Contributing to conserve herbal gen and improve livelihood of Dao ethnic minority through developing herbal bath service for community-tourism in Quan Ba commune, Quan Ba district
1 Project Objectives
a) Overal objective:
Contribute to the sustainable development of medicinal plants genes, raw material supply and indigenous knowledge of Dao?s medicinal sauna through piloting equitable community benefit sharing (ABS) mechanism of medicinal sauna services and products in Nam Dam community cooperative.
b) Specific objectives:
1. Maintain and preserve Dao?s medicinal sauna products through implementing sustainable forest harvesting, in compliance with GACP-WHO standards, and researching the cultivation of rare and at-risk species.
2. Establish Dao?s medicinal sauna services in Nam Dam community cooperative on the basis of mobilizing community resources; professionalizing the provision of sauna services and products, in combination with promoting local tourism.
3. Pilot ABS mechanism in the production and sales of Dao?s medicinal sauna products.
2 Expected Results
Objective 1 results:
- Determine existing raw material supply sources for medicinal sauna in Quan Ba commune. Select out 2-3 rare plant species used in the sauna for further study and planting in Quan Ba commune.
- Establish a nursery of about 200 medicinal plants in Nam Dam cooperative, with the participation of 20-30 households in conserving medicinal plants in their own gardens.
- Develop and implement sustainable forest harvesting, in compliance with GACP-WHO standards.
- Strengthen capacity of people living in Nam Dam village, Quan Ba commune, in sustainable forest harvesting and exploitation of forest medicinal plants, in accordance with the current laws.
- Medicial sauna products will include 1-2 essential oil products. Sauna products are bottled before sold to tourists.
Objective 2 results:
- Establish medicinal sauna services and essential oil distillation in Nam Dam cooperative. The service team will recieve capacity building and skills training.
- Develop guideline on organizing medicinal sauna services in order to improve service quality at the cooperative.
- The cooperative sauna facilities are upgraded, renovated and added with support services to achieve high level of professionalism, suitable for the local conditions, and contribute to attract tourists.
- Nam Dam medicinal sauna services are well-known among tourists and recognized as a popular attraction in Quan Ba.
Objective 3 results:
- Establish and enforce regulations on equitable benefit-sharing among community members of the cooperative.
- Promote Dao?s medicinal sauna service in Nam Dam village; strengthen people?s capacity in promotional skills.
- Enhance people?s awareness on sustainable conservation of medicinal plants. The sharing of medicinal genetic resources and indigenous knowledge is carried out with the consent and agreement of the community.

Project Characteristics and Results
Policy Influence
The project has successfully advocated the local authorities to apply the district's priority policies and funds to the development of the community organization in Nam Dam Cooperative as well as support trade promotion of products through fairs/exhibition. Provincial department of Science and Technology have also developed the plan of investing fund for science and technology projects to complete the production process of herbal products in Nam ?am Cooperative. They are pioneering national programme on one village one product. The best lessons as well as practices have been shared with UNDP/GEF project on ABS.
