Agroforestry and Creation of Livelihoods in the Middle and Lower Stages of the Millet/Roseau River, Saint Lucia. *Note: Originally STL/SGP/OP6/Y3/CORE/LD/17/01

This project is derived from the increasing erosion of the Millet/Roseau river system caused in part by the intensive land use and poor agricultural practises by landowner and farmers. The grantee has engaged the landowners to sign an agreement to engage in a project which with the following objectives; (i) To plant six thousand plants along 5.7 miles of the river banks of the Roseau Valley over a period of two years; (ii) To increase the environmental consciousness of a least 600 residents of the valley over a two (2) year period; (iii) To equip at least 100 members of stakeholder community organisations with skills which build organisational capacity; and (iv) To manage 5.7 miles of the Roseau River Valley. Ultimately, the goal is to create a river bank management area.

Project Characteristics and Results

Policy Impact

A management plan will be produced and it is expected that it will be approved by the GOSL for implementation.

Replication of project activities

All projects components can be replicated because they are not complicated and they were documented. They include establishment and management of a nursery, training and capacity development sessions, and buiding envirionmental awareness.

Inovative Financial Mechanisms

Brochures, flyers, as well as a Newsletter will be used. The grantee will also use the mass media and workshops for training and passing on information.

Project sustainability

Farmers signed agreements to manage the replanted sections of their property and their success was reflected in 90% of the planted trees surviving at project closure.

Emphasis on Sustainable Livelihoods

Not directly applicable. It is anticipated that this agroforestry project will be the bases for an indigenous tea agroprocessing plant, because of the tree species planted.

Capacity - Building Component

The grantee has identified leadership, strategic planning and management, project conception and report writing as the four primary weaknesses the project will address.

Promoting Public Awareness of Global Environment

The grantee will use farmer field school methods and one on one communications which will be the most efficient modality of communication.

Notable Community Participation

The primary beneficiaries are landowners and farmers in a country where the average age of farmers is over 50 years. Young people are expected to benefit during the capacity development and community education phases, i.e., young people from primary to secondary school.

Gender Focus

The project will be opened to participation by both men and women and we expect benefits to come from protection of land as well as training and skills development.

Significant Participation of Indigenous Peoples

Verbal communication will be in both English and Kweyol which is Saint Lucia's second language.

Project Results

This project achieved many of its objectives based on the final report. The project results were as follows:

Environmental: (i) 6000 plants were planted along 5.7 Km of river-banks with 90% survival rate; (ii) environmental awareness was significantly increased among 600 residents with 80% actively participating in the agroforestry component of the project; (iii) 100 persons were trained in organisational development and management.

Income & Employment: During project implementation 96 persons were employed (33 women and 63 men) in areas which varied from nursery management; transportation and planting. The employed person earned a total of US$33,143 (US$10611 ? women; US$22,532 ? men).

Capacity Development: 183 persons (100 women; 83 men) were trained in areas such as nursery management; orchard management; budding; and grafting.

Challenges: The grantee encountered an intense drought during project implementation and many wildfires destroyed plants and entire estates. To compound matters the impact of the Covid-19 virus seriously affected project implementation. Finally, the grantee did not identify all the stakeholders along the length of the river and later they proved to be difficulty to solicit their cooperation.

Lessons Learned: They included: (i) Ensure that a thorough stakeholder analysis is undertaken to ensure maximum participation and collaboration during project implementation; (ii) Ensure a risk analysis is undertaken at the commencement of the project to be ready for such variables like fires; (iii) Ensure that the risk from poisonous are factored in decision making and suitable measures implemented to reduce the incidence of snake encounters and snake bites; and (iv) Develop strong relations with the Government, BI-laterals and the private sector to attract the level of co-funding required.
