Working together to conserve and protect Community Forestry (CF) for improving livelihood of community members.
The project focuses on three main components: 1) awareness raising on benefits of forest conservation and on REDD+ concept with CF members and its management committee and relevant stakeholders though training of trainers, meetings to raise awareness further to other community people and relevant stakeholders and sending community representatives to participate in sharing their feedback with national REDD+ programme. 2) Collaborate with FA and RECOFTC to support 2 CFs ? Sre Thom and Anchanh ? to be formally recognised and secured an agreement with MAFF and have the secured title from the government for sustainable management and use of forest resources. Moreover, the project will help community implement key activities as prescribed in the draft management plans of the 3 CFs such as posting additional 50 boundary markers, 20 for Sre Roneam, 15 for Sre Thom and 15 for Anchanh, building 4,200 m firebreak, 1,600m for Sre Roneam, 1,200 m for Sre Thom, and 1,400 m for Sre Anchanh, and strengthening patrol through establishment of revolving fund for CF committee with USD1,000 as capital provided to each CF; and 3) promote community livelihood through establishment of 3 savings groups and provide funding and small scale agricultural expertise to the savings groups to improve their livelihood and to participate in community forest conservation.
Goal: To empower community management committee and members for at least 60% of all members in the 3 CFs by securing their title to manage and use the community forest resource sustainably to promote local livelihood and participate in REDD+ implementation in the future.
Specific Objectives:
1. To build, by the end of 2016, the understanding of the REDD+ concept with Sre Roneam, Sre Thom and Angchanh CF management committees and 60 of all members and to ensure their participation in community forest conservation;
2. To improve, by the end of 2016, livelihood of the 3 CFs through establishment of 3 savings groups to generate interest and to provide skills in small scale agricultural practices to improve local livelihood and to participate in community forest conservation;
3. To secure legal title to sustainable management and use of resources in CF area by Angchanh CF, Sre Roneam and Sre Thom CFs with 83, 80 and 272 member households over 131 ha, 293 ha, and 2,021 ha forest land respectively;
4. To ensure 3 CFs participation in documenting best practices on community based REDD+ implementation to share with other communities and policy makers at the national level.
Project activities:
1.1.1 Sending a project staff and 2 forestry officials to participate in a two days training of trainers on REDD+ concept at the national level;
1.1.2 Holding a one-day meeting to develop training materials on REDD+ concept and how to use REDD+ IEC materials to raise awareness with 14 participants including 4 from each of the 3 CF management committees and 1 from each of the two communes;
1.1.3 Delivering a two days training for 14 participants from the management committee of the 3 CFs and commune authority on REDD+ concept and forestry law;
1.1.4 Leading a four days study visit for 13 participants to learn from community in Ratanakiri where REDD+ project is piloted.
1.2.1 Holding 3 meetings to develop training materials for awareness raising by 14 trainers to communities on the project implementation, REDD+ concept, land law and adverse impacts of deforestation;
1.2.2 Implementing outreach activity with the communities on the project implementation and REDD+ concept, forestry law, land law, and impacts of deforestation and distribute REDD+ awareness materials produced by REDD+ programme at the national level to members of the 3 CFs by video screening for 9 times each with 30 viewers;
1.2.3 Providing financial support to the 3 CFs and project staff to attend 2 meetings/lesson sharing workshops on REDD+ project at national level, each for 4 participants;
2.1.1 Holding 3 meetings each with 40 CF members, 70% women, to disseminate regulation on savings as to provide opportunity for their decision to voluntarily participate in the savings group;
2.1.2 Holding 3 meetings, one day each, to mobilise savings group members and establishment of new savings groups, each with no more than 15 members and to elect 3 members into management committees ? a head, a cashier, and a secretary ? with 60% of the position will be held by women;
2.1.3 Holding 3 meetings to develop by-law and regulation for savings groups with 15 savings group members and management committee, 1 local CF management, 1 member of a network of Snuol district CF network and 1 local authority to participate in each CF;
2.1.4 Holding 3 meetings to disseminate the by-law for the 3 savings groups with all 15 members of the savings group, 1 CF management committee, 1 network representative of CFs from Snuol, and 1 local authority;
2.1.5 Delivering a 2 days training on cash management and relevant documents with 9 savings group management committee and 3 CF management committees;
2.1.6 Providing additional fund to CF members in all 3 savings groups, each to receive USD1,000 as capital to invest for income generation and support to activity for forest preservation and management;
