 boundary markers and building of a billboard by 3 participants;
2.3.1 Providing USD 3,000 to create a CPA revolving fund so it can generate income from loan to cover expense on patrol;
2.3.2 Provision of training to the management committee on financial management and revolving fund;
2.3.3 Conducting a joint forest patrol by schedule or on need basis using commune funding
23.4 Organising a meeting to promote understanding of CPA by-law and agreement.
