The project on promotion of sustainable livelihood of indigenous groups and forest conservation through solar battery charging station and savings group will be implemented with Sereimongkonl CF in Konmom district under FA and a Veal Kambor CPA in Lumphat district under provincial Department of Environment (DoE), both are in Ratanakiri province.
The Sereymongkol CF has met requirements under the forestry law in accordance with MAFF?s Prakas No. 493 PK.KSK dated 10th October 2014 on Designation and Management of Forest Asset in Ratanakiri on 26th March 2015.
Veal Kambor CPA in Chey Uddom commune, Lumphat district has been facilitated by Ratanakiri provincial DoE and Birdlife since January 2015 with 407 HHs to manage 3003.75 ha forest land. The community is being facilitated to develop an CPA agreement and a management plan with MoE through support provided by DoE and Birdlife.

plans and capacity strengthening for members and management committees including promotion of local livelihood of indigenous communities in Konmom and Lumphat districts, Ratanakiri province.
Specific Objectives
Objective 1: To build, by the end of the project, an understanding by members and management committee of Veal Kambor CPA and Sereymongkol CF in and indigenous and ethnic minority groups (Tumpuon, Kring, Jaray, Cham, Chinese, Laos and Vietnamese) of the REDD+ in the community and participate in protection of forest resources and implementation of REDD+ project in their communities.
Objective 2: To ensure that, by the end of the project, for both Veal Kambor CPA and Sereymongkol CF their patrol teams are able to control forest offenses and land clearing through income generation from solar system battery charging station for the former and through 3 saving groups (15 members for each group, with 50% women membership to develop small businesses or other livelihood activities) for the latter; and
Objective 3: To secure, by the end of the project, a community agreement for Veal Kambor CPA, and a formal recognition of a management plan for 3003.75 ha of the CPA by MoE and Ratakiri DoE, and for Sereymongkol CF a management plan for 1,065 ha recognised by Ratanakiri FA Cantonment;
Objective 4: To produce, by the end of the project, a video documentation or case study on success story and lessons from project implementation for sharing with relevant stakeholders including commune, district, and provincial government offices, Ratanakiri FA cantonment, DoE, and Department of Agriculture and donor.
Project activities:
1.1.1 Sending 2 project staff and a local FA official to participate in a 2 days training of trainers on REDD+ concept held at the national level;
1.1.2 Organising 2 one-day meetings to develop teaching materials on REDD+ and how to use REDD+ IEC materials for 24 participants, 8 women, including 8 from each of the two community management committees, 6 village headmen, and 2 commune councillors from the 2 relevant communes (12 from Chey Uddom commune and other 12 from Sereymonkol commune);
1.1.3 Holding a meeting to disseminate community based REDD+ project implementation to members and management committees from the six villages ? Sre Chhouk, Deilo and Phoum Thei of Chey Uddom commune and Sre Porktoch, Sre Pok Thom and Neang Dei of Sereymongkol commune ? and relevant authorities;
1.1.4 Holding a meeting to review and update the current management committee from 6 villages of the 2 communes and to build their understanding of REDD+ programme and community forest management;
1.1.5 Developing IEC materials and printing logos on 90 T-shirts ? 48 for awards given in constantans in a public forum and 42 for community members and their management committee;
1.1.6 Delivering 2 trainings, each for 2 days and with 21 participants on the regulation to establish CF and CPA, REDD+, community representation, community mobilisation, report writing, minutes taking for 42 (11 women) community members and their management committees, with 2 presenters from FA cantonment and 2 from DoE;
1.1.7 Organising 6 public forums, each for 35 community members and general public, 50% women, from both communes to raise awareness on REDD+ and he benefits of community forest protection;
2.1.1.1 Organising meeting with community members and Chey Uddom commune councillors to assign roles for maintaining solar battery charging station to the existing CPA management committee and select 10 members for study visit to Kampong Chhnang;
