Demonstration Project on E-waste Recycling in Hangzhou
Baseline Information
China?s theoretical discard amount of TV sets, refrigerators, washing machines, air conditioners and computers has reached 120 million in 2015. However, the country?s current e-waste recycling system is poor. It is estimated that about 50% of the e-waste produced every year is sent to illegal small workshops to be improperly disassembled, which not only wastes resources but also endangers both the environment and human health. The project area, Hangzhou, has rather good foundation of waste management since the local government has promulgated regulations to promote waste sorting and recycling. An e-waste recycling system in communities has already been established and collaborates with an online recycling platform and licensed disposal companies, which ensures the recycled e-waste to be environmentally soundly treated.

Main Problems
(1) Lack of channels on e-waste recycling. The existing e-waste recycling network is small-scale and mainly consists of individual recyclers. Illegal and improper dismantle may cause high risk of secondary pollution.
(2) Some small e-waste products have low recycling value so most of them are landfilled and incinerated.
(3) Support from national policies is urgently required as e-waste recycling industry is not only labor-intensive and resource-intensive, but also policy-intensive, whose environmental and social benefits are far greater than the economic benefits.

Proposed Activities
(1) Carrying out a preparatory project implementation seminar.
(2) Adopting various means, including TV, broadcast, websites, Wechat, Weibo and leaflets to publicize the project in communities and schools so as to raise the public?s awareness toward e-wastes? value and harm. ?Hu?ge Recycling? platform is to known by people and provides convenience to them.
(3) Encouraging the communities? initiative by ?Hu?ge? online recycling platform and off-line activities such as ?Exchange Waste for Commodity?.
(4) For the senior residences who are unfamiliar with Internet, they can exchange e-wastes for ?environmental protection money? as long as they send e-wastes to ?Hu?ge? collection depots.
(5) Carrying out project assessment activities at the end of the project.

Anticipated Results
(1) Residents in the project area develop a habit of delivering the e-waste and domestic waste to ?Hu?ge recycle?. Each year the e-waste recycled will be over 600 tons and participating households will be over 8000.
(2) Over 800 waste electrical and electronic products per month will be recycled via ?Hu?ge Recycling? and ?Exchange Waste for Commodity?.
(3) A specialized collection channel for the middle-aged and elderly will be established in more than 3 communities, serving over 8000 residents totally. 3 collection depots will be constructed and over 500 waste electrical and electronic products will be recycled per month.
(4) A new mode of e-waste recycling will be formed, which can be replicated and promoted. At the end of the project, the outcomes and experience will be summarized and the report on policy recommendations will be drafted, which can be submitted to concerning government departments in order to promote the improvement and introduction of industrial policy in the future.
