Training Poor People in Remote Area to Participate in Wetland Conservation
Theun Wetland is located in Na Theun village, Kongsedon district, Saravan province. This village has about 848 inhabitants, which the majority has engaged in subsistence agriculture. The water from the wetland is usually used for rice and crop cultivation, while many types of fishes and other aquatic species are caught for maintaining family food security and partially for income sources. However, due to the increased population, the number of trees surrounding the wetland has decreased resulting to the lower level of water and decline the capacity of water retention. The fish stock and other biodiversity species in the wetland have gradually decreased. Therefore, to address these challenges, this project has adopted the awareness raising campaign through trainings and workshop to encourage the local villagers especially youths participating in wetland conservation and managing the resources sustainably. The project will be carried out for 5 months starting from August to December 2017. Of the project activities, one geographical survey and feasibility study will be carried out to understand more about the area and seeking the wetland potentials for livelihood development. After these studies, three trainings will be organized with relevant sectors, wetland management committees and local villagers. The trainings aim to disseminate the important findings about current state of the wetland based on scientific studies to local villagers and encourage them to take active actions into wetland conservation. The local villagers will be introduced to various income-earning opportunities and led to the discussion on the improvement of agricultural production as a main income source. The completion of this project will be able to use as a model to apply to other rural communities that possess important natural resources such as wetlands, swaps or lakes. This project is an initial and most important step for further research on community landscape conservation, which is a part of National biodiversity strategy and action plan for Laos 2016-2025 and aligning with National growth and poverty eradication strategy to 2020. At the same time, this project will also contribute to support the international implementation of biodiversity and conservation objectives that Laos has ratified such as Convention on Biological Diversity in 1996 and Ramsar Convention on Wetland of International Importance in 2010.

Project Characteristics and Results
Capacity - Building Component
Before the project implementation at field, FCEC needs to train its staffs regarding to project activities and training topics. FCEC staffs will learn more about how to carry the topographic survey and vegetation data collection as well as social research. FCEC will have to invite the survey specialist from Faculty of Environment Sciences, National University of Laos as a facilitator to describe a survey procedure. Besides, FCEC staffs who will be training moderators must be trained also about wetland conservation and biodiversity.
Gender Focus
In this area, the role of women is considerably low compared to big cities/villages. The project activity aims to involve women taking a part in the wetland management committee and leading future activities, at least 40% of wetland boards/managers. The inclusion of women in the wetland management will raise the women role in the village and create a good image of women in community development works.
