The Development of GEF SGP UNDP Country Programme Strategy for OP 6 (2016-2019)

This project is a partnership between the CYEN the GEF SGP UNDP to develop the OP 6 Country Programme Strategy (CPS) for Saint Lucia. The project objectives are: (i)to undertake a participatory planning and scoping exercise which will result in generating consensus on the focus and scope of programming for OP6 in Saint Lucia; (ii)To describe the landscape approach for supporting global environmental activities in line with the selected strategic initiatives in the SGP Global Strategy that will contribute to sustainable development at the community level; (iii) To prepare the CPS for the period 2015-2018 which will serve as the basis for investment of GEF SGP funds in Saint Lucia; and (iv)To develop the capacity of CYEN to undertake participatory planning exercises and advocate for change.

This project will for the first time operationalize and integrate a Landscape/Seascape into GEF SGP's programming approach in Saint Lucia.

Policy Influence

Not initially, during the project cycle. However, there is immense potential to influence national policy through the funded projects in the GEF Focal Areas.

Capacity - Building Component

The capacity of the grantee will be developed in the areas of Participatory Planning, Consultative Processes, and Strategy Development.

Project sustainability

The project allowed GEF SGP UNDP to prepare its first CPS through the consultancy route. The process produced meaningful results and a comprehensive strategy which was approved by all relevant parties and is currently being implemented. In that case, it can be said to be sustainable.

Notable Community Participation

This approach will involve stakeholder consultations from the Government to the Private Sector to the community level which will includes resource users. The methods of consultation will vary from meetings to focused group sessions to workshops and surveys.

Promoting Public Awareness of Global Environment

This will be achieved when links are made between the SGP Focal Areas for OP6 and the national priorities for OP 6 in Saint Lucia.

Project Results

The overall goal of the project was to develop Saint Lucia's OP 6 Country Programme Strategy (CPS) using a participatory process. For the first time in the history of the Saint Lucia programme, a consultant was hired using the SGP procurement process and a grant was awarded. The results achieved were as follows: (i) Three landscapes were selected for investing 80% of OP 6 funds and themes selected to guide investment outside these landscapes; (ii) Baseline report and CPS approved for implementation by CPMT; (iii) several stakeholders are aware of the landscape approach and contributed to the development of the CPS; and (iv) CYEN's (the grantee's) capacity in project development and participatory planning significantly improved.

The following output results were achieve in the area of capacity development: (i) 10 members of CYEN are trained in participatory planning; (ii) 6 members of CYEN and 8 members from another CSO are trained in project proposal writing; (iii) 8 members of CYEN are skilled in team-building, exposed to the fundamentals of leadership and became more informed of the Constitution which guides the development and operations of CYEN; and (iv) CYEN membership augmented by 8 new persons due to the national and community planning processes which were implemented.

The project had a few challenges, such as the insufficient level of community engagement which took place prior to community consultations. The consultant and the grantee did not allocate sufficient time to these activities. Notwithstanding, the end product was not compromised.

Overall, a significantly impactful project.
