Biomass based enterprise to provide livelihood enhancement and energy security for tribal villages in Baripada cluster, Dhule, Maharashtra

Project Objectives:
1. Link community initiated forest conservation movement with commercially viable and environmentally sustainable biomass based enterprise- The project will demonstrate linking the forest conservation with appropriate market based mechanism. The project will ensure livelihood and energy security of the forest dwelling community. It will provide much needed income enhancement to the tribal community and physical comfort, though in limited manner.
2. Reduce health hazards of indoor pollution arising from traditional cooking practice, without hampering its advantages like keeping home warm in monsoon and winter and avoid increase in work load of women members for adoption new technology.
3. Set up commercially viable and environmentally sustainable biomass based enterprise, using forest conserved by Baripada village.
Project Activities:
1. Set up village level committee for enterprise development, management etc- A sub committee to look after all issues related to the energy unit and its governance. Financial arrangements will be set up at Gramsabha.
2. Biomass assessment: The village has been managing 1100 acres of dry deciduous forest. This will help the experts to develop biomass budget, in particular how much biomass can be sustainable harvested for energy enterprise.
3. Training of women on how to use improved pellet based stoves for cooking purpose.
4. Hands on training of pellet and briquette making to 5 youths from village. Training of basic and maintenance- Gangotree will provide training at its Pune facility. This training will be useful as the youths will run the unit in village.

Project Characteristics and Results

Gender Focus

Both men and women play a vital role in making the project successful leading to an enhanced income to 108 families in the village by training the youth for setting up a unit in the village and reducing the health hazards by providing women with an energy efficient cook stove. Setting up 10 women SHGs and linking them with banks to access credit. The technology will check burning of 150 MTs of paddy straw per year and recycling biomass from 1100 Acres of forest protection undertaken and will check emissions for 3300 MTs in 4/5 years. For doing so, the project will access 54% of the amount from GEF and rest co- financed from other sources.

Notable Community Participation

Organize people to undertake various activities to promote work in village and conservation of forest. Hands on training of pellet and briquette making will be provided to 5 youths of the village. Along with that they would further provide them training of basic repair and maintenance at their Pune, Maharashtra facility which will be beneficial for them to run the unit in the village. Women will be trained to increase their level of confidence to use the improved pellet based stoves for cooking purpose.

Promoting Public Awareness of Global Environment

Special promotional programmes will be arranged for the promotion of energy efficient cook stoves. Training to the youth and women will be provided and forest regeneration plans will be developed. 96 demonstrations will be done in all the 5 villages. Necessary brochures will be done show casing the technology; press coverage on the working of these cook stoves.

Capacity - Building Component

The Grantee has the skills, understanding and his skills on institution building has been created through the hand holding i.e. how to ensure a more sustainable business model approach. Demonstrations will be provided by the trained women of the village to the village people who will help them to increase their experience and understanding for using the energy efficient cook stove in a better manner. Special programmes like weekly haat, various yatras, and SHG member meetings will be conducted in order to promote the purchase ratio of the improved stoves amongst the village people.

Policy Impact

The NGO has received prestigious awards like IFAD Forest Protection Award 2003 and UNDP India Biodiversity Award 2014 for its self- initiated forest and biodiversity conservation which makes them the accepted NGO and their recommendations will be adopted for policy making by the State Government. Though the Government has provided LPG to most of the families but the village people face the problem of transportation as the Gas station is far away from the area. The project proposes to set up biomass based enterprise which will also add importance to on-going forest protection movement by community. Under the circumstances the technology will be accepted and may form a part of the State Government policies. The technology will also refuse confidence in the minds of the local officials.

Emphasis on Sustainable Livelihoods

The project will be useful in improving the lives of women by providing them with clean cooking technologies, thus reducing the health hazards of indoor pollution arising from traditional cooking practices in Baripada village (Mayurbhanj District, Odisha) and their adjoining villages. The prudent use of biomass for briquette will lead to a new industrial linkage resulting in income enhancement for the village and its people. They will also try to set up a model for forest based livelihood promotion in rural villages leading to forest conservation. Also other livelihood actions in poultry will be built in.

Significant Participation of Indigenous Peoples

The project will ensure security of the forest dwelling community and will also provide much needed income enhancement to the tribal community and physical comfort though in limited manner by nearly Rs. 15000 per year (US$ 300 Per annum).

Inovative Financial Mechanisms

They will set up a village level committee for enterprise development, management etc to look after the issues related to the energy unit and its governance. A User Friendly Pellet Machine will be installed to convert Waste to Wealth. 200 small stoves will be started in the 4 villages and then scaled. 50 small stoves and 10 big stoves will be supported through CSR Foundation by the NGO. For industrial purpose, contracts will be made with current market dealers for regular purchase and for pellets; new marketing system will be developed. The project has high replication opportunity.

Project Results

* 169 improved smoke less cook stoves distributed and promoted (Based on Pyrolisis). Each of the 169 smokeless stoves will save around 10 Kg of wood from burning per day and ~3.5 Mt per year. Hence all the stoves will reduce the fuel wood by 588 Mt per year and reduce the CO2 emissions by 802 Mt/year.
* Three Exposure visit organized to KVK nundarbar were organized to make them understand the farm technology and the way by which the drudgery of women will be reduced.
* 1 Pellet unit from Gangotree eco technologies set up. 7 volunteers from Baripada village trained for the operation and maintenance of the pellet machine. 16000 kg pellets were produced in 1 year. Each kg of pellet reduce the consumption of wood by 10 kg and would conserve 160 MT of wood from burning and reduce 304 MT of CO2 emission.
* 20 demonstrations were organized at the village to demonstrate the technology of smokeless cook stove. Total 4160 stakeholders participated which included 2126 women and 2034 men.
* Project helped 9 villages to bring 3117 ha of forest area recognized as Community Forest under Forest Rights Act.