2.1.7 Holding monthly meeting to monitor progress with savings and borrow by CF management committee and project staff for 15 times for each of the 3 savings groups;
2.1.8 Conducting monitoring of business management and use of loans by the 3 savings groups by CF management committee, project staff and FA official or local authority on a quarterly basis;
2.2.1 Holding a 3 days training on climate resilient rice at each CF with 30 participants from the three CFs as prescribed in the business plan of the groups;
2.2.2 Holding a 2 days training on planting of moringa with 12 participants from the 3 communities as prescribed in business plan;
2.2.3 Holding a two days training on seasonal vegetable household production for 30 participants from 3 communities (as in the business plan of the members);
2.2.4 Selecting 72 volunteers, after each training, including 30 farmers for rice production, 12 for moringa production and 30 farmers for vegetable production who relevant seed and inputs are provided to facilitate piloting and lessons on household income generation are documented based on their business plan and log book to track the progress for the whole process cycle;
2.2.5 Conducting monitoring and provision of advice on HH business plan for all the 3 type of piloting farmers;
3.1.1 Holding a two days meeting to develop by-law and regulation for all the 3 CF revolving fund and their adoption with 27 CF management committee members, 1 district network of CFs, and 2 local authority representatives;
3.1.2 Establishing revolving fund of the CF with USD 2,000 provided to each CF to generate revenue to cover cost for forest patrol;
3.1.3 Holding a 2 days training at the community for 27 CF management committee members, 4 women, 1 Snuol CF district network on procedure for controlling forest offenses;
3.1.4 Holding 6 meetings with each community to develop monthly patrol schedule in collaboration with FA officials and local authority with 34 participants including 27 members of CF management committee, a CF network, 2 persons from local authority, 2 FA officials and 2 persons from KWWA;
3.1.5 Holding a 2 days training for 27 patrol team leaders and 1 district CF network on report writing and minutes taking of patrol;
3.1.6 Building a sign board 1.2 m x 2.5 m for each community to provide information on activities banned in the CF;
3.1.7 Providing a camera for each CF to facilitate documentation and collection of evidence;
3.1.8 Ensuring each community does 2 patrols each month according to schedule developed by the CF management, each participated by 12 participants;
3.2.1 Following up with the application for registration with MAFF of Sre Thom and Angchanh CFs with RECOFTC in quarterly CF Development Coordination meeting at Kratie, the work is being implemented by RECOFTC and FA;
3.2.2 Developing management plans for Angchanh and Sre Thom CFs, being implemented by RECOFTC and FA;
3.2.3 Posting 50 more boundary markers in the 3 CFs including 20, 15 and 15 for Sre Roneam, Sre Thom and Anchanh respectively;
3.2.4 Holding a meeting to identify sites for tree planting over 4 ha land in Sre Roneam CF with 29 participants from CF;
3.2.5 Organising a tree planting event to plant 533 tree seedlings (Beng, Thnong and Rose Wood) over 4 ha land in Sre Roneam CF;
3.2.6 Building firebreaks 6m x 1,600 m in Sre Roneam, 6m x 1,200 m in Sre Thom, and 6m x 1,400 m in Anchanh CFs;
4.1.1 Documenting best practices on community based REDD+ implementation including 1 video, 1 digital story, and 3 case studies;
4.1.2 Disseminating to members of CPA success story of the project via video screening in the village to raise public awareness on REDD+ for 6 six times with 40 participants in each event;
4.1.3 Organising 5 monitoring sessions and quarterly meetings with 30 CF representatives and relevant stakeholders;
4.1.4 Organising 6 quarterly supervisory visits by the management of the organisation;
4.1.5 Organising independent M&E at the end of the project;
4.1.6 Sending 3 staff to attend 6 capacity building sessions by donor organisations in other provinces and in Pnhom Penh;
Project Outputs:
1.1 12 participants from the 3 CFs, 2 from KWWA, 2 Forestry Officials, and 2 from local authority become trainers on REDD+ concept and use of REDD+ IEC materials for extension to other communities;
1.2 At least 60% of members from the 3 CFs have understanding on REDD+ and participate in community forest protection and conservation;
2.1 3 new savings groups established and functional to provide loans to improve livelihood of 45 CF members;
2.2 72 CF members have gained skills in small scale agriculture and their application to support their livelihood;
3.1 Patrol plans for the 3 CFs have been developed and followed to strengthen community forest conservation activity more effectively;
3.2 Key activities such as building 2,850 m firebreak, posting 60 more boundary markers, tree planting over 4 ha in degraded forest land had been done as prescribed in the 3 CFs management plans are implemented successfully;
4.1 Knowledge, experiences and lessons from REDD+ implementation in the 3 CFs have been documented and shared with national REDD+ policy makers and field practitioners at the community level.