2.1.1.2 Leading 10 members and management committee for solar battery charging station including 3 village headmen, 1 commune councillor, 3 solar system users, 3 solar system management committee for a 3 days study visit to Kampong Chhnang to learn from experiences in managing solar battery charging station;
2.1.1.3 Holding a meeting to share results from the study visit and developing rules and by-law for maintaining the system with 25 participants, 11 women, who are community members and local authority and define tariff rate;
2.1.1.4 Holding a meeting with CF members and management committee to disseminate draft rule, by-law and their submission to the management for endorsement;
2.1.1.5 Forming a procurement committee selected from the solar charging station management committee to select contractor to supply and build solar system;
2.1.1.6 Installing a solar charging station in accordance with the supply contract;
2.1.1.7 Holding a 3 days training for the committee on management and maintenance of the charging stating, book keeping, income and expenses to be facilitated by solar system experts and DND staff;
2.1.1.8 Collaborating with local authority to launch the solar charging station and announce the tariff charge by capacity of charged battery and how the income would be used;
2.1.1.9 Collaborating with solar system experts to conduct 3 M&E sessions for the project life time;
2.1.2.1 Holding a meeting with Sereymongkol CF to nominate members of the CF management committee to manage savings group and develop regulation and by-law for the groups;
2.1.2.2 Holding a meeting with members and management committee to share draft regulation and by-law and their submission for review and endorsement from the management;
2.1.2.3 Delivering a 2 days training for savings group management committee on book keeping on all income and expenses, community mobilisation and report writing and minutes taking and provide USD800 for each of the 3 groups to use as capital;
2.1.2.4 Conducting 3 monitoring visits to savings group to check with its operation over the project life time;
2.2.1.1 Holding a meeting in all the six participating villages to identify criteria for selection of 30 model farmers to participate in training on drum seeders method and wet season rice farming technique;
2.2.1.2 Forming a committee to look for quotation for 6 drum seeders for the 6 participating villages and 600 kg of climate resilient rice seeds to be distributed equally among the 30 model farmers;
2.2.1.3 Provision of 2 trainings, 2 days each, to cover concept and hand on practices for the 30 model farmers on drum seeder method and wet season rice technique using materials developed and delivered by 2 specialists from Ratanakiri Department of Agriculture;
2.2.1.4 Collaborating with Ratanakiri DoA to conduct 3 monitoring visits with the 30 model farmers to provide comments for their improvements;
2.2.1.5 Collaborating with Ratanakiri DoA to deliver a workshop to reflect on outcome of drum seeder technology with 30 model farmers from the 6 participating villages;
3.1.1.1 Conducting participatory study and consultation with the public and local authority (Birdlife);
3.1.1.2 Proposing the designation of Veal Kambor CPA to subnational and national authorities (Birdlife);
3.1.1.3 Developing organisational arrangement for Veal Kambor CPA with local people and authority (Birdlife)
3.1.1.4 Identifying boundary of Veal Kambor CPA with community management committee, local authority and DoE officials from Ratanakiri (Birdlife);
3.1.1.5 Developing Veal Kambor CPA by-law with community committee, local authority and officials from Ratanakiri DoE (Birdlife);
3.1.1.6 Developing Veal Kambor CPA agreement with Ratanakiri DoE (DND and Birdlife);
3.1.1.7 Organising for management of Veal Kambor CPA with Ratanakiri DoE (DND and Birdlife);
3.1.1.8 Conducting M&E for Veal Kambor CPA with Ratanakri DoE (DND and Birdlife);
3.1.1.9 Holding a meeting with Ratanakiri DoE, CPA management committee, and local authority to develop patrol plan, boundary demarkcation, site for outposts, rule on use of patrol equipment and signboards (DND);
3.1.1.10 Provision of patrol equipment to Veal Kambor CPA including flashlight, boots, outfits, hammocks, ponchos and poisonous insect repellents, 4 signboard and 80 boundary markers (DND);
3.1.1.11 Working with Ratanakiri DoE on a 3 days exercise to post boundary markers and sign marks (DND);
