Attaining low-carbon energy access solutions for all

The project aims at promoting demonstration, dissemination and commercialization of low-carbon technologies through construction of grid-tied PV micro-stations. It is planned to build solar stations with 24 kW total capacity in 3 sites: ?Trchunyan Tun? Educational complex - Children?s home, ?Ardzagank? kindergarten and "Armenian Green Technologies Center" Foundation in Gyumri. The proposed activities are in line with the recent amendment to the Law of the Republic of Armenia ?On energy saving and renewable energy?, that provides any economic entity an opportunity to have up to 150 kW capacity of grid-connected solar power station. They are also complementary to the EU-funded project being ?Green energy for ?green? socio-economic progress in Shirak marz?, providing grant funding for "green" facilities.
?Trchunyan Tun? educational complex is a shelter for 6-18 year-old 80 orphans and children from socially vulnerable families. Fifty employees are involved in childcare and education of these children.
?Ardzaganq? kindergarten currently has 204 pupils. Within the frames of ?Green energy for ?green? socio-economic development in Shirak marz? project a small grant was allocated for installing a solar thermal system. The kindergarten management has committed to make discounts for children from socially vulnerable families through savings expected from PV micro-station installation.
?Armenian Green Technologies Center? Foundation was established within the frame of the EU-funded ?Green energy for ?green? socio-economic progress in Shirak marz? project. It carries out consultation and educational activities in the use of renewable energy source (RES) and energy efficient (EE) technologies in Armenia. As part of the educational component, a pilot production of RES models and equipment with the capacity of 400 kWh is planned to be established.

Project Characteristics and Results

Emphasis on Sustainable Livelihoods

?Trchunyan Tun? educational complex will establish a revolving fund through savings from the operation of the solar system, aimed at increasing energy efficiency of the building, as well as enhancing children?s knowledge and vocational skills on RES and EE technologies use. In ?Ardzaganq? kindergarten it is planned to replace windows, improve lighting system, etc. at the expense of energy savings. The saved funds in the "Armenian Green Technologies Centre" Foundation will be directed to the results analysis of the GEF-SGP projects on low-GHG technologies in terms of measuring low-carbon energy access co-benefits such as resilience, ecosystem effects, income, health, etc. The obtained results will serve as the basis for promoting improvements of the sectoral policy processes and strategies.

Notable Community Participation

Beneficiaries aged 16-18 from ?Trchunyan Tun? educational complex together with project team will participate in construction of the solar power basis and support base. It is also planned to promote knowledge transfer and practical education on RES and EE for youth, students and other stakeholders through ?learning by doing? approach.

Policy Influence

It is expected that certain recommendations on improvement of procedures of decision-making agencies (e.g. Public Services Regulatory Commission, local self-governance, etc.) on newly-introduced net metering of the PV stations may be developed by the project staff based on the experience gained.

Inovative Financial Mechanisms

The "Armenian Green Technologies Center" Foundation is engaged in the research and dissemination of RES use practices and EE technologies. The RES demo unit of the Center provides opportunities for students, individuals and general public to develop and test prototypes of various technological solutions in the field of RES. The project will also help schoolchildren of ?Trchunyan Tun? educational complex develop knowledge and vocational skills on RES and EE technologies.

Linkages gef projects

The ?Armenian Green Technologies Center? Foundation collaborates with the Climate Change Information Center, which was established in 1997 in the frames of ARM / 95 / G31 / A / 1G / 99 UNDP / GEF Project "Armenia - Country Study on Climate Change" framework.

Policy Impact

The ?Armenian Green Technologies Center? Foundation is one of the leading organizations in the Republic of Armenia in renewable energy and energy efficiency sector, which has a significant contribution in promoting green technologies, renewable energy, energy efficiency and information dissemination, research, education and training of professionals. The Center, with its knowledge and resources, will serve as the basis for changing human behaviour that leads to improvement of technologies and practices related to climate change.

Replication of project activities

The amendment of the RA Law ?On energy saving and renewable energy? laid basis for promoting the solar energy use applications. Taking that into account, the project will conduct evaluation of investment costs related to new technologies for identification of the payback period. This research will help to come up with estimates and co-benefits analysis that could encourage individuals and businesses to replicate and commercialize the low-carbon technology.

Project sustainability

The fundamental aim of this initiative is to promote demonstration, dissemination and commercialization of low-carbon technologies that provide sustainable energy and imply direct economic benefits. Assuming that the key success factor to the project sustainability is the community interest in RES use and EE technologies, the "Armenian Green Technologies Center" Foundation will become a platform for transferring knowledge and experience through generating and practical implementation of innovative low-carbon energy solutions. The RES demo unit of the Center will provide opportunities for students, individuals and general public to develop and test prototypes of various technological solutions in the field of RES. Moreover, opportunities for cooperation with international donor organizations, state and local government agencies for elaborating and implementing joint projects on development of green technologies in Armenia will be considered.

Gender Focus

The project beneficiaries represent different gender groups. In particular, in ?Trchunyan Tun? educational complex there are 80 schoolchildren, both girls and boys, with 8 male and 42 female school staff, while in ?Ardzaganq? kindergarten there are 204 children and 28 female staff. In the ?Armenian Green Technologies Center? Foundation opportunities for involvement of both men and women (students, individuals and general public) are created at the RES demo unit, dealing with development and testing of prototypes of various technological solutions in RES sector. 8. What is the Communications strategy of the project to promote Public Awareness? Within the framework of GEF SGP funding an educational laboratory on ?Renewable energy and energy efficient technologies? was established in Gyumri branch of the State Tech University of Armenia, which ensures transfer of relevant knowledge in the field of RES and EE. Guidelines and brochures on making technological solutions more available will be also published and posted on the foundation website.

Capacity - Building Component

Within the EU-funded project on ?Green energy for ?green? socio-economic progress in Shirak marz?, development and piloting of RES and EE prototypes will be implemented by ?Armenian Green Technologies Center? Foundation at its experimental production unit. It will become a platform for transferring knowledge and experience to young specialists through generating and practical implementation of innovative low-carbon energy solutions. The main activities and programs of the Center will concentrate on improvement of social, educational, and economic issues and sustainable management of energy resources.

Promoting Public Awareness of Global Environment

Within the framework of GEF SGP funding an educational laboratory on ?Renewable energy and energy efficient technologies? was established in Gyumri branch of the State Tech University of Armenia, which ensures transfer of relevant knowledge in the field of RES and EE. Guidelines and brochures on making technological solutions more available will be also published and posted on the foundation website.

Project Results

The project will produce the following major results:
? Grid-tied PV micro-stations with 24 kW total capacity installed in 3 sites: ?Trchunyan Tun? educational complex, ?Ardzagank? kindergarten and "Armenian Green Technologies Center" Foundation in Gyumri;
