Capacity Development and Network Building for Marine Environmental Protection NGOs in China
Baseline Information
It has been estimated by State Oceanic Administration that though the ecological condition of ocean in 2015 is basically stable, pollution of the country?s coastal areas is serious. Pollutants carried by rivers into ocean have been staying at high level, which leads to 86% of the monitored estuaries, gulfs and coral reefs in a state of sub-healthy or unhealthy. The marine environmental problem has become a global focus and requires the public to take action to tackle the problem.
There has been 176 various marine environmental protection NGOs in China mainland until the end of 2015, most of which are at the beginning level with largely uneven capacity.
Main Problems
Most local NGOs have insufficient comprehensive capacity, specifically in staff lacking of professional knowledge, shortage of funding, weak methods of advocacy and inadequate ability of designing and managing projects. Integrated sector support services are urgently required.
Proposed Activities
Relying on China Marine Public Welfare Forum as a platform, 20 fellow organizations (over a half of them will come from Beibu Gulf area) are organized to attend training sessions to develop their ability of professional proficiency, fund raising, public outreach and advocacy, operational strategy, and collaboration, through centralized training, study tour to Taiwan, Marine Public Welfare Forum, seminars of marine garbage treatment in Japan, micro-classroom by Wechat groups and individual expert guidance. At the end of the project, a successful casebook will be drafted and concerning government agencies will be invited to give advice and for preparation of subsequent Beibu Gulf landscape project.
Anticipated Results
(1) A report of more than 20,000 words will be formed through preliminary sector research which evaluates the fellow organizations to be supported; another report will be come up with through a test after the project.
(2) The project will support 30 practitioners from 20 organizations. Training workshop will be held 3 times, 2 days for each. 50% of the participants are expected to show manifest improvement via the test reports before and after the project.
(3) An expert committee of 10 specialists will be constituted to provide 4 times of one-to-two guidance, at least 2 hours for each.
(4) All participants can establish effective and stable network of collaboration and study.
(5) Opportunities of presentation and outreach will be provided on China Marine Public Welfare Forum so that participants can get in touch with government agencies, research institutions, enterprises and foundations.
