Like most capital cities across the Pacific, Port Vila is undergoing rapid population growth (2.5% annual growth), leading to increased population density. This has in turn led to an increase in the amount of waste produced, an increase not matched by the capacity of the local Government to manage (collect and process) it. One of the key organic wastes produced is kava fibre. Port Vila now has in excess of 300 kava bars, which process on large amount of kava 6 nights a week. Kava waste is usually stock piled at the back of the kava bars, which attracts colonies of rats. This has become a major health hazard in many residential neighbourhoods in Port Vila.

The project proposes to use this organic waste and transform it into recycled paper to be used by local artists (as a new art media, akin to tapa) as well as wrapping material for local processed food such as cocoa.
The project is expected to have significant outcomes in terms of reduction in polluting waste, and improvement of environmental health, and, through a recycling process, in terms of livelihood for artists and small farmers
