" Proposal for the development of OP 6 country programme strategy process".

The project is the initial step towards the development of the OP 6 Country Programme Strategy for SGP grant making for 2015 ? 2018. This will involve multi-stakeholder consultations, development of baseline assessments of priority identified landscapes/seascapes, and elaboration of the Country Programme Strategy (CPS) for OP6 in close coordination with the SGP National Coordinator and National Steering Committee. The key steps involved would include: CPS consultation and scoping exercises in the selected sites, baseline assessment in the selected landscape/seascape areas and finally, based on the outcomes of the baseline assessment, the CPS finalization.

Project Characteristics and Results

Capacity - Building Component

Capacity building will be central in the baseline analysis approach. The local communities members will have their capacities developed in identifying threats to the landscapes/seascapes as well as developing suitable projects for each.

Notable Community Participation

In the 3 intervention areas, the baseline analysis will be conducted with the full participation of the local communities who would be involved from the identification of community landscapes/seascapes to the development of possible projects for each landscape/seascape.

Policy Impact

It is hoped that the methodology will lead to policy changes at both the local and national levels in the way resources are managed and utilized by the communities.

Inovative Financial Mechanisms

The approach will involve developing partnerships with other donors operating in the selected landscape/seascapes in order to develop synergies among the different intervention programmes which will result in greater project impacts.

Promoting Public Awareness of Global Environment

The initial steps of the baseline analysis will entail lunching an outreach and communication strategy with the different stakeholders about the approach and the outcomes. Environmental issues will be highlighted and opportunities identified for the different strategic initiatives of OP 6

Emphasis on Sustainable Livelihoods

The project will place emphasis on the promotion of sustainable livelihoods as the basis for the conservation of landscapes/seascapes. This will ensure the provision of environmental goods and services to the communities.

Gender Focus

Women and youth will be actively involved in the process. There will be focused group discussions targeting different groups to identify their unique requirements and mainstreaming these into the projects that will be developed.

Project Results

- 3 sites were selected through a broad based consultative process as areas for the implementation of the the community landscape/seascape conservation approach.
The 3 sites were: Kiang West National Park in the Lower River Region,
Jokadou National Park in the North Bank Region,
Bao Bolong Wetland Reserve in the North Bank Region.
The 3 sites are Wildlife Protected Areas containing some of the country's remaining biodiversity and are under severe pressures from the local populations and poachers from outside. The 3 sites were selected based on certain criteria which included the opportunities for synergy with other projects operating in the same areas and opportunities for creating wildlife corridors by connecting landscapes/seascapes for effective biodiversity conservation.

- An assessment team was constituted for the community level consultations in the 3 selected landscapes/seascapes in September 2015. The team received training on the Tooklit for Socio-ecological Production Landscape/Seascapes (SEPLs) in the town Mamsakonk in the Lower River Region on October 20, 2015.

- Following the training on the assessment methodology, the team wet ahead and conducted community level consultations in the 3 sites. A total of 63 villages were involved in the assessments and they were clustered into groups as follows:
- Kiang West National site; 2 workshops were conducted at Keneba and Dumbuto on November 26 ad 27, 2015 covering 15 villages.

- For Jokadou national Park: 2 community level workshops were conducted at Kuntair and Darsilameh villages on November 2 and 3, 2015 covering 17 villages.

- For Bao Bolong Wetland Reserve site, community level workshops were conducted at 3 cluster sites from 4 - 6 November 2015 covering 28 villages.

- During the community level workshops, the 20 sets of indicators for the Socio-ecological Production Landscapes/seascapes for each of the 3 selected landscapes/seascapes were evaluated including their resilience. At the conclusion of the workshops, a draft report was prepared on the 3 landscapes/seascapes highlighting the issues identified as well as the opportunities present within. The draft report also included a typology of potential projects for the selected landscapes/seascapes.

- A national validation workshop was held on December 21, 2015 to discuss among other things the findings of the baseline assessment in the 3 selected landscapes/seascapes. A total of 70 participants from Civil Society Organisations and NSC members attended the workshop.
The workshop aslo discussed the new OP 6 Strategy and the 7 strategic initiatives to enable participants focus thir proposals to meet the objectives of SGP in OP 6.