3.1.1.12 Supporting 1 patrol a month by members and community committee (DND);
3.1.1.13 Monitoring patrols by CPA members and management committee, 3 times over the project life (DND);
3.1.2.1 Collaborating with Ratanakiri FA cantonment to organise meeting to define criteria for CF management committee and members to participate in training on information generation in CF area;
3.1.2.2 Delivering a 3 days training on CF data generation for 30 CF members and management committee to be facilitated by 2 forestry officials;
3.1.2.3 Conducting field data collection or validation to be facilitated by 2 forestry officials and with 30 participants;
3.1.2.4 Providing a 3 days training on forest inventory for 30 community participants and facilitated by 2 forestry officials;
3.1.2.5 Conducting a 5 days community forest inventory with 30 CF members and committee to be facilitated by 2 forestry officials from the FA Cantonment;
3.1.2.6 Engaging a professional to map forest zones;
3.1.2.7 Engaging a professional to analyse community forest inventory data;
3.1.2.8 Collaborating with FA cantonment to present results of the analysis to 30 CF members and management committee;
3.1.2.9 Collaborating with FA cantonment to develop CF management plan at Ratanakiri FA Cantonment office;
3.1.2.10 Submitting CF management plan for review and approval by FA Cantonment chief;
3.1.2.11 Convening a meeting with FA Cantonment, CF committee and local authority to develop schedule for patrol, and boundary demarcation and placement of sign boards;
3.1.2.12 Provision of patrol equipment to CF including flashlight, boots, outfit, hammocks, ponchos, and poisonous insect repellents, and 4 sign boards and 5 boundary markers;
3.1.2.13 Collaborating with FA cantonment to conduct a 3 days boundary demarcation and posting of sign boards;
3.1.2.14 Supporting one patrol a month by CF members and committee;
3.1.2.15 Collaborating with CF cantonment and local authority to organise a reflection workshop on delivery of patrol plan by CF members and management committee;
3.1.2.16 Conducting 3 monitoring visits over the project life time of patrol by CF members and management committee;
4.1.1.1 Convening for a meeting with beneficiaries, commune councillors, FA Cantonment, DoE and DoA to identify lessons and best practices for sharing;
4.1.1.2 Developing case study on project success stories such as sustainability of solar battery charging station and savings groups and REDD+ effectiveness;
4.1.1.3 Compiling and producing a video or digital story of project implementation;
4.1.1.4 Participating in workshops for sharing lessons and best practices from project implementation;
4.1.1.5 Engaging consultant to conduct independent project evaluation.
Outputs:
1.1 21 management committee members, at least 21 women from CPA and 21 management committee, at least 7 women, have understanding of the community based REDD+ programme and participated in protection of forest and in REDD+ project implementation;
2.1.1 The solar battery charging station in Veal Kambor CPA is installed to generate income to help cover patrol cost and reduce cost for battery charging by community;
2.1.2 Three savings groups, each with 15 memberships and with 50% women members to develop small business and other livelihood activities are established with Sereymongkol CF to help cover cost incurred for patrolling the community forest;
2.2.1 Improved rice farming technologies and techniques are introduced to 15 model farmers with the wet season rice yield attained from 1.5 to 2 tonnes per ha and 2 to 3 tonnes per ha for Veal Kambor CPA and Sereymongkol CF respectively;
3.1.1 Veal Kambor CPA of 1,221 members, 550 women, from 407 HHs in 3 villages ? Sre Chhouk, Deilo and Phou Thmei ? are recognised by MoE and Ratanakiri DoE and has secured agreement and have a management plan for its 3003.75 ha through collaboration with Birdlife;
3.1.2 Sereymongkol CF with 1,098 members, 534 women from 498 HHs in 3 villages ? Sre Por Toch, Sre Pork Thom, and Neang Dei ? has secured recognition by Ratanakiri FA Cantonment to mange 1,065 ha forest land;
4.1.1 Lessons and best practices from project implementation are documented and shared with relevant stakeholders including commune and district government offices, CF Cantonment and donor and project outcomes are integrated in the two communes to take over after project termination.
