Behavioural Change in the Soufriere Watershed for Improved Water Quality in the Soufriere Bay.

This Planning Grant will assist in re-establishing a water quality monitoring system within the Soufriere Watershed. Through the use of primary and secondary research the current status of water quality in the Soufriere River and Coastal Zone (within the Soufriere Marine Management Area) will be determined and the new baseline established. The project will also use a participatory process by convening meetings, holding one-on-one interviews with persons within the community and convening a major community workshop. The outputs of that workshop will serve as the basis for preparing a Full Grant Project Proposal.

Project sustainability

The capacity of the grantee, the exiting systems and focus of interest, and the existential threats from deteriorating water quality will ensure the sustainability of this project or at minimum, its evolution into another similar project.

Policy Influence

The intent of the entire project, i.e., by the end of the Full Grant phase, is that there will be some major policy changes with regards to managing sewage and toxic agricultural chemicals within the Soufriere Watershed. This Planning Grant will establish the new water quality baselines and determine what strategies and actions are needed to addressing the deteriorating environmental quality in the Soufriere Watershed.

There is a link with the IWECO Medium Sized Project which operates in the Upper Soufriere Watershed. Information is shared between the SMMA and the IWECO Project staff.

Project Results

This project revealed the magnitude and complexity of the challenges faced within the Soufriere Watershed when it comes to addressing terrestrial and marine water quality. The main outputs were as follows: (i) Baseline water quality status determined at various points along the coastline and within the rivers and drains entering the SMMA; (ii) The need for a community sewerage system at Palmiste and Baron's Drive was confirmed; and (iii) the strategy needed was determined to be a three prong strategy, comprising an effective and sustained awareness and education programme; the sustenance of the water quality system; and the design, construction and commissioning of an effective watershed or community (ies) sewerage system.

During this phase of the project, there was extensive connection with Government agencies, CSOs and the Constituency Council.

This project created temporary employment for 5 persons (1 man and 4 women), who together earned a total of US$3551 (US$2500 men and US$1051 women).

Finally, a Full Grant was produced for project implementation with four broad activities: (i) Policy Framework; (ii) Infrastructure; (iii) Demarcation and Management; and (iv) Monitoring system for water quality.
